A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING AN
AGREEMENT WITH CAL VIN, GIORDANO AND
ASSOCIATES, INC., TO PROVIDE APPLICATION
DEVELOPMENT AND WEB HOSTING SERVICES FOR A
PUBLIC INTERNET MAPPING SERVICE, IN AN AMOUNT
NOT TO EXCEED TEN THOUSAND THREE HUNDRED
ELEVEN DOLLARS ($10,311.00), AND A MONTHLY
HOSTING COST OF SIX HUNDRED FIFTY-SIX DOLLARS
AND TWENTY-SEVEN CENTS ($656.27), A TT ACHED
HERETO AS EXHIBIT "A"; AUTHORIZING THE MAYOR
TO EXECUTE SAID AGREEMENT; AUTHORIZING THE
CITY MANAGER TO DO ALL THINGS NECESSARY TO
EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the City of Sunny Isles Beach entered into an Consultant Agreement with
Calvin, Giordano and Associates, (CGA) through Resolution No. 2002-497 on November 14,2002,
for professional Geographical Information System (GIS) services in connection with the
development of a GIS parcel base map and coverage datasets; and
WHEREAS, on July 17,2003, the City Commission adopted Resolution No. 2003-575 and
2003-576 to give access of the GIS data to City staff and residents, and for GIS Interactive Web
Hosting and GIS Data Maintenance; and
WHEREAS, on June 9, 2005, the City Commission adopted Resolution No. 2005-798 to
provide ongoing GIS Web Hosting and GIS Data Maintenance Services, which services were
temporarily discontinued in 2006; and
WHEREAS, the City of Sunny Isles Beach is now desirous of enhancing and re-launching
the existing site which is still housed on CGA' s server, to provide application development and web
hosting services for a public internet mapping service; and
WHEREAS, staff has determined that Calvin, Giordano and Associates, Inc. has the
expertise, time and resources to provide the desired services; and
WHEREAS, Calvin, Giordano and Associates, Inc. has submitted a proposal for the above
referenced services, in an amount not to exceed Ten Thousand Three Hundred Eleven Dollars
($10,311.00), and a monthly hosting cost of Six Hundred Fifty-Six Dollars and Twenty-Seven Cents
($656.27), attached hereto as Exhibit "A".

NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Approval of Agreement. The Agreement with Calvin, Giordano and Associates, Inc.
to provide application development and web hosting services for a public internet mapping service,
in an amount not to exceed Ten Thousand Three Hundred Eleven Dollars ($10,311.00), and a
monthly hosting cost of Six Hundred Fifty-Six Dollars and Twenty-Seven Cents ($656.27), attached
hereto as Exhibit "A", be, and the same, is hereby approved.
Section 2.
Authorization of Mayor. The Mayor is hereby authorized to execute said Agreement.
Section 3. Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate this resolution.
Section 4.
Effective Date. This Resolution is effective upon passage.

AGREEMENT WITH CALVIN, GIORDANO &
ASSOCIATES, INC. FOR INTERNET MAPPING
SERVICES AND GIS/DATA AND WEB HOSTING,
CONTRACT NO: C0809-006
THIS CONTRACTUAL AGREEMENT (hereinafter referred to as the "Agreement")

CAL VIN, GIORDANO & ASSOCIATES, INC., (hereinafter rcferred to as "Consultant")

