RESOLUTION NO. 2008-J.;[]~
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF SUNNY ISLES BEACH, FLORIDA, RESCINDING
RESOLUTION NO. 2008-1261, ADOPTED ON MAY 15, 2008;
PROVIDING THE CITY MANAGER WITH THE AUTHORITY
TO PROCEED WITH THE DESIGN OF AN EMERGENCY
VEHICLE BRIDGE IN ACCORDANCE WITH THE
COMPREHENSIVE PLAN; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City's Comprehensive Plan sets forth specific transportation goals for
the City to improve the safety and efficiency of roadway systems through transportation system
management techniques; and
WHEREAS, the City's Comprehensive Plan requires the City to improve the consistency
of the transportation network with the future land use patterns within the City; and
WHEREAS, the City's Comprehensive Plan requires the City to reduce the time period
required to complete the evacuation of residents from the City in the event of a hurricane; and
WHEREAS, the City's Comprehensive Plan requires the City to construct an emergency
bridge to connect 172 Street to 174 Street to enhance pedestrian mobility and to provide access
for emergency vehicles; and
WHEREAS, the City Commission has determined based on cost information provided
that it will be too expensive to proceed with a non-emergency bridge; and
WHEREAS, the City Commission has also determined that an emergency bridge will
better served the community instead of a non-emergency bridge.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Incorporation of Recitals. The foregoing recital paragraphs are hereby ratified
and confirmed as being true and the same are hereby made part of this Resolution.
Section 2. Rescinding Resolution No. 2008-1261. The City Commission hereby rescinds
Resolution No. 2008-1261, adopted on May 15,2008.
Section 3. Authority of the City Manager. The City Commission hereby provides the City
Manager with the authority to design an emergency bridge in accordance with the
Comprehensive Plan of the City.
Section 4.
Effective Date. This Resolution will become effective upon adoption.

RE: Increased Costs to Convert Emergency Bridge to Full-Time Bridge that will
Span the Canal at North Bay Road
Inquiry has been made if conversion of the above-referenced bridge from a pedestrian vehicular
emergency vehicle bridge to a non-restrictive public vehicular access bridge will be more
expensive. The short answer is "Yes". This is because additional right-of-ways will be required
from the Salem House Condominium, in order to increase the cross section to accommodate two-
lane traffic as well as an area for pedestrians/bicyclists. Additionally, some parking spaces will
be required from the Salem House Condominium, and a different means of ingress/egress will
need to be established. Also, two-traffic circles (one at 174th Street and one at lnnd Street)
would need to be constructed so as to facilitate and regulate traffic flow. As such, this project
would require additional right-of-way costs and extra construction costs.
I have had a few conversations with Mr. Mark Quinlivan, one of our appraisal consultants, and
he indicated that he could not provide a good estimate of right-of-way costs, until he had a full
set of plans/specifications for the bridge along with the associated ramps and traffic circles. Mr.
Quinlivan also indicated that property acquisition costs have a tendency to increase when
condemnation is involved. In addition, ramps to the bridge would encroach on side yard setback
requirements along the western property line of the Salem House Condominium. This could also
increase the cost of acquisition.
Given the above, we could be looking at right-of-way acquisition costs well in excess of a One
Million Dollars ($1,000,000.00).
Now, in terms of construction related costs, estimates for the bridge will remain the same
regardless of whether it is a pedestrian/emergency vehicular bridge or a non-restrictive public
vehicular access bridge. The reason is that a bridge like this has two components: a substructure
and a superstructure. Very simply, the substructure consists of the concrete piers that support the
top of the bridge, which is called the superstructure. Because this bridge is designed to carry

vehicles during emergencies, the weight bearing capacity of the structure has to be that of a
standard vehicular bridge.
Thus in terms of added construction costs, we are essentially looking at signalization and traffic
circles. It is estimated this cost will be in the area of Two Hundred Fifty Thousand Dollars
($250,000.00)
