A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING
A CHARIT ABLE CONTRIBUTION TO THE JEWISH
COMMUNITY SERVICES, IN THE AMOUNT OF FIVE
THOUSAND DOLLARS ($5,000.00), TO HELP FUND
VARIOUS VITAL SOCIAL SERVICES PROGRAMS;
AUTHORIZING THE CITY MANAGER TO DO ALL
THINGS NECESSARY TO EFFECTUATE THE TERMS OF
THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City of Sunny Isles Beach has a tradition of participating and assisting
various social services programs of interest and benefit to its residents and fellow man; and
WHEREAS, the Jewish Community Services ("JCS") is one the largest social services
agencies in South Florida, serving more than thirty-five thousand people annually; and
WHEREAS, JCS programs provide services for the unemployed, homeless, refugees,
frail elders, holocaust survivors, physically and developmentally challenged, families in crisis,
substance abusers, child victims of neglect and abuse, delinquents, the working poor, and the
uninsured/underinsured; and
WHEREAS, JCS is committed to serving the community as a whole, regardless of one's
race, religion, ethnicity, or age; and
WHEREAS, JCS has two active sites in the City: King David Condominium and the
Russian Chabad, at which they provide social services; and
WHEREAS, JCS receives funding from county grants, the United Way, and the Greater
Miami Jewish Foundation, but is in dire need of additional funding to keep and expand their
valuable programs and services; and
WHEREAS, in past years the City has given a charitable contribution to JCS, and this
year the City wishes to continue its tradition of giving a charitable contribution to the Jewish
Community Services, in an amount of Five Thousand Dollars ($5,000.00).
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Authorization of Donation. The City Commission hereby authorizes a charitable
contribution to the Jewish Community Services, in the amount of Five Thousand Dollars
($5,000.00).
Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate the terms of this resolution.

Effective Date. This Resolution shall become effective upon adoption.

Dear Mayor Ede\cup,
I am happy to share with you that on Sunday, October 5, 2008, the day of JCS' Milk & Honey Food Delivery
event, we will have among our volunteers, some of the best representatives from the City of Sunny Isles Beach.
As they have in the past, Commissioners from the City of Sunny Isles Beach will be accompanied by members of
our community and their children to deliver holiday food trays to several clients of JCS' senior related programs,
including those from its Homebound Meals program - who reside in the City of Sunny Isles Beach. We are
grateful for the wonderful support of your team,
Over the past few years, I've had the oppOliunity to get to know better the City's commissioners and to have
yearly communications with you, Because of that, it is clear to me that our shared vision of enhanced senior
services in the Sunny Isles Beach area is a considerable priority.
JCS works diligently to obtain additional support to provide opportunities and services for seniors to continue to
be served wherever possible, We know we can continue to do more with the City's of Sunny Isle Beach's SUPPOli,
In 2006 based on your suggestion, and again in 2007, we requested $25,000 to be included in your budget. For
both years, we received your generous contribution of $5,000.
Realizing the rising costs of providing these vital social services, once again this year, we respectfully request
$25,000 to be included in the budget of the City of Sunny Isles Beach. These funds will assist us in serving the
senior population of the City by increasing activities and expanding hours of operation at the current site
locations.
JCS is committed to serving the community as a whole regardless of race, religion, ethnicity or age, It is one of
the largest and most effective social service agencies in the South Florida, and we serve more than 35,000 people
annually through over 80 programs and services,
In the city of Sunny Isles Beach, JCS provides a host of recreation, socialization and other activities to
approximately 700 clients. We offer a Russian Club and numerous activities to acculturate the Russian
Community, We also deliver hot meals and frozen meals to approximately 50 homebound clients throughout the
area, About three years ago, we also began providing social/cultural programming to encourage/seniors to go out
at night to see plays, music, etc,
As you well know, the programs and services in Sunny Isles Beach have proven to be quite successful, and we
strive to improve the quality of life of the senior members of our community. With the City's financial support,
we can and will succeed in achieving this goal.

