HomeMy WebLinkAboutReso 2005-816 RESOLUTION NO. 2005- 81jp A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, EXPRESSING ITS CONCURRENCE WITH THE EUROPEAN COALITION OF CITIES AGAINST RACISM AND ADOPTING THE TEN- POINT PLAN OF ACTION; AUTHORIZING THE MAYOR TO EXECUTE SAID DECLARATION OF INTENT; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THE TERMS OF THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the cities participating in the 4th European Conference of Cities for Human Rights held on December 9 and 10, 2004 in Nuremberg were concerned with the rise of all forms of racism and xenophobia, which causes discrimination and violence in cities, and constitutes a serious threat to equality, mutual tolerance, peace, security and social cohesion in the city; and WHEREAS, the struggle against racism, xenophobia and discrimination in the city is among the duties of city authorities with a view to guaranteeing mutual respect and promoting equality among city dwellers and of citizenship that respects the diversity from which springs the wealth of modem societies; and WHEREAS, the European Coalition of Cities have agreed to adopt a T en-Point Action Plan in order to give practical expression to their commitment to combat racism, xenophobia and discrimination which will make it possible for partner cities to set priorities in their struggle against racism, xenophobia and discrimination, to rationalize and optimize their policies and to reinforce their cooperation in this area; and WHEREAS, as citizens offree countries we are obliged to guard our fellow human beings from racism and xenophobia all around the world. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section I. Concurrence with the European Coalition of Cities Against Racism and Adopt its Ten-Point Plan of Action. The City Commission of the City of Sunny Isles Beach hereby expresses its concurrence with the European Coalition of Cities Against Racism and adopting the Ten-Point Plan of Action, attached hereto as Exhibit "A". Section 2. of Intent. Authorization of Mayor. The Mayor is hereby authorized to execute said Declaration Section 3. Authorization of City Manager. The City Manager is hereby authorized to do all Page I of2 R2005- European Coalition of Cities things necessary to effectuate the terms of this resolution. Section 4. Effective Date. This Action Plan will make it possible for the partner cities, inter alia, to set priorities In their struggle against racism. xenophobia and discrimination, to rationalise and optimise their policies and to reinforce their cooperation in this area. The Action Plan is an instrument comprising ten commitments covering the various areas of competence of city authorities and suggests some examples of actions that dty authorities might consider with a view to fulfilling each of the commitments. Th9 und,srsigned cities undertake to integrate this Plan of Action in their municipal strategies and policies and to involve in its implementation the various actors within civil society, especially the targets of discriminatio.n. The commitments and possible actions proposed in this Plan of Action make up a m:.1imIJm programme which in no way precludes other action in this area by city a!'..tthorities. Tra: Plan of Action will be amended and expanded as appropriate in light of a~isessment of its implementation through the mechanisms provided for in this res pect.
