FOR PROFESSIONAL SERVICES RELATED TO A SPECIAL ASSESSMENT FOR PUBLIC IMPROVEMENTS FOR ATLANTIC AVENUE, COMMONLY KNOWN AS THE ATLANTIC ISLE RESIDENTIAL AREA, IN AN AMOUNT NOT TO EXCEED TWENTY THOUSAND DOLLARS ($20,000.00), ATTACHED HERETO AS EXHIBIT "A"; AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THE TERMS OF THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, pursuant to Resolution No. 2006-1023 approved on December 14,2006, the City Commission of Sunny Isles Beach gave the City Manager authority to prepare plans and specifications showing the improvements, location, and an estimate of cost thereof, including maps and plans of the work for Atlantic A venue, commonly known as Atlantic Isle residential area, for certain public improvements including sanitary sewer installation, drainage and roadway improvements; and WHEREAS, it appears that part of the cost of the above referenced public improvements shall be defrayed by Special Assessment; and WHEREAS, the City must conduct an Assessment Methodology Study for the proposed Capital Improvements District prior to the imposition of a Special Assessment; and WHEREAS, TischlerBisc, Inc. has submitted a proposal to prepare an Assessment Methodology Report for a Special Assessment for public improvements in the Atlantic Isle residential area, in an amount not to exceed Twenty Thousand Dollars ($20,000.00), attached hereto as Exhibit "A". NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Approval of Agreement. The Consultant Agreement with TischlerBise, Inc. for professional services to prepare an Assessment Methodology Report for a Special Assessment for public improvements on Atlantic A venue, attached hereto as Exhibit "A", in an amount not to exceed Twenty Thousand Dollars ($20,000.00), be and the same, is hereby approved. Section 2. Authorization of Mayor. The Mayor is hereby authorized to execute said Agreement. Section 3. Authorization of City Manager. Haag, Assistant City Manager/Finance Division 'O~ ~ January 18, 2007 Atlantic Avenue Project - Recommendation for Consulting Services RECOMMENDATION: Approve the attached agreement with TischlerBise for consulting services for an amount not to exceed $20,000. BACKGROUND: The City requested and received two proposals for consulting services relative to the Atlantic Avenue Special Assessment District. The firms responding were Calvin, Girodano & Associates Inc and TischlerBise. Calvin, Girodano & Associates Inc is currently the city's engineering ftrm and TischlerBise has provided consulting services to the city in the past for development of the impact fees. Both ftrms included in their scope of work the services necessary to certify the cost apportionment methodology and prepare the necessary legal document for this as well as the assessment roll for placing the assessments on the tax roll. TischlerBise also included some additional services that might be beneftcial. The Calvin, Giordano & Associates proposal included the base services for a not-to-exceed amount of$12,180. The cost of the same services from TischlerBise is $11,300. TischlerBise also included additional services in the amount of $5,000 for attending several public meetings and hearings. At this time, I do not feel that these services are necessary. TischlerBise also proposed a fee of up to $4,800 to assist with drafting the necessary assessment district ordinance as well as drafting the necessary resolutions and documents to place the assessments on the annual tax bill. Since this will Agenda Item Date be the fIrst (and probably only) time that the city goes thru this process, I am recommending that we utilize their services in this area as well. These fees are part of the total estimated project cost of $2,674,000. Attached are the three (3) original agreements for witnessing and execution by TischlerBise. The Agreements have been executed by the appropriate Sunny Isles Beach parties.