Charitable Contribution to Jewish Community Services
RECOMMENDATION:
It is recommended that the City Commission adopt the attached resolution authorizing a
charitable contribution to the Jewish Community Services.
REASONS:
The Jewish Community Services ("JCS") is one of the largest social services agencies in South
Florida, serving more than thirty-five thousand people annually through their various programs
and activities. The JCS provides programs and services for the underemployed, homeless,
refugees, frail elders, holocaust survivors, physically and developmentally challenged, families
in crisis, substance abusers, child victims of neglect and abuse, delinquents, the working poor,
and the uninsured and underinsured. They provide hot and frozen meals to homebound clients
and hurricane boxes to elderly seniors. Further, and probably most importantly, the JCS serves
the community as a whole, regardless ofrace, religion, ethnicity, or age.
The JCS relies on funding from various entities, such as the United Way, Greater Miami Jewish
Federation, and county and local governments, to provide these much needed services. In past
years we have given a charitable contribution to JCS, and I am proposing that we continue that
tradition of giving a contribution to the Jewish Community Services of Five Thousand Dollars
($5,000.00).
ADDITIONAL INFORMATION:
The City of Sunny Isles Beach is fortunate to have two (2) JCS program sites in our area, King
David Condominium and the Russian Chabad. Funds available in Account 1110-511-5490. D\'Y\~

At its regular meeting of October 16, 2008, the City Commission of the City of
Sunny Isles Beach adopted Resolution No. 2008-1334, which approved a
charitable contribution to the Jewish Community Services of South Florida, in the
amount of Five Thousand Dollars ($5,000).
The City of Sunny Isles Beach is committed to fostering social and CIVIC
programs and services that benefit our residents directly and indirectly. The
Jewish Community Services of South Florida has a proven track record of
providing just such programs to the South Florida community.
On a related note, I want to apologize for our delayed response. There was a bit
of (in-house) confusion as to the processing of this item.

Dear Ms. Enslein:
As discussed, bi-annually the City conducts an audit for checks that have been
issued but have not cleared the bank. The last audit revealed that the City's 2008
charitable donation check to the Jewish Community Services of South Florida
was one such check. Per my conversation with you, we have ascertained that the
address provided was incorrect. As such, we have cancelled the first check and
now are forwarding a new check. (For the record, the first check has yet to be
returned by the Post Office).

Realizing the rising costs of providing these vital social services, once again this year, we respectfully request
$25,000 to be included in the budget of the City of Sunny Isles Beach. These funds will assist us in serving the
senior population of the City by increasing activities and expanding hours of operation at the current site
locations.
JCS is committed to serving the community as a whole regardless of race, religion, ethnicity or age. It is one of
the largest and most effective social service agencies in the South Florida, and we serve more than 35,000 people
annually through over 80 programs and services.
In the city of Sunny Isles Beach, JCS provides a host of recreation, socialization and other activities to
approximately 700 clients. We offer a Russian Club and numerous activities to acculturate the Russian
Community. We also deliver hot meals and frozen meals to approximately 50 homebound clients throughout the
area. About three years ago, we also began providing social/cultural programming to encourage~seniors to go out
at night to see plays, music, etc.
As you well know, the programs and services in Sunny Isles Beach have proven to be quite successful, and we
strive to improve the quality of life of the senior members of our community. With the City's financial support,
we can and will succeed in achieving this goal. .

Charitable Contribution to Jewish Community Services
RECOMMENDATION:
It is recommended that the City Commission adopt the attached resolution authorizing a
charitable contribution to the Jewish Community Services.
REASONS:
The Jewish Community Services ("JCS") is one of the largest social services agencies in South
Florida, serving more th,ill thirty-five thousand people annually through their various programs
and activities. The JCS provides programs and services for the underemployed, homeless,
refugees, frail elders, holocaust survivors, physically and developmentally challenged, families
in crisis, substance abusers, child victims of neglect and abuse, delinquents, the working poor,
and the wlinsured and underinsured. They provide hot and frozen mcals to homebound clients
and hurricane boxes to elderly seniors. Further, and probably most importantly, the JCS serves
the community as a whole, regardlcss of race, religion, ethnicity, or age.
The JCS relies on funding from various entities, such as the United Way, Grcater Miami Jewish
Federation, and county and local governments, to provide these much needed services. In past
years we have given a charitable contribution to JCS, and I am proposing that we continue that
tradition of giving a contribution to the Jewish Community Services of Five Thousand Dollars
($5,000.00).
ADDITIONAL INFORMATION:
The City of Sunny Isles Beach is fortunate to have two (2) JCS program sites in our area, King
