A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING
YEAR END ADMINISTRATIVE BUDGET AMENDMENTS
FOR FISCAL YEAR 2005-2006 ADOPTED BUDGET;
PROVIDING THE CITY MANAGER WITH THE
AUTHORITY TO DO ALL THINGS NECESSARY TO
EFFECUATE THIS RESOLUTION; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, Chapter 10 of the City Code provides the City Manager with the authority
to administratively approved minor amendments to the budget provided that such transfer is not
more than twenty percent (20%) of the total budget of each department; and
WHEREAS, while the City Code does not require approval of the City Commission for
minor amendments, the City Manager is seeking the approval of the City Commission for minor
amendments discussed herein.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Approval of the Minor Budget Amendments, The City Commission hereby
approves the following minor budget amendments for the Fiscal Year 2005-2006 adopted
budget;

RE: Fiscal Year 2005/06 BUDGET AMENDMENTS
At this time we are proposing 2 amendments to our current budget. The first amendment is
contained within the general operating fund and is for $102,250.00. Funds will be coming from
the general fund contingency account. And since the requested amount of transfer is less than 1 %
of our contingency reserve, the amendment can be effected via resolution.
On the other hand, a Capital Fund transfer of $21,500.000.00 is being requested from various
funds which are identified in the attached memorandum from Finance Director Jean Watson.
Please note that $19,600,000.00 of this transfer is due to the tentative purchase of the 1920d
Street Park.
Because of the large amount of funds being transferred in the Capital Accounts, an ordinance is
required to affect this change.

This is a request for minor amendments to the Human Resources Department's budget.

5318 - Medical/Background Verification. This year the Police Department implemented the
use of psychological exams as part of the recruitment process for Police Officers. Each exam is
approximately $250.00 and is given to the finalists along with a conditional offer of employment
based on a satisfactory passing of this exam. Also, this year, the Cultural and Human Services
Department has extended its youth programs which require us to conduct background checks via
FDLE on all volunteers and seasonal employees, The amount of temporary lifeguards has also
increased which requires both a complete medical screening as well as the background check via
FDLE.
5544 - Education/Tuition Reimbursement. This year we have had a high participation in this
program. To date there have been 14 employees who have participated (each has received or is in
the process of receiving the maximum amount provided by City policy of $1,000.00) and we
anticipate that three (3) more employees will submit their requests.

5325 - Pier Park Parkine Svc.. This was only budgeted for a short period of service with
expectations of installing a master meter. That project was delayed and the service continues
until the meter is installed. The project is expected to be complete by August 1,2007,
5462 - R&M Office Equipment. This account is over budget due to repairs of Town Center
Park lights, fence, and other unexpected expenses.
5463 - R&M Buildine Mtce. This account is over budget due to extensive repairs needed to
make the playground structure at Samson Oceanfront Park safe. Many parts were rusted beyond
repair and were recreated by a vendor to hold it until the entire structure can be replaced next
fiscal year.
5573 - Athletic Proerams. This account is over budget as we had a very successful year of
athletic programs with record breaking participation. Revenues offset this additional expense.