WHEREAS. the City is in need of an internet mapping service enhancemcnt and Web
Hosting: and
WHEREAS. Consultant has expressed the ability and desire to provide these Services
subject to the terms and conditions contained in its proposal as more fully described in
Attachment "A". which is attached hereto and made a part hereof: and
WHEREAS, the City desires to enter into an Agreement with Consultant to provide the
internet mapping service enhancement in an one time total amount not to exceed Ten Thousand
Three Hundred Eleven Dollars ($10.311.00) and a monthly total amount not to exceed Six
Hundred Fifty-Six Dollars and Twenty-Five Cents ($656.27) for the web hosting services. with a
grand total not to exceed Eighteen Thousand One Hundred Eighty-Six Dollars ($18.186.24).
NOW THEREFORE, in consideration oCthe premises and the mutual covenants herein
names. the parties agree as follows:
I. RECITALS. The Recitals set forth above are hereby incorporated into this Agrecmcnt
and made a part hereoC for reference,
2. SERVICES. Consultant agrees to furnish all labor and materials in a good workmanlike
and professional manner and to perform the Services designated in Attachment "A" attached
hereto. and incorporated herein by reference. The Services shall be per/armed by Consultant to
the full satisf~1Ction of the City. Consultant agrees to have a qualified representative to audit and
inspect the Services provided on a regular basis to ensure all Services are bcing performcd in
accordance with the City's needs and pursuant to the terms of this Agreement. and shall rcport to
the City accordingly. Consultant agrees to immediately inform the City via tclephone and in
writing of any problems that could cause damage to the City's property. improvemcnts and
persons, Consultant will require its employees to perform their work in a manner befitting the
type and scope of work to be performed, In the event that the Consultant f[lils to complete the
Services pursuant to the terms of this contract and City must undertake the completion of

performance of Services, Consultant agrees to indemnify the City for all costs incurred with
respect to the completion of those Services and any damages the City may suffer as a result of
the Consultant's failure to perform the Services.
3. TERM. Subject to the provisions relating to the termination of this Agreement as set
forth hereunder, the term of the internet hosting Agreement shall be for an initial service period
of one (1) year, with two (2) twelve-month renewal options. Payment will be made only for
work completed to the satisfaction of the City.
The one time service of internet mapping service enhancement shall begin upon the execution of
this Agreement and shall end on completion of the job.
Payment will be made only for work completed to the satisfaction of the City. Consultant is to
commence performance of work on the Commencement Date and continue in a diligent manner
until work is complete. Consultant acknowledges that compliance with the commencement and
completion schedule is the essence of this Agreement. The terms of Sections 18 and 19 entitled
"Indemnification and Waiver of Liability," and "Compliance with Law," respectively, shall
survive termination of this Agreement.
4. COMPENSATION. Payment to Consultant for all charges and tasks under this
Agreement shall be in accordance with this Agreement and the schedule of charges reflected in
Attachment "A", which fee shall be disbursed on a monthly basis and under the following
conditions:
a. Disbursements. There are no reimbursable expenses associated with this contract.
b. Payment Schedule. Invoices received from the Consultant pursuant to this
Agreement will be reviewed by the initiating City Department. If services have
been rendered in conformity with the Agreement. the invoice will be sent to the
Finance Department for payment. Invoices must reference the contract number
assigned hereto. Invoices will be paid in accordance with the State of Florida
Prompt Payment Act.
c. A vailability of Funds. The City's performance and obligation to pay under this
Agreement is contingent upon an annual appropriation for its purpose by the City
Commission.
d. Final Invoice. In order for both parties herein to close their books and records,
the Consultant will clearly state "final invoice" on the Consultant's final/last
billing to the City. This certi lies that all services have been properly performed
and all charges and costs have been invoiced to the City. Since this account will
thereupon be closed, any other additional charges, if not properly included on this
final invoice, are waived by the Consultant.

E. No waiver of any provision of this Agreement shall be valid or enforceable unless
such waiver is in writing and signed by the party granting such waiver.

PROJECT DESCRIPTION
1. SCOPE OF SERVICES
Calvin, Giordano & Associates, Inc. will perfonn the following services based on our
understanding of the project requirements:
I. Professional Data Technologies & Development Services
A. Internet Map Service GIS data & Web Hosting
1. CGA Will provide GIS Data & Web hosting services for deployment of
the city's existing Internet Mapping Service for use by the citizens the City
of Sunny Isles Beach
2. CGA will provide an FTP link for City GIS staff to post updated GIS
datasets on a regular scheduled basis. (Updated datasets will be posted to
our hosting facility as is. Any problematic datasets will be returned to the
city with a brief description ofthe problem & the hosted data will be rolled
back to previous version state, W1til such time as the city has corrected the
issue & CGA will post the updated dataset once again. If a problem should
still be unresolved then CGA will request that either the update in question
wait W1til the next scheduled occurrence or CGA would require an hourly
compensation for such services in addition to the contracted services)
3. (These services are for Hosting only. Any analysis or other data
manipulation or geo-processing will require an hourly fee in addition to this
hosting only proposal)
2. BASIS OF COMPENSATION
Hourly rates with an estimated fee of$625.00 plus reimbursables at $31.25 with a total
not to exceed amount of$656.25. Payments to be made monthly.

