HomeMy WebLinkAboutReso 2007-1073 RESOLUTION NO. 2007- I 013 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO APPLY FOR, RECEIVE AND ACCEPT BY EXECUTION OF, A FLORIDA HIGHWAY BEAUTIFICATION GRANT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION, TO INSTALL LANDSCAPING ON COLLINS AVENUE, UP TO THE AMOUNT OF THREE HUNDRED THOUSAND DOLLARS ($300,000.00) WITH MATCHING FUNDS FROM THE CITY; DIRECTING THE CITY CLERK TO TRANSMIT CERTIFIED COPIES OF THIS RESOLUTION TO THE FLORIDA DEPARTMENT OF TRANSPORTATION AND ALL OTHER PERSONS AS DIRECTED BY THE CITY COMMISSION; AUTHORIZING THE CITY MANAGER TO TAKE ANY AND ALL ACTION NECESSARY WITH RESPECT TO THE OBTAINING AND DISTRIBUTION OF GRANT MONIES, AS APPROPRIATE; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, many roadside areas and median strips owned by the Florida Department of Transportation right-of-ways must be maintained and attractively landscaped; and WHEREAS, the City Commission desires that the City of Sunny Isles Beach beautify and improve medians on State Road A 1 A/Collins A venue within the City of Sunny Isles Beach by landscaping; and WHEREAS, the City Commission of the City of Sunny Isles Beach wishes to authorize thc City Manager to apply for a Florida Highway Beautification Grant between the City of Sunny Isles Beach and the Florida Department of Transportation, up to the amount of Three Hundred Thousand Dollars ($300,000.00) with matching funds from the City, should we be successful in obtaining a grant for the landscape's installation. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section I. Authorization of City Manager to Applv For. Accept and Expend Grant Funds. The City Commission of the City of Sutmy Isles Beach hereby authorizes the City Manager to apply for, receive, and accept by the execution of, a Florida Highway Beautification Grant with the State of Florida Department of Transportation, and to expend funds in the amount of up to Three Hundred Thousand Dollars ($300,000.00) with matching funds from the City, should we be successful in obtaining a grant for the landscaping on Collins A venue. Section 2. Directive of the Citv Clerk. The City Clerk of the City of Sunny Isles Beach is hereby directed to transmit certified copies of this Resolution to the Department of Transportation, the City's Landscape Architect, and all other persons as directed by the City Commission. Within Rule Chapter 14.40, Florida Administrative Code, are sections dealing with tile grant application process, grant award process, and funding, construction, and maintenance of beautification projects. John Szerlag, City Manager FROM: Doug Haag, Assistant City Manager-Finance DATE: April 19, 2007 RE: Grant Funds - Florida Department of Transportation - Highway Beautification Grant RECOMMENDATION: Approve the attached resolution authorizing the City Manager to take the necessary steps to apply for the above grant to begin the landscaping of Collins A venue. A separate memo will be forthcoming regarding the landscape design services necessary for the grant application. BACKGROUND: The Florida Highway Beautification Council was created by the1987 Legislature. FDOT may award up to a total of $3 million in grants to eligible applicants. No single grant can exceed 10% of total available funds. The grant requires a 50% match on the part of the City of Sunny Isles Beach - which is also $300,000. Of the match, up to 10%, or, $30,000, can consist of landscape design services. The remainder must be comprised of the installation of the landscaping itself. The timeline for the grant application process and funding, if approved, is as follows: June 30, 2007 Meeting with FDOT, City and Landscape Architect October 1, 2007 Application submitted to FDOT July 1,2008 Grant funds are available TBD Project start date TBD Project end date Funds are available in Account No. 20-600-5621.
