A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE
PURCHASE OF A 37-FOOT BUCKET TRUCK AND SAFETY
OPERATOR TRAINING CLASSES FROM ALTEC INDUSTRIES,
INC. PURSUANT TO A GENERAL SERVICES
ADMINISTRA TION (GSA) CONTRACT, IN AN AMOUNT NOT
TO EXCEED SEVENTY-SEVEN THOUSAND THREE HUNDRED
SIXTY-NINE DOLLARS ($77,369.00), AS OUTLINED IN THE
QUOTE ATTACHED HERETO AS EXHIBIT "A";
AUTHORIZING THE CITY MANAGER TO DO ALL THINGS
NECESSARY TO EFFECTUATE THE TERMS OF THIS
RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City is desirous of maintaining the beauty of the City through
specialized projects requiring the use of a large-capacity bucket truck; and
WHEREAS, the City's previous bucket truck was eight years old and had broken down
several times, it was sold through government auctioning several months ago for $13,925.00; and
WHEREAS, the City is now ready to purchase a replacement bucket truck; and
WHEREAS, Altec Industries, Inc. ("Altec"), a leading provider of top of the line bucket
trucks, has advised that they have a contract with General Services Administration (GSA), and
WHEREAS, Altec has submitted a proposal for a 37-Foot Bucket Truck and Sentry
Operator Safety Training for fifteen people, in a total amount not to exceed Seventy-Seven
Thousand Three Hundred Sixty-Nine Dollars ($77,369.00), as outlined in the quote attached
hereto as Exhibit "A".
WHEREAS, Section 62-13 of the City Code states that purchases made under state
general service administration contracts, federal, county or other governmental contracts or
competitive bids with other governmental agencies are exempt from the bidding requirement;
and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section I. Approval of Purchase. The City Commission hereby authorizes the purchase of a
Bucket Truck and Operator Safety Training for fifteen people, in a total amount not to exceed
Seventy-Seven Thousand Three Hundred Sixty-Nine Dollars ($77,369.00), as outlined in the
quote attached hereto as Exhibit "A".
Section 2. Authorization of the City Manager. The City Manager is hereby authorized to do
all things necessary to effectuate the terms of this Resolution.

Beach a 37 foot bucket truck listed in our contract with General Services Administration
(GSA). This c.ontract period is effective from August 1, 2002 through July 31, 2007 listed
as #GS-30F-I028G Adrl.1i.nistration Schedule # FSC V "vehicle-mounted personnel
lifts". Item #A-7 in the GSA price list booklet refers to an Altec AT37-G telescopic
articulating aerial lift with service/litle body. This unit has an actual working height of 42
feet. The unit and body will be mounted on anew Ford F-550 . series chassis to include
such items as diesel engine, automatic transmission and factory air conditioning. I've

10. Dueto 2007 emissions engine/exhaustchanges, all truck chassis manufacturers have had a great influx of
orders filling most ofthe available 2006 calendar year production slots. The manufacturers will only honor their
pric:inguntil all the production slots are filled. Once this happens, the pricing will increase to cover the cost of
the federally mandated emissions standards, because all remaining orders will be built in the 2007 calendar
year,Altec haS noway of knowing when the final order cut-off will be, so our chassis price could be subject to
change.
In addition; at this time, Altec does not have conclusive information as to the final configuration of the post-
emissioli chassis. Therefore; it is possible there will be unknown issues that would require special equipment
installation procedures, If your chassis is affected by one of these issues, and Altec has provided the chassis
specifications, Altecwill notify you in advance. what the issue is and what the additional costswill be.
If you are providing the chassis, Altec will review your chassis specifications to try to determine any areas that
may affect the ability of the chassis to be used for this application. Please be advised that some chassis
configljrations with the 2007 emissions changes will not be usable in a utility truck application! Altec MUST
have access to COMPLETE specs in order to insure viability of your chassis.
Use of a chasSis with 2007 emissions equipment may require some changes in the instClllation of the Altec
equipment, and may add some additional costs to this quote. Altec will not be able to determine any additional
cost until chassis manufacturers release complete up-fitter details to Altec. This info is not expected before
fall of 2006.

Approval of Bucket Truck Purchase with Operator Safety Training Class
Recommendation:
It is recommended that the City Commission adopt the attached resolution authorizing the purchase of a
new bucket truck.
Background:
A few months ago, the City sold its old 30 foot bucket truck for $13,925 that had been used since 1999.
Presently, the Public Works Department rents a 30 foot bucket truck. While the rental is useful for
everyday jobs it is inadequate for specialized projects. As such, staff is seeking to replace the rented
bucket truck with a new 2008 model 37 foot bucket truck.
Staff has received and reviewed two proposals from Duval Ford ("Duval") and Altec Industries ("Altec").
Duval's proposal is cheaper at $73,754.00; however, the estimated delivery date is April 2008. The
proposal from Altec is slightly higher at $74,689.00 but includes an operator safety class and the truck
can be delivered mid-December 2007, for a total price of $77,369.00.
Funding is available for this purchase in the Fiscal Year 2007/2008 Budget, Account Number 10-539-
5642.
Additional Information:
Competitive bidding requirements have been met through the General Services Administration's ("GSA")
contract.