Agreement with Calvin Giordano & Associates to Provide Enhancements to
Public Internet Mapping Service
RECOMMENDATION:
It is recommended that the City Commission adopt the attached Resolution approving an
agreement with Calvin Giordano & Associates to provide application development and web
hosting services.
REASONS:
We are seeking approval to implement Phase I of the City's proposed mapping services. Phases
II and III (internal staff mapping service) are anticipated to initiate in the upcoming fiscal year.
Phase I includes deployment of the City's public mapping service, via our website.
The City previously had a custom-built public internet mapping application developed by Calvin,
Giordano & Associates (CGA). The service was temporarily discontinued in 2006. A huge cost
savings for the City can be achieved by contracting CGA to enhance and re-launch the existing
site, which is still housed on their server. All requested enhancements have been provided to
CGA, and they have delivered a proposal and costs for application development in the amount of
Ten Thousand Three Hundred Eleven Dollars ($10,3 I 1.00), and a monthly hosting cost of Six
Hundred Fifty-Six Dollars and Twenty-Seven Cents ($656.27).
This type of service is provided by most municipalities in South Florida, and greatly benefits
both residents and visitors in that it enables access to important and useful information. The

service enables users to view and print information and maps about their community and/or
individual property, such as tax roll and parcel data, aerial photography, bus stop locations and
schedules, beach access locations, parks locations, and flood zone data, to name just a few.
Now that the City has created its own GIS Department, an additional sizeable cost savings of
approximately $35,000.00 will be experienced due to the fact that all data creation and
maintenance will be provided by in-house staff, as opposed to outsourcing as had been done
previously. The outsourcing of the enhancements is due to the industry-specific expertise that
CGA has in programming and customization. As well, they will be updating the look and feel of
the mapping site to match that of the present day City web site.
We would like to provide a portal to allow citizens to access common and useful information
through the convenience of the internet, as so many other cities have done. We believe that the
planned enhancement and deployment of the mapping service will be a great service to the
public.
ADDITIONAL INFORMATION:
There is a distinct financial advantage to revamping the old mapping service; the framework and
layout are already in place. However due to the dynamic nature of our City, and addition of new
public features, amenities, and changing parcel boundaries, the old site requires updating of both
the site's appearance and data presented. We plan to have the look of the site match that of the
City's current web site (colors, logos, fonts, etc.). Below is an image of the old site, with the
dated logos and borders.

We will also be providing more robust capabilities and options for users, such as finding closest
newspaper boxes, parks, beach access, etc. to any entered address. We will be providing 2007
color aerial photography of the City, to replace the dated 2005 imagery currently in place. The
site will also give residents and developers the ability to determine minimum finished floor
elevation requirements for any given parcel. Maps and information about our new school will be
provided, and also information about municipal parking availability and restrictions. Tax roll
data will be updated monthly to reflect correct property ownership, and the addition of new
addresses from our multiple high-rise development projects as they near completion.
The community has much to gain from a quality internet-based mapping service by empowering
the public, and providing alternatives to calling City offices to find many types of common and
useful information. Keeping Sunny Isles Beach on the cutting edge of technological
advancement will ensure we are among the top municipalities in efficiency and public service, as
evidenced by the mapping utilization in the recent Public Safety Commission workshop.
Funding for this project is available in the Capital Improvement Account for Information
Technology Department No. 10-700-5591.
