A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING
ADDENDUM NO. 1 TO THE CONTRACT BY AND
BETWEEN THE CITY OF SUNNY ISLES BEACH AND
BEISWENGER, HOCH & ASSOCIATES, INC, FOR THE
DESIGN OF A BICYCLE PATH IN THE AMOUNT OF
THIRTY TWO THOUSAND AND SEVEN HUNDRED AND
SIXTY DOLLARS ($32,760.00), ATTACHED HERETO AS
EXHIBIT "A"; AUTHORIZING THE MAYOR TO EXECUTE
SAID CONTRACT; PROVIDING THE CITY MANAGER
WITH THE AUTHORITY TO DO ALL THINGS NECESSARY
TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR
AN EFFECTIVE DATE.
WHEREAS, the City wishes to amend the original service contract that it has with
Beiswenger, Hoch & Associates to include the design of a bicycle path: and
WHEREAS, Beiswenger, Hoch & Associates have provided the City with quality services
during the term of the original agreement; and
WHEREAS, Beiswenger, Hoch & Associates has submitted a proposal for the above
referenced task, in an amount of Thirty Two Thousand and Seven hundred and Sixty Dollars
($32,760.00).
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Approval of Contract. Addendum No.1 to the contract between the City and
Beiswenger, Hoch, and Associates, Inc. for the design of a bicycle path, in the amount of Thirty Two
Thousand and Seven J:Iundred and Sixty Dollars ($32,760.00), and on-going services at the hourly
rate on the enclosed schedule, attached hereto as Exhibit "A", be, and the same, is hereby approved.

ADDENDUM NO.1 TO BEISWENGER. HOCH & ASSOCIATES CONTRACT FOR
THE CENTRAL ISLAND DRAINAGE PROJECT
THIS ADDENDUM, EXECUTED THIS q~ DAY OF ~b.e..L ,2004,
shall be an integral part of the service agreement. In the event that any terms or conditions contained
herein conflict with the basic agreement, the terms and conditions of this addendum shall prevail.
1. Additional Services. Beiswenger, Hoch & Associates ("Consultant") agrees to provide drawings
and plans for the construction of a bicycle path as more specifically described in the attached proposal.
2. Price for Additional Services. The price for these services is THIRTY TWO THOUSAND
AND SEVEN HUNDRED AND SIXTY DOLLARS ($32,760.00), payable as invoiced.
3. Term. The term of the original contract is hereby extended from August 1,2004 until the services
described herein is completed.

Reference: Revisions to Central Island Drainage and Street Improvements Project
Implementation of Bicycle Path.
Dear Mr. Russo:
Based on our conversation of October 14, we proceeded to evaluate the revisions to the
already completed set of plans to accommodate a bicycle path along North Bay Road,
Atlantic Blvd, NE 178lh Street and NE 178lh Drive.
Proposed Scope of Services:
Beiswenger, Hoch and Associates will revise all the plans where the bicycle path will be
designed within the City's right of way limits. To accommodate the bicycle path BHA will
redesign the street geometric configuration and relocate the newly designed drainage
structures and drainage wells.
In addition, BHA will revise all signing and marking plans to add bicycle path routes and
traffic flow configuration.
The bicycle path geometric design shall comply with the Florida Bicycle Handbook
(latest edition) recommendations. The path shall be designed for one-way circulation
with appropriated signing and marking nomenclature in combination with existing
vehicular traffic configurations. Bicycle paths shall be designed for asphalt construction
overlaid on a granular base.
The final design shall comply with the latest standards and recommendations from the
"Florida Bicycle Handbook"; "A policy on the Geometric Design of Highways and
Streets", form the AASHTO; "Guide for the Development of Bicycle Facilities" from the
AASHTO; "Manual on Uniform Traffic Control Devices", from the FHWA; FDOT's Plans
Preparation Manual"; and the "Manual for Uniform Minimum Standards for Design,
Construction, and Maintenance for Streets and Highways", FDOT.
Plans Revision
The revision to the plans will include the geometric redesign of streets, location of 5 \ B

Deliverables
Upon completion BHA will deliver completed set of plans with the revisions, including
typical sections, plan and profile, cross sections, signing and marking and summary of
pay items sheets. In addition, BHA will prepare a new construction cost estimate.
Time for completion
The estimated time for completion of the revisions to the construction plans is estimated
to be two (2) months from the "Notice to Proceed".

Re: Approval to Amend the Current Contract of
Beiswenger, Hoch and Associates
RECOMMENDATION:
It is recommended that the Commission adopt the attached resolution approving a 532,760.00
amendment of the Beiswenger, Hoch and Associates, Inc. contract.
REASONS:
Beiswenger, Hoch and Associates (BH&A) was contracted to study the area and create plans and
specifications for the construction new drainage, deep wells and re-paving of all streets in the
Central Island area. Recently we decided to make drainage modifications for the Margolis Park
playing field plus the creation of a bicycle path from 183'd street to 1741" street.
These changes will require amended drawings and a revision of quantities from gravel to asphalt and
possibly additional deep wells, based upon updated calculations.
