A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, EXPRESSING SUPPORT FOR
SOUTH FLORIDA WATER MANAGEMENT DISTRICT RESOLUTION
NO. 2007-430 REQUESTING THE UNITED STATES CONGRESS TO
APPROPRIATE FUNDS NECESSARY TO BRING THE HERBERT
HOOVER DIKE SURROUNDING LAKE OKEECHOBEE INTO
COMPLIANCE WITH CURRENT LEVEE PROTECTION SAFETY
STANDARDS AND TO EXPEDITE FUNDING FOR THE
IMPROVEMENTS THROUGH PROMPT ENACTMENT OF THE
ENERGY AND WATER APPROPRIATIONS BILL OR SOME OTHER
MECHANISM; AUTHORIZING THE CITY MANAGER TO DO ALL
THINGS NECESSARY TO EFFECTUATE THE INTENT OF THIS
RESOLUTION; DIRECTING THE CITY CLERK TO TRANSMIT AN
EXECUTED COPY OF THIS RESOLUTION TO APPROPRIATE
PARTIES; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Lake Okeechobee was impacted by four (4) hurricanes during the 2004 and
::2005 hurricane seasons; and
WHEREAS, subsequently, at the request of local community leaders, the Governing
Board of the South Florida Water Management District commissioned an independent, expert
review panel to evaluate all u.s. Army Corp of Engineers documents concerning the structural
integrity of the 140 mile-long Herbert Hoover Dike surrounding Lake Okeechobee; and
WHEREAS, the report found that the dike does not meet current levee protection safety
standards; and
, WHEREAS, the failure of the dike poses a clear and imminent threat of catastrophic
proportion to the communities surrounding Lake Okeechobee; and
WHEREAS, the dike was not built to current levee engineering standards and therefore
needs expedited Congressional appropriations to be brought into compliance with such
standards; and
WHEREAS, Resolution No. 2007-430 was adopted by the South Florida Water
Management District requesting that Congress appropriate funds necessary to bring the Herbert
Hoover Dike into compliance with current levee protection safety standards and to expedite
funding for the improvements through prompt enactment of the Energy and Water
Appropriations Bill or some other mechanism; and
WHEREAS, the City Commission of the City of Sunny Isles Beach supports South
Florida Water Management District Resolution No. 2007-430.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Support of South Florida Water Management District Resolution No. 2007-430.
The City of Sunny Isles Beach hereby advises the Congress of the United States that it supports
Resolution No. 2007-430 adopted by the South Florida Water Management District requesting
that Congress appropriate funds necessary to bring the Herbert Hoover Dike into compliance
with current levee protection safety standards and to expedite funding for the improvements
through prompt enactment of the Energy and Water Appropriations Bill or some other
mechanism.
Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate the intent of this Resolution.
Section 3. Directive of City Clerk. The City Clerk shall provide an executed copy of this
resolution to the South Florida Water Management District.
Section 4.

Effective Date. This Resolution shall become effective immediately upon

Dear Local Government Officials:
The South Florida Water Management District's (District) Governing Board passed the attached
resolution that requested Congress to provide the necessary funding for bringing the Herbert Hoover Dike
into compliance with current levee standards. As you are aware, the dike, which provides flood protection
for communities surrounding Lake Okeechobee, does not meet levee safety standards and has structural
deficiencies.
Failure of the dike would have catastrophic consequences for communities surrounding Lake
Okeechobee. As the impact of the failure of the dike would be felt throughout the District, the District
initially requested about a month ago that your local government pass a resolution in support of the
District's resolution.
If your local government has passed a resolution, please e-mail me a PDF of the signed resolution or mail
it to my attention at the South Florida Water Management District, 2121 SW 3rd Ave, 6th FI, Miami, FL
33129.
If your local government has not passed a resolution yet, please advise our office whether it will be
passing one. Since I will be out of the office until July 12, please send information on whether your local
government will be passing a resolution on the Herbert Hoover Dike to Alex Suarez at

Resolution Requesting Congress to Provide Funding for Bringing the Herbert
Hoover Dike Into Compliance with Current Levee Standards
Recommendation:
It is recommended that the City Commission consider the attached Resolution.
Reasons:
Recently, the South Florida Water Management District passed a resolution requesting Congress
to provide the necessary funding for bringing the Herbert Hoover Dike into compliance with
current levee standards. This dike, which provides flood protection for communities surrounding
Lake Okeechobee, does not currently meet levee safety standards and has structural deficiencies.
Additional Information:
The failure of the Herbert Hoover Dike would have catastrophic consequences for communities
surrounding Lake Okeechobee. As such, approval of this resolution is requested.

NOW THEREFORE, BElT RESOLVED BY THE GOVERNING BOARD OF THE
SOUTH FLORIDA WATER MANAGEMENT DISTRICT:

Section 1. The Governing Board of the South Florida Water Management District
herebyreq uests - the Congress of the United States- to appropriate funds necessary tob ri ng
the Herbert Hoover Dike into compliance with current levee protection safety standards
and to expedite funding for the improvements through prompt enactment of the Energy
and Water Appropriations Bill or some other mechanism,
Section 2. The Governing Board of the .South Florida Water Management District
hereby encourages South Florida local governments to enact resolutions supporting the
actions requested herein.
Section 3. Copies of this resolution shall be sent to the Presidentofthe United States, to
the President of the United States Senate, to the Speaker of the United States House of
Representatives, and to each member of the Florida delegation to the United States
Congress.
Section 4. This resolution shall take effect immediately upon adoption,
