HomeMy WebLinkAboutReso 2007-1195 RESOLUTION NO. 2007- I' 95 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, ADOPTING THE FLORIDA LEAGUE OF MAYORS "MAYORS GREEN CITY ACTION ACCORD" SUPPORTING THE GOVERNOR'S ENERGY ACTION TEAM AND THE FLORIDA GREEN BUILDING COALITION'S GREEN CITIES PROGRAM, ATTACHED HERETO AS EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THE INTENT OF THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Sunny Isles Beach recognizes the importance of developing and using alternative energies and reducing greenhouse gas emissions; and WHEREAS, the Florida League of Mayors Board of Directors adopted the "Mayors Green City Action Accord", attached hereto as Exhibit "A", on August 17, 2007 which encourages cities to participate in this initiative and promote the development of programs that achieve the Green City Standards and designation, involve cost-effective solutions, improve Florida's overall quality of life, and strengthen our economy; and WHEREAS, the Florida Green City Local Government Standard defines those municipalities meeting the "Green City" designation as those which incorporate multiple environmental, ecological and sustainability features into their municipal functions which improve environmental performance beyond minimum required by state and local environmental regulations; and WHEREAS, the City of Sunny Isles Beach wishes to adopt the Florida League of Mayors "Mayors Green City Action Accord" support the Governor's Energy Action Team and the Florida Green Building Coalition's Green Cities Program. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Adoption of Mayors Green City Action Accord. The City Commission of the City of Sunny Isles Beach, Florida, hereby adopts the Florida League of Mayors "Mayors Green City Action Accord" and its provisions, attached hereto as Exhibit "A". Section 2. Authorization of the City Manager. The City Manager is hereby authorized to do all things necessary to effectuate the intent of this Resolution. Section 3. Directive of City Clerk. The City Clerk shall provide an executed copy of this resolution to the Florida Legislature and Governor Charlie Crist. R2007- Fla League Of Mayors Green Cities Program Page I of2 Section 4. Hines, CM_C, City Clerk ..,.,. \ ( . . k ~ - '" I Moved by: ~~ C;OO~rMW Seconded by: ('J)~ ~~2.' ~ Vote: 5-0 Mayor Edelcup Vice Mayor Thaler Commissioner Brezin Commissioner Goodman Commissioner Scholl v (Yes) V(Y es) ~Yes) V(Y es) V(Y es) _(No) _(No) _(No) _(No) _(No) R2007- Fla League Of Mayors Green Cities Program Page 2 of2 MAYORS' GREEN CITY ACTION ACCORD Whereas, Florida's municipalities recognize the importance of developing and using alternative energies and reducing greenhouse gas emissions; and Whereas, success in pursuing the goals of alternative energy development and cleaner air will enhance America's energy security, improve our environment and provide Floridians with benefits from the economic activity associated with the new energy technologies; and Whereas, the State of Florida has recognized the significance of these issues by establishing the Florida Energy Commission as well as the Century Commission for a Sustainable Florida, which has recommended the state make energy security and greenhouse gas reduction a top priority; and Whereas, Florida Governor Charlie Crist has taken a leadership role in this effort by establishing the Energy Action Team to make recommendations on energy and environmental matters; and Whereas, the Florida Green Building Coalition, Inc., is an effort committed to the advancement of energy and environmental progress and is supported by diverse groups including the Sierra Club, the Audubon Society, River Watch, the Florida Solar Energy Center, the University of Florida Energy Extension and others; and Whereas, the Florida Green Building Coalition, Inc., has developed goals and standards for municipalities to pursue in order to promote alternative energies and a cleaner environment, with municipalities that achieve those standards being designated as Florida's "Green Cities"; and Whereas, the Florida Green City Local Government Standard defines those municipalities meeting the "Green City" designation as those which incorporate multiple environmental, ecological and sustainability features into their municipal functions, which features improve environmental performance beyond the minimum required by state and local environmental regulations; and Whereas, the Board of Directors of the Florida League of Cities recognizes the Green Cities initiative as a catalyst for assisting municipalities, the state and our nation in achieving goals for energy efficiency and environmental progress; NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE FLORIDA LEAGUE OF CITIES, INe.: Section 1. That the Board of Directors of the Florida League of Cities commends Governor Charlie Crist and the State of Florida for leadership in advancing alternative energies and a cleaner environment, and commits to working with the Governor's Energy Action Team and the Florida Energy Commission on these important issues, with the objective of providing solutions at the municipal level that are voluntary, locally determined, economically feasible, and incentive-based; Section 2. That the Board of Directors of the Florida League of Cities endorses the Florida Green Building Coalition's "Green City" initiative as a voluntary means for municipalities to take positive steps toward improving and advancing our environmental quality and energy security; Section 3. That the Board of Directors of the Florida League of Cities hereby encourages municipalities to participate in the Green City initiative, and commits to assist Florida's municipalities in the development of programs that: achieve the Green City standards and designation; involve cost-efficient solutions; improve Florida's quality oflife; and strengthen our economy; Section 4. That the Board of Directors of the Florida League of Cities encourages the State of Florida and the National League of Cities to support the Florida Green Building Coalition, Inc., in the advancement and expansion of the Green City program in a manner that is economically feasible and which respects the diversity and home rule authority of Florida's municipalities. Edelcup, Mayor ~ December 13,2007 Support of Mayors Green City Action Accord RECOMMENDATION: It is recommended that the City Commission adopt the attached Resolution supporting the Mayors Green City Action Accord. REASONS: Over thirty (30) Florida communities have joined in a resolution to endorse Florida Green Building practices to enhance both the local environment and the overall sustainability of Florida. Such measures will reap economic benefits as well as cooperative and innovative efforts. Both the Florida League of Mayors and the Florida League of Cities support the Green Action Accord. The resolution specifically endorses the Florida Green Building Coalition (FGBC) and encourages all Florida cities to adopt Green Standards, As part of this effort, the mayors and participating communities seek to encourage the state to officially support the FGBC in its commitment to advancing and expanding the Green City Program. The City of Sunny Isles Beach recognizes the importance of developing and using alternative energies and reducing greenhouse gas emissions. As such, the City wishes to adopt the Florida League of Mayors "Mayors Green City Action Accord" and support the Governor's Energy Action Team and the Florida Green Building Coalition's Green Cities Program. October 29,2007 Accordingly, the Florida League of Cities' Board of Directors approved the attached resolution and requests your city's consideration of this resolution. The Florida League of Cities recognizes the importance of environmental stewardship and understands that successful environmental stewardship practices will enhance local and national energy security, protect natural resources for future generations and result in long term cost savings. The Florida Green Building Coalition, Inc., is a non-profit corporation whose primary mission is to develop and maintain Green Designation Standards for Florida and to promote cost-effective, sustainable environmental improvements. The Coalition has developed the "Green Local Government Standard," which focuses on improving municipal environmental performance through measurable criteria in ode rot promote alternative energies and a cleaner environment. In short, the Coalition is a one-stop source of guidance, "how-to" steps and information. It can assist municipalities in developing a comprehensive program for improving environmental stewardship and energy efficiency that is tailored to the individual municipality and which includes measurable criteria for evaluating progress. We encourage you to adopt the attached resolution, support the "Green Local Government Standard" and pursue steps toward becoming a Florida Green Local Government.
