RESOLUTION NO. 2008-~
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, NOMINATING THE CITY OF
SUNNY ISLES BEACH FOR THE "FLORIDA CITY OF EXCELLENCE
AWARD" THROUGH THE FLORIDA LEAGUE OF CITIES;
AUTHORIZING THE CITY MANAGER TO DO ALL THINGS
NECCESARY TO EFFECTUATE THE TERMS OF THIS RESOLUTION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Florida League of Cities, Inc., provides awards for the past year
recognizing and honoring outstanding cities, citizens, and city leaders through their Florida
Cities of Excellence Awards Program; and
WHEREAS, the City Commission of the City of Sunny Isles Beach wishes to nominate
the City for the 2008 Florida City of Excellence A ward; and
WHEREAS, the City of Sunny Isles Beach was incorporated in 1997; and
WHEREAS, within a short period of time, the City has been transformed from a sleepy
coastal community to a major luxury resort community; and
WHEREAS, members of the City Commission of the City of Sunny Isles Beach have
shown initiative, integrity, vision, innovation, leadership and commitment to its citizens and
visitors during their tenure on the City Commission; and
WHEREAS, under the leadership of Mayor Norman S. Ede1cup, the City realized its
state-of-the-art, technologically-advanced K-8 school scheduled to open in August 2008 in
Sunny Isles Beach for its 1,500 students, adjacent to the Pelican Community Park, including the
new Community Center and baseball field which can be used for recreational purposes
associated with the school; and
WHEREAS, Mayor Norman S. Edelcup and Commission have sponsored legislation to
ensure and preserve the integrity of the City's budget, Land Development Regulations, Historic
Preservation Board Standards, to name a few; and
WHEREAS, Mayor Norman S. Ede1cup and City Commission understanding the
importance of open space/park land for a community resulted in the creation of the City's new
Heritage Park, and Bella Vista Bay Park, for the use and enjoyment of residents and visitors to
the City, envisioning more parks and open space for this City; and
WHEREAS, the City of Sunny Isles Beach would be a deserving recipient of the Florida
City of Excellence A ward because of the many accomplishments this past year for the betterment
of the residents and visitors of the City of Sunny Isles Beach.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Nomination for the 2008 Florida Cities of Excellence Award. The City of Sunny
Isles Beach is hereby nominated for the 2008 Florida City of Excellence A ward.

Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate the terms of this resolution.
Section 3.
Effective Date. This Resolution will become effective upon adoption.

Florida Cities of Excellence Awards Program
Rules and Instructions
1. The Florida Cities of Excellence Award Program is open to Florida cities,
towns and villages that are current members of the Florida League of Cities.
2. Nominations must be received by August 11,2008. Send to the:

3. Only one nomination per packet.
4. No faxes or e-mails, please.
5. Each city may submit nominees in multiple categories; however, only one nomination per city per award
category can be accepted.
6. Winners from the previous Florida Cities of Excellence Awards programs are not eligible to be nominated
in the same category they previously won, but they may be nominated for other categories.
7. The nomination material for the Mayor of the Year, Council Member of the Year, City Employee of the
Year, City Manager of the Year, City Clerk of the Year, City Attorney of the Year, City Finance Official of the
Year, and City Citizen of the Year categories should reflect the nominees' exemplary efforts and service
during the prior year only (not for lifetime achievement).
8. Please submit one original nomination packet and eight copies (including supportive information). Please
do not staple nomination packets or use presentation folders.
9. Narratives should be typed (or printed in black ink) double-spaced on white 8.5" x 11" paper. No more than
1 ,200 words. Please include a word count.
1 O. Supportive material is limited to 10 8.5" x 11" pages (single-sided only).
11. The judges reserve the right not to award a winner in every category.
12. Finalists will be announced in early October 2008, and the awards will be presented on Friday, November
21, 2008, at the Hyatt Regency Orlando International Airport Hotel during the Awards Luncheon.
13. Following the announcement of finalists in early October, the contact person listed on the OQmiuCltiQIl
fgrm will be asked to send a color photograph (either hard copy or digital) of the finalist, along with a 50-word
or less summary of the narrative (100 words for the Mayor of the Year and Florida City of Excellence Award
finalists). This information will be used in League publications and during the Awards Luncheon. In addition,
for finalists in the Mayor of the Year and Florida City of Excellence Award categories, the city will submit a
video presentation that will be featured at the awards ceremony.

Florida City of Excellence Award Criteria
The Florida City of Excellence Award recognizes overall excellence in a city
government. Nominations for the award must be made by a majority vote of the
nominated city's council/commission.

In the narrative and supportive materials, show how the nominated city excelled in:
. Governance/Administration - efficiency; effectiveness; performance measures
. City Leadership - a collaborative and collegial team
. Intergovernmental Cooperation - partnerships and joint programs
. Citizen Outreach and Involvement - a sense of "city-hood" among all parts of the city; opportunities and
encouragement for citizen participation
. Technology - implementing tools to aid employees and citizens
. Innovative Programs and Services - reflecting the goals and overall mission

Nomination of Sunny Isles Beach as Florida City of Excellence
RECOMMENDATION:
It is recommended that the City Commission adopt the attached Resolution nominating Sunny Isles
Beach for Florida City of Excellence for the Florida League of Cities 5th Annual Florida Cities of
Excellence Awards Program.
REASONS:
The Florida League of Cities, Inc. is seeking nominations for its fifth annual Florida Cities of
Excellence Awards Program. The goal of the program is to focus public attention on the countless
good things cities and individuals do to improve the quality of life in Florida. The Florida City of
Excellence award recognizes overall excellence in a city government. Criteria include excellence in
governance/administration; city leadership; intergovernmental cooperation; citizen outreach and
involvement; technology; innovative programs and services; and fiscal management. Sunny Isles
Beach has major accomplishments in all of these categories, and they include a city-wide document
imaging program; GovQA; state/county/city interlocal agreements; a private partnership for the
revitalization of the Newport Fishing Pier; a public partnership for the construction of a state-of-the-
art K-8 community school; and an award-winning Budget document. For these accomplishments and
more, I hereby nominate the City of Sunny Isles Beach for Florida City of Excellence for the Florida
League of Cities 5th Annual Florida Cities of Excellence A wards Program.
ADDITIONAL INFORMATION:
Nominators must return a short narrative and up to ten (10) pages of supportive information to the
Florida League of Cities by August I I, 2008 for each individual or city nominated. Further,
nominations must be approved by a majority vote of the City Commission and be certified by the
City Clerk. The winners will be announced in Orlando on November 21, 2008.
