A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, ACCEPTING THE RESULTS OF
THE GENERAL ELECTION WHICH WAS HELD ON TUESDAY,
NOVEMBER 8, 2005 AND DECLARING GERALD (GERRY)
GOODMAN TO BE ELECTED AS COMMISSIONER, SEAT 2;
DECLARING NORMAN S. EDLECUP AS MAYOR, AND ROSL YN
BREZIN AS COMMISSIONER, SEAT 4, WHO WERE
AUTOMATICALLY ELECTED, HAVING NO OPPONENTS;
DISCHARGING THE CANVASSING BOARD FOR SAID GENERAL
ELECTION; PROVIDING FORAN EFFECTIVE DATE.
WHEREAS, the City of Sunny Isles Beach held a General Election on Tuesday, November 8,
2005; and
WHEREAS, City Resolution No. 2005-811, designated Emanuel Pine to be the registered
voter, to serve on the Canvassing Board with the City Manager, and City Clerk Jane A. Hines,
Chairperson, for the General Election; and
WHEREAS, the Canvassing Board met on November 8, 2005, and proceeded to publicly
canvass the votes cast for the candidates in the General Election and certified the General Election
results.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Acceptance of Results of General Election. The City Commission of the City of
Sunny Isles Beach hereby accepts the results of the General Election held on November 8,2005, as
follows:
For RESIDENTIAL AREA COMMISSIONER -- SEAT 2, the whole numbe.rs of
votes cast was 1,330, of which number
JACK COHEN received 636 votes
GERALD (GERRY) GOODMAN received 694 votes
Section 2. Discharge of the Canvassing Board. The City Commission of the City of Sunny Isles
Beach hereby discharges the Canvassing Board being Emanuel Pine, Member; Interim City Manager
Police Chief Fred Maas, Member; and City Clerk Jane A. Hines, Chairperson, as the City of Sunny
Isles Beach's Canvassing Board for the November 8, 2005 General Election.
Section 3. Installation of New Officers. The City Clerk will administer the oath to Norman S.
Edelcup as Mayor, Roslyn Brezin as City Commissioner, and Gerald (Gerry) Goodman as City
Commissioner, at the December 8, 2005 City Commission Meeting, and the new officers will be

installed and shall enter upon the discharge of their duties, effective thirty (30) days after General
Election, December 8, 2005.
Section 4.
Effective Date. This resolution shall become effective upon adoption.
PASSED AND ADOPTED this 17th day of November, 2005.

CERTIFICATION OF ELECTION TABULATION
I, the undersigned, Jane Hines , Clerk of Sunny Isles Beach , Florida, do, by my signature
hereto, certify that to the best of my knowledge:
1. On November 8. 2005, commencing at approximately 7:00 p.m. the Miami-Dade
County Supervisor of Elections representative had the absentee ballot tabulating equipment tested to
ascertain that the equipment will correctly count the votes cast for the candidates and/or issues,
which have been voted on in the City of Sunny Isles Beach General Election , held on
November 8. 2005.
2. The testing materials of the Public Test, delivered still under Seal No.Oo 770 </'Iopened in my
presence, were used and the procedures of Paragraph Two, Certification of Logic and Accuracy were
followed.
3. At the completion of the above test, all votes cast in the above election were counted. Steps
have been taken to ensure the security of said materials prior to, during and subsequent to the election,
except when said materials were properly in the possession of the Elections Department staff appointed to
conduct the election.
4. Except as otherwise specifically set forth and declared in this certification, in my presence and
sight, no absentee ballot was removed from or added, and no absentee ballot was in any manner altered or
tampered with by any person, and no person touched any absentee ballot or PEB, except a person
authorized to do so pursuant to Section 101.5612, Florida Statutes.
5. At the completion of the vote count, the absentee ballot tabulating equipment was again tested
to ascertain that the equipment correctly counted the votes cast for the candidates and/or issues.
6. Stored in a container(s), sealed, dated and signed by me, were placed the voted absentee ballots
[ ], voided ballots [ ], Logic and Accuracy reports [ ], and test materials [ ]. The sealed container(s)
was/were delivered to the undersigned and placed in my custody.

Re: Resolution Accepting Results of the General Election Held on November 8,2005,
and Discharging the Canvassing Board for the General Election
RECOMMENDATION:
It is recommended that the City Commission adopt the attached Resolution accepting the results
of the General Election held on November 8, 2005, accepting Norman S. Edelcup as Mayor and
Roslyn Brezin as City Commissioner Seat 4 as a result of them running unopposed, and
discharge of the Canvassing Board for the General Election.
REASONS:
A General Election was held on Tuesday, November 8, 2005, for Residential Area
Commissioner Seat 2. This Resolution accepts the results of the General Election declaring
Gerald (Gerry) Goodman elected as City Commissioner Seat 2; and, Norman S. Edelcup as
Mayor and Roslyn Brezin as City Commissioner Seat 4 (At-Large), who were automatically
elected having no opponents. This Resolution also discharges the Canvassing Board for the
General Election, with many thanks to Emanuel Pine who served on the Board with the Interim
City Manager and the City Clerk.
ADDITIONAL INFORMATION:
The oath will be administered at the December 8, 2005 City Commission Meeting to Norman S.
Edelcup as Mayor, and to Roslyn Brezin and Gerald (Gerry) Goodman as City Commissioners,
and the new officers will be installed and shall enter upon the discharge of their duties, effective
30 days after the General Election, December 8, 2005.
