HomeMy WebLinkAboutReso 2004-748 RESOLUTION NO. 2004- t-tq ~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE MERCER GROUP FOR A NEW POLICE STEP PAY PLAN; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in 2004 the City hired the Mercer Group to conduct a salary market survey for benchmark positions and to update the City's overall compensation plan; and WHEREAS, a key portion of the market survey concentrated on the Police Pay Step Plan, specifically for the positions of police officer and police sergeant; and WHEREAS, the Mercer Group has submitted a new 8-step plan for those positions that is more competitive than our current 10-step plan; and WHEREAS, the City wishes to continue to be competitive with comparable local governments, in order to keep and attract qualified officers. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Acceptance of Police Step Pay Plan. The City Commission hereby accepts the Police Step Pay Plan as recommended and prepared by the Mercer Group, attached hereto as Exhibit "A." Section 2. Authority of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 3. Effective Date. This Resolution shall become effective upon adoption. The following is a summary of the recommendations for the Police Pay Plan. The Mercer Group was able to obtain information from eleven organizations in the City's market. These organizations are: Aventura, Coral Gables, Fort Lauderdale, Hallandale Beach, Key Biscayne, Miami, Miami Beach, Miramar, North Miami, Pembroke Pines, and Hollywood. After analyzing the information the following pay ranges are recommended: Pay Position Grade Minimum Maximum Steps Police Officer I $ 40,703.30 $ 59,604.23 8 Master Officer 4 $ 45,128.48 $ 66,084.27 8 Corporal 6 $ 48,342.75 $ 70,791.12 8 Sergeant 8 $ 51,785.96 $ 75,833.22 8 Master Sergeant 9 $ 53,598.47 $ 78,487.38 8 This overall pay structure coupled with the City's benefit package places the City of Sunny Isles Beach as a preferred employer in the market. Acquaro, Human Resources Director Date: December 1,2004 Re: POLICE STEP PAY PLAN RECOMMENDATION Recommendation: It is recommended that the City Commission adopt the attached resolution. Reasons: The City hired the Mercer Group, a professional human resources consulting group, in fiscal year 2004 to conduct a salary market survey for benchmark positions and to update the City's overall compensation plan,which they have recently completed. The results and recommendations of a key portion of the market survey that concentrated on the Police Step Plan and the positions of Police Officer and Police Sergeant are herein addressed. The proposed budget modification will provide for a competitive 8-step compensation plan,in lieu of the current 10-step plan, for the positions of Police Officer and Police Sergeant. It will also provide for a 'Master Officer' career track for those experienced and eligible Police Officers who do not wish to apply for and take on the responsibilities of Police Sergeant but who do wish to continue in professional development and professional recognition. Additional Information: This requested action addresses only one part of the consultant's review and recommendations which is the portion with the largest financial impact. The consultant's second part of the market survey and compensation plan review addresses the remainder of the benchmark positions and compensation plan which will have a financial impact to a much lesser degree than the Police Step Plan and which will be addressed at a future date.
