A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, ACCEPTING THE POLICE
DEPARTMENT MASTER PLAN STUDY, THE EMERGENCY
PREPAREDNESS PLAN, AND A DRAFT OF THE MANUAL OF
OPERATING PROCEDURES BY CARROLL BURACKER &
ASSOCIATES, INC., ATTACHED AS EXHIBIT "A"; AUTHORIZING
THE CITY MANAGER TO DO ALL THINGS NECESSARY TO
EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City of Sunny Isles Beach hired Carroll Buracker and Associates, on
December 12, 2002, approved by Resolution No. 2002-502, to prepare a Comprehensive Police
Master Plan, including an emergency dispatch element; a Police Department Policy Manual; a
Disaster Response Plan; and technical assistance to and written directives for the Police
Department; and
WHEREAS, Carroll Buracker and Associates, Inc. is now ready to present the Police
Department Master Plan Study, the Emergency Preparedness Plan, and a draft of the Manual of
Operating Procedures to the City; and
WHEREAS, the City of Sunny Isles Beach wishes to accept these studies and plans as
presented by Carroll Buracker and Associates, Inc.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Accepting Studies and Plans. The City Commission hereby accepts the Police
Department Master Plan Study, the Emergency Preparedness Plan, and a draft of the Manual of
Operating Procedures, as prepared by Carroll Buracker and Associates, Inc.
Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate this Resolution.
Section 3.
Effective Date. This Resolution will become effective upon adoption.
PASSED AND ADOPTED this 17th day of July, 2003.

MEMORANDUM

RE: ACCEPTANCE OF REPORTS - POLICE DEPARTMENT MASTER PLAN
STUDY, EMERGENCY PREPAREDNESS PLAN, AND DRAFT MANUAL OF
OPERATING PROCEDURES
RECOMMENDATION
It recommended that the City adopt the attached resolution accepting the Police Department
Master Plan Study, the Emergency Preparedness Plan, and a Draft of the Manual of Operating
Procedures by Carroll Buracker& Associates, Inc. (CBI).
REASONS
On December 12, 2002, the City Commission approved an agreement with CBI for Police
Master Planning services. The intent of the City was to develop a multi-faceted public safety
master plan for the future delivery of police services to help us in terms of future budgeting
(similar to the Capital Improvement Plan). The focus of the plan is to assist City officials in
public safety master planning for the growth and redevelopment taking place in the city.
Specifically, the project phases of the master planning included the development of (a) a
Comprehensive Police Master Plan, including an emergency dispatch element; (b) a Police
Department Policy Manual (based upon Florida accreditation); and (c) a Disaster Preparedness
Plan. CBI has completed the above tasks and is here to discuss the reports with the Commission.
ADDITIONAL INFORMATION
CBI is a public safety, consulting corporation licensed in the State of Virginia. They have
developed law enforcement master plans, police policy manuals, emergency preparedness plans
and accreditation standards for over 135 communities.
