A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING A CHARITABLE CONTRIBUTION TO THE JEWISH COMMUNITY SERVICES, IN THE AMOUNT OF FIVE THOUSAND DOLLARS ($5,000.00), TO HELP FUND VARIOUS, VITAL SOCIAL SERVICES PROGRAMS; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THE TERMS OF THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Sunny Isles Beach has a tradition of participating and assisting various social services programs of interest and benefit to its residents and fellow man; and WHEREAS, the Jewish Community Services ("JCS") is one the largest social services agencies in South Florida, serving more than thirty-five thousand people annually; and WHEREAS, JCS programs provide services for the unemployed, homeless, refugees, frail elders, holocaust survivors, physically and developmentally challenged, families in crisis, substance abusers, child victims of neglect and abuse, delinquents, the working poor, and the uninsured/underinsured; and WHEREAS, JCS is committed to serving the community as a whole, regardless of one's race, religion, ethnicity, or age; and WHEREAS, JCS has two active sites in the City: St. Mary Magdalen and Winston Towers 300, at which they provide social services; and WHEREAS, JCS receives funding from county grants, the United Way, and the Greater Miami Jewish Foundation, but is in dire need of additional funding to keep and expand their valuable programs and services; and WHEREAS, last year the City made a charitable contribution in the amount of Three Thousand Dollars ($3,000,00) to the JCS; and WHEREAS, realizing the rising costs of providing these vital social services, the City wishes to make a charitable contribution to the Jewish Community Services, in an increased amount of Five Thousand Dollars ($5,000,00). NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section I. Authorization of Donation, The City Commission hereby authorizes a charitable contribution to the Jewish Community Services, in the amount of Five Thousand Dollars ($5,000,00), R2006- Jewish Services Contribution To ($3,000) Page I of2 Section 2, Authorization of City Manager. This is Jennifer Enslein. I wanted to thank you again for meeting with David Saltman and I this past Wednesday. It was a real pleasure meeting you. During our meeting I realized that we share many of the same values and ideas. Also, not only are we both former bankers but we are both committed to the betterment of our community. Thank you for your time and insights. As you requested, David will be sending you a formal letter from JCS. In the meantime, and although I know you're probably very familiar with the agency, I wanted to share with you our most recent numbers and a brief narrative on JCS. JCS serves our community as a whole regardless of race, religion, ethnicity or age. It is one of the largest and most effective social service agencies in the South Florida, serving more than 35,000 people annually through over 80 multicultural programs and services, with a total budget of nearly $20 million in the current year. Most of our programs provide services for the unemployed, homeless, refugees, frail elders, holocaust survivors, physically and developmentally challenged, families in crisis, substance abusers, child victims of neglect and abuse, delinquents, the working poor, uninsured and/or underinsured. In your city, Mayor Edelcup, we underwrite, service and provide a host of recreation, socialization and other activities at two sites: Church - St. Mary Magdalen and at Winston Towers Bldg. 300. We also offer a Russian Club and numerous activities to acculturate the Russian Community. This past year, we provided at least 100 hurricane boxes to elderly seniors who live in the area in preparation for the storm. We also deliver hot meals and frozen meals to about 50 homebound clients throughout the area and serve more than 700 clients annually in our recreation activities. We have now begun providing social/cultural programming to encourage seniors to go out at night to see plays, music, etc. As David and I explained at our meeting, we are in dire need of additional funding to keep these programs going in your city and to expand them further. Unfortunately, we are currently having to turn away new clients in need. Some of the funding dedicated to these SIB programs come from county grants, United Way, and the Greater Miami Jewish Federation, but we haven't been able to get any additional dollars despite the fact that operating expenses consistently increase every year. The SIB programs and services cost JCS about $200,000 a year. The homebound meals delivery alone (50 c1ients/ 5 days per week) represents approximately $91,000 per year. For the fiscal year 2004-2005, we received $3,000 from your city's budget. I now again turn to you and the City of Sunny Isles Beach to help us, possibly in a larger scale, to service your constituents and help us underwrite some of these expenses. Please join us and become our partner in this effort. As I said, the programs and services in SIB already exist and work. It's just a matter of keeping them going and taking them to the next level. Charitable Contribution to Jewish Community Services RECOMMENDATION: It is recommended that the City Commission adopt the attached resolution authorizing a charitable contribution to the Jewish Community Services. REASONS: The Jewish Community Services ("JCS") is one of the largest social services agencies in South Florida, serving more than thirty-five thousand people annually through their various programs and activities. The JCS provides programs and services for the underemployed, homeless, refugees, frail elders, holocaust survivors, physically and developmentally challenged, families in crisis, substance abusers, child victims of neglect and abuse, delinquents, the working poor, and the uninsured and underinsured. They provide hot and frozen meals to homebound clients and hurricane boxes to elderly seniors. Further, and probably most importantly, the JCS serves the community as a whole, regardless of race, religion, ethnicity, or age. The JCS relies on funding from various entities, such as the United Way, Greater Miami Jewish Federation, and county and local governments, to provide these much needed services. Last year, the City of Sunny Isles Beach made a charitable contribution to the Jewish Community Services, in the amount of Three Thousand Dollars ($3,000.00). This year I am proposing that we continue our tradition of giving, but increase our contribution to Five Thousand Dollars ($5,000.00). This is a nominal amount when you take into consideration that the services and programs provided in the Sunny Isles Beach area alone cost about Two Hundred Thousand Dollars ($200,000.00) per year. ADDITIONAL INFORMATION: The City of Sunny Isles Beach is fortunate to have two (2) JCS program sites in our area, S1. Mary Magdalen and Winston Towers 300.
