HomeMy WebLinkAboutReso 2006-953 RESOLUTION NO. 2006- 153 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPL Y FOR AND ACCEPT A MIAMI-DADE COUNTY METROPOLITAN PLANNING ORGANIZATION (MPO) GRANT ON BEHALF OF THE CITY, IN AN AMOUNT OF TWO MILLION ONE HUNDRED THIRTY-SEVEN THOUSAND FIVE HUNDRED DOLLARS ($2,137,500.00), IN ORDER TO CONSTRUCT A PEDESTRIAN BRIDGE/GREENWAY WITH EMERGENCY ACCESS CAPABILITY BETWEEN 172ND STREET AND 174TH STREET; AUTHORIZING THE CITY MANAGER TO TAKE ANY AND ALL ACTION NECESSARY WITH RESPECT TO THE OBTAINING AND DISTRIBUTION OF GRANT MONIES, AS APPROPRIATE; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Miami-Dade County's Metropolitan Planning Organization (MPO) provides grants to governmental entities for transportation studies tlu'ough the Unified Planning Work Program; and WHEREAS, the City's Comprehensive Plan sets forth specific transportation goals for the City to improve the safety and efficiency of roadway systems through transportation system management techniques; and WHEREAS, the City adopted Resolution No. 2003-502 applying for a MPO Grant for a transportation study for 172nd Street - 174th Street in order to determine the feasibility and need for a pedestrian/bicycle bridge; and WHEREAS, the City desires to construct a pedestrian bridge/greenway with emergency access capability between l72nd Street and 174th Street; and WHEREAS, obtainment ofa MPO grant in the amount of Two Million One Hundred Thirty- Seven Thousand Five Hundred Dollars ($2, l3 7 ,500.00) would assist the City in offsetting the cost of the bridge of which is Four Million Two Hundred Seventy-Five Thousand Dollars ($4,275,000.00), and the City would fund the remainder $2,137,500.00; and WHEREAS, the City of Sunny Isles Beach is desirous of applying for grant money in the amount of$2,137,500.00, for the bridge. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Authority to Apply For, Accept and Expend Grant Funds. The City Manager is authorized to apply for, accept and expend funds from an MPO grant, in an amount of $2,137,500.00, for a pedestrian bridge/greenway with emergency access capability between 172nd Street and 1 74th Street. The City Manager is authorized to take any and all action necessary with respect to the obtaining and distribution of grant monies, as appropriate. Section 3. This bridge will minimize the use of Collins Avenue by providing a safer path for pedestrians wanting to visit the Town Center Park or its shops, as well as the children who will be attending the future school on North Bay Road. Emergency vehicles response time can be reduced by using this bridge. This connection is part of the Transpor1ation Element of the city's Comprehensive Master Plan, to allow better connectivity for the residents and alleviate traffic congestion along Collins A venue. The city has applied to the Miami-Dade County MPO for a grant to match the city's costs. Estimated Design Cost $100,000.00 Estimated Design/Permitting/Construction Admin/Mitigation Cost $175,000.00 Estimated Construction Cost $4,000,000.00 Grand Total $4,275,000.00 CUlTent Status Progress will commence when the grant becomes available.
