RESOLUTION NO. 2008- 1354
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, CREATING
A JOINT COMMITTEE ENTITLED "CITY ADVISORY
COMMITTEE"; PROVIDING FOR THE APPOINTMENT
OF COMMITTEE MEMBERS TO INCLUDE A
CHAIRPERSON AND VICE CHAIRPERSON;
PROVIDING FOR THE SELECTION OF COMMITTEE
MEMBERS; PROVIDING FOR ANNUAL REPORTING
REQUIREMENTS; PROVIDING FOR RULES OF
PROCEDURES; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, Section 74-8 of the Code provides that there shall be as many standing
committees of the City Commission as the Mayor or City Commission deems necessary and that
the City Commission may establish or terminate such Committees from time to time; and
WHEREAS, the City Commission wishes to create a new advisory committee entitled
the "City Advisory Committee"; and
WHEREAS, the City Advisory Committee ("Committee") shall be responsible for
advising the City Commission on matters pertaining to the following:
1. Capital Projects;
2. Long Range Technical matters;
3. Planning & Zoning matters;
4. Social Welfare issues;
5. Tourism/Development;
6. Procurement;
7. Ethics;
8. Public Safety; and
WHEREAS, the Committee shall be composed of eleven (11) members who shall be
appointed for one-year terms to commence January 1 and end December 31 of each year and
which may be renewed by the City Commission as often as desirable; and
WHEREAS, the Mayor shall appoint three (3) members, to include a Chairperson and a
Vice Chairperson, and each Commissioner shall appoint two (2) members to the Committee; and
WHEREAS, Committee members shall be governed by the Rules of Procedure that
govern the City Commission, the Florida Sunshine and Public Records Laws, and the terms of
this Resolution; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:

Section 1. Incorporation of Recitals. The foregoing recital paragraphs are hereby ratified
and confirmed as being true and the same are hereby made part of this Resolution.
Section 2. Creation of New Advisory Committee: The City Commission hereby creates a
joint advisory committee entitled the "City Advisory Committee".
Section 3. Appointment of Committee Members. The Mayor shall appoint three (3)
members to the Committee, to include a Chairperson and a Vice Chairperson, and each
Commissioner shall appoint two (2) members to the Committee. Additionally:
(a) No person shall serve as Chairperson of more than two (2) Committees.
(b) No person shall serve on more than two (2) Committees.
(c) Should any appointee resign during the term of the Committee, the appointing
Commissioner may select another appointee.
(d) Members shall be appointed to serve for a one year term, but that term may be
renewed as often as desirable, provided however, if the appointing Commissioner
is not re-elected or that Commissioner resigns, the newly seated Commissioner
has the option to discharge the appointee and select a new appointee or return the
prior appointee.
Section 4. Selection of Committee Members. The City Commission hereby approves the
following appointments to the City Advisory Committee for calendar year 2009:

Section 5. Annual Reporting Requirements. The Committee shall provide the City
Commission with a report regarding the activities of the Committee, as deemed necessary or
appropriate by the City Commission, from time to time.
Section 6. Rules of Procedure. The Committee shall be governed by the Rules of Procedure
that govern the City Commission, and subject to Florida's Sunshine and Public Records Law and
Financial Disclosure requirements.

Section 7.
Effective Date. This Resolution shall become effective upon passage.

Creation of City Advisory Committee
RECOMMENDATION:
It is recommended that the City Commission adopt the attached resolution creating the "City
Advisory Committee".
REASONS:
In the past, the City has had individual committees to address topics such as Capital Projectsj
Long Range Technical matters; Social Welfare issues; Tourism/Development; Procurement;
Ethics; and Public Safety. Individually, these topics were not enough to keep the committees
productive. Therefore, I propose that we create a joint committee to address these and any other
topics the City Commission deems appropriate in a collective manner.
ADDITIONAL INFORMATION:
The City Advisory Committee ("Committee") will consist of eleven (11) members who shall be
appointed for a period of one year, but may be reappointed as often as desired. The Mayor shall
appoint three (3) members, to include a Chairperson and Vice Chairperson, and each
Commissioner shall appoint two (2) members to the Committee.
Further, the Committee shall be governed by the Rules and Procedures of the City, and subject to
Florida's Sunshine and Public Records Laws and Financial Disclosure requirements.
The Committee appointments are outlined in the attached resolution.
