A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, QUALIFYING SALTZ
MICHELSON ARCHITECTS AND LIVS ASSOCIATES TO
PERFORM ARCHITECTURAL SERVICES FOR THE CITY, IN
RESPONSE TO RFQ NO. 07-07-02; AUTHORIZING THE CITY
MANAGER OR HIS/HER DESIGNEE TO ENTER INTO
CONTINUING CONSUL T ANT AGREEMENTS WITH SAID
ARCHITECTURAL FIRMS, PROVIDED SAID AGREEMENTS ARE
APPROVED AS TO FORM AND LEGAL SUFFICIENCY BY THE
CITY ATTORNEY; FURTHER AUTHORIZING THE CITY
MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE
THE TERMS OF THIS RESOLUTION; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Sunny Isles Beach issued Request for Qualifications No. 07-07-02
General Architectural Services for the provision of general architectural services to the City; and
WHEREAS, the City received thirteen (13) responses to said RFQ, which have been
reviewed by staff; and
WHEREAS, using a point-based system, staff has determined that the firms of Saltz
Michelson Architects and LIVS Associates are tied for the number one ranking; and
WHEREAS, the City Commission desires to qualify and equally rank both of these firms for
the provision of architectural services; and
WHEREAS, the City wishes to enter into continuing consulting agreements with the ranked
and qualified architectural firms for the purpose of providing on-call architectural services for
various projects that may arise throughout the year; and
WHEREAS, each architectural firm shall submit work authorizations to the City for any
landscaping architectural services to be performed, prior to the delivery of such services.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Firms Qualified and Ranked. The City Commission hereby qualifies and equally
ranks the following two (2) architectural firms to provide architectural services for the City, in
response to Request for Qualifications No. 07-07-02: Saltz Michelson Architects and LIVS
Associates.

Section 2. Authorization of City Manager. The City Commission hereby authorizes the City
Manager or his/her designee to enter into two separate continuing consulting agreements with said
firms, provided said agreements are approved as to form and legal sufficiency by the City Attorney.
Section 3. Further Authorization of City Manager. The City Manager is hereby authorized to do
all things necessary to effectuate the terms of this Resolution.
Section 4.
Effective Date. This Resolution will become effective upon adoption.

Qualifying and Ranking of General Architectural Services Firms
(RFQ 07-07-02)
RECOMMENDATION:
It is recommended that the City Commission adopt the attached Resolution qualifying and
ranking two (2) firms in response to RFQ No. 07-07-02 General Architectural Services Firms
and authorizing continuing consulting agreements.
REASONS:
As a fast moving community with countless improvement and capital projects underway, we are in
constant need of Architectural services. For each large capital project, we will continue to send out
specific Request for Qualifications (RFQs) and will ask the Commission to authorize each and every one.
However, for small ongoing projects (add a shower to a park restroom, provide a budget figure estimate
for the construction of a project the Commission is considering, begin the process of obtaining permits for
a small improvement project, provide a set of plans to FDOT to allow us to rework some curbing on
Collins Avenue, etc.) where time is almost always of the essence, we need to have some one we can call
on to move forward quickly. That is the intent and purpose of these contracts. They have no funding and
none is necessary, as the services will only be provided when requested by the City for a specific project
and the fees would be charged to that project. We currently have such a contract with Calvin-Giordano
but feel we need to have other firms available with other specialties. The firms we have recommended
for approval can help us with stormwater, traffic, paving, surveying, permitting, parks, construction
inspection, structural projects, as well as other issues. We are therefore asking you to authorize
the City Manager to enter into continuing agreements with these firms.

Qualifying and Ranking of Architectural Firms
At its regular meeting of December 13, 2007, the City Commission adopted Resolution No.
2007-1189, which qualified and ranked architectural firms for the City and authorized the City to
enter agreements with same. Please note that the City Commission also adopted Resolution No.
2007-1187, which stipulates that said agreements over $20,000 require Commission approval.
Attached is a copy of the approving legislation to assist you in processing this item.
