A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY FOR AND ACCEPT A MIAMI-DADE COUNTY METROPOLITAN PLANNING ORGANIZATION (MPO) GRANT ON BEHALF OF THE CITY, IN AN AMOUNT OF FIFTY THOUSAND DOLLARS ($50,000.00), WITH TWENTY PERCENT (20% ) MATCHING FUNDS FROM THE CITY FORA TRANSPORTATION STUDY FOR 172ND STREET - 174TH STREET IN ORDER TO DETERMINE THE FEASIBILITY AND NEED FOR A PEDESTRIANIBICYCLE BRIDGE; AUTHORIZING THE CITY MANAGER TO TAKE ANY AND ALL ACTION NECESSARY WITH RESPECT TO THE OBTAINING AND DISTRIBUTION OF GRANT MONIES, AS APPROPRIATE; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Miami-Dade County's Metropolitan Planning Organization (MPO) provides grants to governmental entities for transportation studies through the Unified Planning Work Program; and WHEREAS, the City's Comprehensive Plan sets forth specific transportation goals for the City to improve the safety and efficiency of roadway systems through transportation system management techniques; and WHEREAS, the City desires to prepare a transportation study for 172nd Street - 174th Street in order to determine the feasibility and need for a pedestrianlbicyc1e bridge; and WHEREAS, obtainment of a MPO grant would assist the City in offsetting the cost of the study by an amount of up to 80%, and require a 20% match from the City; and WHEREAS, the City of Sunny Isles Beach is desirous of applying for grant money in the amount of $50,000.00, with a 20% match from the City, for a transportation study. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Authority to Apply For and Accept Grant. The City Manager is authorized to apply for and accept an MPO grant, in an amount of $50,000.00, with 20% matching funds from the City, for a transportation study for 172nd Street - 174th Street in order to determine the feasibility and need for a pedestrianlbicyc1e bridge. Section 2. Authorization of the City Manager. The City Manager is authorized to take any and all action necessary with respect to the obtaining and distribution of grant monies, as appropriate. Russo, City Manager 00 DATE: July 17,2003 RE: MPO TRANSPORTATION STUDY GRANT FOR PEDESTRIAN/BICYCLE BRIDGE FOR 172ND STREET TO 174TH STREET RECOMMENDATION It is recommended that the City Commission approve the attached resolution authorizing the City Manager to apply for, receive and expend monies from a transportation study grant from Miami- Dade County's Metropolitan Planning Organization ("MPO"). REASONS The Sunny Isles Beach Comprehensive Plan sets forth specific transportation goals for the City. It states that one of those goals is to improve the safety and efficiency of the City's roadway system through transportation system management techniques, including: access management, improved intersection operations, traffic calming along residential streets, mitigation by developers, accident analysis, and maintaining visibility for pedestrians, vehicles, and cyclists (Transportation Element - Objective 3, pages 31 - 32). Further, it provides that the City shall protect motorists, bicyclist safety, pedestrian safety and the residents' quality of life on local streets by conducting in-depth studies of local neighborhood circulation. Therefore, staff proposes a transportation study for the 172nd Street - l74`h Street location in order to determine the feasibility and need for a pedestrian/bicycle bridge. An MPO grant would help offset the cost of the study by an amount of up to 80% and require a 20%match by the City. ADDITIONAL INFORMATION The City Commission has discussed a pedestrian/bicycle bridge at length in the past.
