RESOLUTION NO. 2007-J1.9.D
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CITY
MANAGER AND/OR HIS/HER DESIGNEE TO ENTER INTO
CONSUL T ANT AGREEMENTS WITH BELL DAVID PLANNING
GROUP, CALVIN GIORDANO AND ASSOCIATES, AND LUFT
CONSUL TING FOR THE PROVISION OF PLANNING SERVICES,
PROVIDED SAID AGREEMENTS ARE APPROVED AS TO FORM
AND LEGAL SUFFICIENCY BY THE CITY ATTORNEY; FURTHER
AUTHORIZING THE CITY MANAGER TO DO ALL THINGS
NECESSARY TO EFFECTUATE THE TERMS OF THIS
RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, to date Bell David Planning Group, Calvin Giordano and Associates, and Luft
Consulting have provided various professional services for the City of Sunny Isles Beach on several
projects, with favorable results; and
WHEREAS, staff is seeking City Commission authority to utilize Bell David Planning
Group, Calvin Giordano and Associates, and Luft Consulting to provide planning services for
various projects that may arise throughout the year; and
WHEREAS, the City wishes to enter into consulting agreements with Bell David Planning
Group, Calvin Giordano and Associates, and Luft Consulting for the purpose of providing on-call
planning services for various projects that may arise throughout the year; and
WHEREAS, each Planning Consultant firm shall submit work authorizations to the City for
any planning :services to be performed, prior to the delivery of such services.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Authorization of City Manager. The City Commission hereby authorizes the City
Manager or his/her designee to enter into three separate consulting agreements with Bell David
Planning Group, Calvin Giordano and Associates, and Luft Consulting, provided said agreements are
approved as to form and legal sufficiency by the City Attorney.
Section 2. Further Authorization of City Manager. The City Manager is hereby authorized to do
all things necessary to effectuate .the terms of this Resolution.
Section 3.
Effective Date. This Resolution will become effective upon adoption.

Planning Consultants
RECOMMENDATION
It is recommended that the City Commission approved the attach resolution for professional
planning services.
REASONS
The City is seeking to utilize the services of Bell David Planning Group, Calvin Giordano and
Associates and Luft Consulting to provide planning services on as needed basis for various projects
that may arise through out the year. The use of the three fums will allow the city the flexibility to
use a different fum on a particular project and not over load one fum with all planning projects that
the City may have in the future.
Funding for these services will come from a budget transfer from the Capital Improvement
Contingency, account # 20-600-5990. This transfer is being done under Item 10E in this agenda.

Approval of Planning Consultants
At its regular meeting of December 13, 2007, the City Commission adopted Resolution No.
2007-1190, which authorized staff to enter into consultant agreements with Bell David Planning
Group; Calvin, Giordano and Associates; and Luft Consulting for planning services. Please note
that the City Commission also adopted Resolution No. 2007-1187, which stipulates that said
agreements over $20,000 require Commission approval.
