A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF SUNNY ISLES BEACH, FLORIDA, APPROVING THE
PURCHASE OF AN ID 500 LIVE SCAN FINGERPRINT
SYSTEM WITH ASSOCIATED ACCESSORIES FROM CROSS
MATCH TECHNOLOGIES, INC. UNDER THE GSA
CONTRACT, IN AN AMOUNT NOT TO EXCEED FIFTEEN
THOUSAND SEVEN HUNDRED SIXTY DOLLARS AND
FIFTY CENTS ($15,760.50), ATTACHED AS EXHIBIT "A";
AUTHORIZING THE CITY MANAGER TO DO ALL THINGS
NECESSARY TO EFFECTUATE THIS RESOLUTION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, effective January 15, 2007, the Florida Department of Law Enforcement
(FDLE) mandated that all law enforcement agencies conducting pre-employment background
investigations on law enforcement applicants, must submit their fingerprints in an electronic
format; and
WHEREAS, a secondary date of January 1,2008 was also set mandating that all current
law enforcement employees be re-fingerprinted and electronically submitted to the FDLE; and
WHEREAS, Cross Match Technologies, Inc., under the Federal GSA pricing schedule,
Contract #GS-35F-0199R, provided a quote for the purchase of an ID 500 Live Scan Fingerprint
System with accessories, in an amount not to exceed Fifteen Thousand Seven Hundred Sixty
Dollars and Fifty Cents ($15,760.50), attached hereto as Exhibit "A"; and
WHEREAS, purchasing this system would allow the Police Department to capture and
submit these mandated electronic fingerprints in-house, without requiring our officers or
applicants to travel to an off-site third party vendor, and would allow the Human Resources
Department to submit general applicant fingerprints with a turn around time of approximately 24
hours compared to the standard three (3) weeks; and
WHEREAS, the City's procurement codes provides that purchases made under state,
county or other governmental contracts, or competitive bids with other governmental agencies are
exempt from the City's competitive bidding procedures; and
WHEREAS, funds for the purchase of this system is available in budgeted funds
($15,000.00) previously allocated for the purchase of a "MILO" Interactive Learning System,
which will not be purchased in order to purchase the mandated equipment.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Approving the Purchase. The purchase of an ID 500 Live Scan Fingerprint System
with accessories from Cross Match Technologies, Inc., in an amount not to exceed Fifteen

Thousand Seven Hundred Sixty Dollars and Fifty Cents ($15,760.50), attached hereto as Exhibit
"A", be, and the same, is hereby approved.
Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate this Resolution.
Section 3.
Effective Date. This Resolution will become effective upon adoption.

Approval of Purchase of Fingerprint System
At its regular meeting of August 20, 2007, the City Commission adopted Resolution No. 2007-
1140, which approved the purchase of an ID 500 Live Scan Fingerprint System and accessories
from Cross Match Technologies. Attached is a copy of the approving resolution to assist you in
processing this item with the vendor.

RECOMMENDATION:
It is recommended that the City Commission adopt the attached resolution authorizing the City
Manager to purchase an ID 500 Live Scan Fingerprint System wi accessories not to exceed
$15,760.50.
REASONS:
Effective January 15,2007, the Florida Department of Law Enforcement (FDLE) has mandated
that all law enforcement agencies conducting pre-employment background investigations on law
enforcement applicants, must submit their fingerprints in an electronic format. A secondary date
of January 1, 2008 was also set, mandating that all current law enforcement employees be re-

ADDITIONAL INFORMATION:
It is also requested that the City Commission authorize the purchase of this system utilizing
budgeted funds ($15,000.00) from account # 10.521-5643, previously allocated for the purchase
of a "Milo" Interactive Learning System. Because of the unexpected mandate by the Florida
Department of Law Enforcement, this agency would forgo the purchase of the budgeted "Milo"
system in order to meet the requirements of the Florida Department of Law Enforcement.
