A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO
APPLY FOR AND ACCEPT A MIAMI-DADE COUNTY METROPOLITAN
PLANNING ORGANIZATION (MPO) GRANT ON BEHALF OF THE CITY,
IN AN AMOUNT OF ONE HUNDRED FORTY-THREE THOUSAND TWO
HUNDRED SEVENTY-NINE DOLLARS ($143,279.00), FOR A MASTER
THOROUGHFARE PLAN; AUTHORIZING THE CITY MANAGER TO
TAKE ANY AND ALL ACTION NECESSARY WITH RESPECT TO THE
OBTAINING AND DISTRIBUTION OF GRANT MONIES, AS
APPROPRIATE; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Miami-Dade County's Metropolitan Planning Organization (MPO) provides
grants to governmental entities for transportation studies through the Unified Planning Work
Program; and
WHEREAS, the City's Comprehensive Plan sets forth specific transportation goals for the
City to improve the safety and efficiency of roadway systems through transportation system
management techniques; and
WHEREAS, the City is in need of a Master Thoroughfare Plan to be used to assist with the
traffic concurrency element of the City's Comprehensive Master Plan; and
WHEREAS, obtainment of a MPO grant in the amount of One Hundred Forty-Three
Thousand Two Hundred Seventy-Nine Dollars ($143,279.00) would assist the City in offsetting the
cost of the Master Thoroughfare Plan of$179,098.00, of which the required 20% match by the City
is in the amount of Thirty-Five Thousand Eight Hundred Nineteen Dollars ($35,819.00); and
WHEREAS, the City of Sunny Isles Beach is desirous of applying for grant money in the
amount of$143,279.00 for the Master Thoroughfare Plan.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Authority to Apply For, Accept and Expend Grant Funds. The City Manager is
authorized to apply for, accept and expend funds from an MPO grant, in an amount of One Hundred
Forty-Three Thousand Two Hundred Seventy-Nine Dollars ($143,279.00), for a Master
Thoroughfare Plan.
Section 2, Authorization of the City Manager. The City Manager is authorized to take any and
all action necessary with respect to the obtaining and distribution of grant monies, as appropriate.
Section 3,
This Resolution shall become effective upon adoption.

RE: APPROVAL TO APPLY FOR, RECEIVE AND EXPEND FUNDS FROM
METROPOLITAN PLANNING ORGANIZATION (MPO) GRANT FOR
MASTER THOROUGHFARE PLAN IN THE AMOUNT OF $143,279
RECOMMENDATION:
Approve the attached resolution authorizing the City Manager to take the necessary steps to
obtain Miami-Dade County grant funds for the cost of a Master Thoroughfare Plan for the City.
This plan will be used to assist with the traffic concurrency element of the City's Comprehensive
Master Plan. The total project cost is estimated at $179,098. The grant amount is $143,279 and
the required matching funds in the amount of $35,819 have been budgeted in account 20-600-
5313 for FY 2007/08,
BACKGROUND:
This is an annual municipal grant program made available by Miami-Dade MPO for federal
transportation planning funds. A ward of these funds is made on a competitive basis with a local
minimum matching requirement of 20% of estimated projects costs. The application was
submitted on January 11, 2008 and recipient awards will be announced in June or July, 2008.

At its regular meeting of January 17,2008, the City Commission adopted the following:
Metropolitan Planning Organization (MPO) Grant for
$143,279 for a Master Thoroughfare Plan
Safe Neighborhood Parks (SNP) Bond Grant for
$113,000 for acquisition of 500 Sunny Isles Boulevard.
Safe Neighborhood Parks (SNP) Bond Grant for
$30,000 for Samson Oceanfront Park items.
