HomeMy WebLinkAboutReso 2003-573 RESOLUTION NO. 2003-~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO SIGN ALL REQUIRED CONTRACTS, AGREEMENTS, AND PURCHASE ORDERS THAT AFFECT THE HEALTH, SAFETY, OR WELFARE OF THE CITY, AND TO TEMPORARILY RENEW EXISTING CONTRACTS WHICH MAY EXPIRE, FOR FORTY-FIVE (45) DAYS, FROM THE LAST COMMISSION MEETING IN JULY 2003, UNTIL THE FIRST REGULAR CITY COMMISSION MEETING IN SEPTEMBER 2003, SUBJECT TO AFTER-THE-FACT RATIFICATION BY THE CITY COMMISSION AT ITS FIRST REGULAR MEETING ON SEPTEMBER 18, 2003; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Mayor and City Commission are not scheduled to meet between July 17, 2003 and the next regular meeting on September 18, 2003; and WHEREAS, the Mayor and City Commission wish to assign certain powers to the City Manager or his Designee, to sign all required contracts, agreements, and purchase orders that affect the health, safety or welfare of the City, subject to after-the-fact ratification by the City Commission; and WHEREAS, there may be existing contracts which may expire and require renewal during the time between the last Commission meeting in July 2003 and the first regular meeting in September 2003 which should receive Commission approval for renewal or for extension period oftime; and WHEREAS, the City Manager will report back to the City Commission, at the first regular City Commission meeting on September 18, 2003, seeking after-the-fact ratification of any actions relating to the aforestated authorizations. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, THAT: Section 1. The City Manager, or his Designee, is hereby authorized to sign all required contracts, agreements, and purchase orders that affect the health, safety, or welfare of the City, and to temporarily renew any existing contracts for forty-five (45) days that may be required to be renewed, from the last City Commission meeting on July 17, 2003, until the next regular City Commission meeting on September 18, 2003, subject to ratification by the City Commission at its first regular meeting on September 18, 2003. Section 2. This Resolution shall become effective immediately upon adoption. PASSED AND ADOPTED this 1 th day of July, 2003. Hines A (ji.t _ Acting City Clerk Date: July 17, 2003 Re: RESOLUTION AUTHORIZING THE CITY MANAGER TO SIGN REQUIRED CONTRACTS, AGREEMENTS, AND PURCHASE ORDERS DURING SUMMER RECESS RECOMMENDATION: It is recommended that the City Commission adopt the attached resolution. REASONS: July 17, 2003 is the last regular meeting of the City Commission before the traditional August recess. Your next regular City Commission meeting will be on September 18, 2003. During this period of time there may be contracts in excess of the $10,000 spending limitation that may need to be awarded and projects that may need timely action, since they may affect the health, safety, or welfare of the City. It is therefore requested that the City Manager be specially authorized to: • sign all required contracts, agreements, and purchase orders that may affect the health, safety,or welfare of the City; and • temporarily renew any existing contracts, for forty-five (45) days, if necessary, that may be required to be renewed; from the last Commission meeting in July 2003, until the first regular City Commission meeting in September 2003, subject to after-the-fact ratification by the City Commission at your first regular meeting on September 18,2003.
