HomeMy WebLinkAboutReso 2007-1188 RESOLUTION NO. 2007- it ~ ~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, QUALIFYING AND RANKING ELEVEN (11) ENGINEERING FIRMS TO PERFORM GENERAL ENGINEERING SERVICES FOR THE CITY IN RESPONSE TO RFQ NO. 07-07-01, ATTACHED AS EXHIBIT "A"; AUTHORIZING THE CITY MANAGER OR HIS/HER DESIGNEE TO ENTER INTO CONTINUING CONSUL T ANT AGREEMENTS WITH SAID ENGINEERING FIRMS, PROVIDED SAID AGREEMENTS ARE APPROVED AS TO FORM AND LEGAL SUFFICIENCY BY THE CITY ATTORNEY; FURTHER AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THE TERMS OF THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Sunny Isles Beach issued Request for Qualifications No. 07-07-01 General Engineering Consultants for general engineering consultants to perform plan review services for the Building and Planning and Zoning Departments; and WHEREAS, the City has received twenty-nine (29) responses to said RFQ, which have been reviewed by staff; and WHEREAS, using a point based system, staff recommends the top ten firms as follows: I) Metric Engineering, Inc.; 2) Gannet Fleming; 3) Eisman & Russo Consulting Engineers; 4) EAC Consulting, Inc.; 5) R.J. Behar & Company, Inc.; 6) Marlin Engineering, Inc.; 7) BCC Engineering, Inc.; 8) A&P Consulting Transportation Engineers, Corp.; 9) Keith & Schnars, P.A.; 10) Bermello Ajamil & Partners, Inc.; and 11) Coastal Systems International, attached as Exhibit "A"; and WHEREAS, the City desires to qualify and rank these engineering firms for the provision of general engineering services; and WHEREAS, the City wishes to enter into continuing consulting agreements with the ranked and qualified engineering firms for the purpose of providing on-call engineering services for various projects that may arise throughout the year; and WHEREAS, each engineering firm shall submit work authorizations to the City for any engineering services to be performed, prior to the delivery of such services. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Firms Qualified and Ranked. The City Commission hereby qualifies and ranks the general engineering firms to perform general engineering services for the City, attached as Exhibit "A" . Authorization of City Manager. The City Commission hereby authorizes the City Manager or his/her designee to enter into continuing consulting agreements with said qualified and ranked general engineering firms, provided said agreements are approved as to form and legal sufficiency by the City Attorney. Section 3. Further Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate the terms of this Resolution. Section 4. Effective Date. John Szerlag, City Manager ~ Jorge Vera, Assistant City Manager ~ Rick Conner, Director of Public Works '-J December 13,2007 Qualifying and Ranking of General Engineering Consultants (RFQ No. 07-07-01) RECOMMENDATION: It is recommended that the City Commission adopt the attached Resolution qualifying and ranking eleven (11) firms in response to RFQ No. 07-07~01 General Engineering Consultants and authorizing continuing consultant agreements. REASONS: As a fast moving community with countless improvement and capital projects underway, we are in constant need of Engineering services. For each large capital project, we will continue to send out specific Request for Qualifications (RFQs) and will ask the Commission to authorize each and every one. However, for small ongoing projects (add a shower to a park restroom, provide a budget figure estimate for the construction of a project the Commission is considering, begin the process of obtaining penn its for a small improvement project, provide a set of plans to FDOT to allow us to rework some curbing on Collins Avenue, etc.) where time is almost always of the essence, we need to have some one we can call on to move forward quickly. That is the intent and purpose ofthese contracts. They have no funding and none is necessary, as the services will only be provided when requested by the City for a specific project and the fees would be charged to that project. We currently have such a contract with Calvin-Giordano but feel we need to have other finns available with other specialties. The firms we have recommended for approval can help us with stormwater, traffic, paving, surveying, permitting, parks, construction inspection, structural projects, as well as other issues. We are therefore asking you to authorize the City Manager to enter into continuing agreements with these firms. Please note that the City Commission also adopted Resolution No. 2007-1187, which stipulates that said agreements over $20,000 require Commission approval Attached is a copy of the approving legislation for your files.
