HomeMy WebLinkAboutReso 2006-921 RESOLUTION NO. 2006-.9..6..l A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CHIEF OF POLICE, IN ACCORDANCE WITH THE COMPREHENSIVE CRIME CONTROL ACT OF 1984 TO EXPEND SEVEN HUNDRED THIRTY -EIGHT THOUSAND TWO HUNDRED FORTY-ONE DOLLARS AND TWENTY CENTS ($738,241.20) FROM THE FEDERAL FORFEITURE FUND FOR THE PURPOSES AS SET FORTH HEREIN; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984, the city and its police department are authorized to expend forfeiture funds from the established federal forfeiture account, for the approved programs or purchases intended to enhance law enforcement purposes. WHEREAS, in accordance with the Comprehensive Crime Control Act of 1984, upon the request of the Chief of Police to the governing body of a municipality, federally forfeited funds may be expended if accompanied by written certification that the request complies with the provisions of the Comprehensive Crime Control Act of 1984; and WHEREAS, the Chief of Police has submitted a request for the expenditure of Seven Hundred Thirty-Eight Thousand Two Hundred Fatty-One Dollars and Twenty Cents ($738,241.20) in federally forfeited funds in compliance with the aforementioned. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Expenditure of federally forfeited monies. Based on the attached certification, the Chief of Police is hereby authorized to spend $738,241.20 from the established federal forfeiture account for the costs associated with the following: a. $505,805.61 for the purchase of an automated Computer Aided Dispatch (CAD), Records Management and Mobile Data Software package and related services to be used in support of law enforcement purposes; b. $29,541.94 for the purchase of Computers Servers, workstations and other related hardware & software needed to operate the above listed system; and c. $202,893.65 for the purchase of Mobile Data Hardware (i.e.: Police Laptop Computers) and accessories during Phase III of system implementation. Section 2. Effective Date. This Resolution shall become effective immediately upon adoption. PASSED AND ADOPTED this 18th day of May 2006. Grandinetti, Police Captain May 18, 2006 Approval to Expend Federal Forfeiture Funds in the amount of $738,241.20 RECOMMENDATION: It is recommended that the City Commission approve the expenditure of partial federal forfeiture funds, previously awarded to the Police Department as the results of investigative participation in federal forfeiture and seizure cases. These funds are permissible by law to be spent for the purchases of police equipment and other law enforcement activities. It is requested that we be permitted to utilize Seven Hundred Thirty-Eight Thousand Two Hundred Forty-One Dollars and Twenty Cents ($738,241.20) of said funds on deposit for such purpose. REASONS: The Sunny Isles Beach Police Department is in need of an automated Computer Aided Dispatch (CAD), Records Management (RMS) and a Mobile Data System, in order to serve the emergency needs of the community more effectively. An automated System can also assist in providing greater efficiency and speed in responding to calls for service, as well as minimizing data handling and increasing officer productivity. It provides up-to-date information for management control, which is critical in emergency situation, through the retrieval of data from local, state, and national databases. ADDITIONAL INFORMATION: To date, the City of Sunny Isles Beach Police Department has been awarded additional monies in confiscated funds. Certain needs exist on behalf of the department whereby the agency participates in and contributes to crime prevention programs as well as the enhancement of our equipment.
