A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF SUNNY ISLES BEACH, FLORIDA, APPROVING THE
PURCHASE OF FIFTY (50) COLT COMMANDO (M4) RIFLES,
VEHICLE RACKS AND ASSOCIATED EQUIPMENT AND
ACCESSORIES FOR THE SPECIAL PURPOSE TACTICAL
FIREARMS PROGRAM FROM COLT DEFENSE LLC, IN THE
AMOUNT NOT TO EXCEED SEVENTY THOUSAND
DOLLARS ($70,000.00), A TT ACHED HERETO AS EXHIBIT
"A"; AUTHORIZING THE CITY MANAGER TO DO ALL
THINGS NECESSARY TO EFFECTUATE THIS
RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Sunny Isles Beach Police Department is implementing a Special
Purpose Tactical Firearms Program to respond to the ever increasing threat of heavily armed
criminals in South Florida; and
WHEREAS, after much research by the Police Department Training Unit, the Colt
Commando M4 Rifle was selected as the most reliable and functional firearm for the Police
Department's needs; and
WHEREAS, with the purchase of the above rifles, Police Officers would be able to
respond more effectively to calls for service involving assault type weapons; and
WHEREAS, Colt Defense LLC, who is a "sole source" manufacturer of the Colt M4
Commando (model # LE6933), provided a quote for the purchase of fifty (50) Colt Commando
M4 Rifles, Vehicle Racks and associated equipment, in the amount not to exceed Seventy
Thousand Dollars ($70,000.00), attached hereto as Exhibit "A"; and
WHEREAS, the City desires to purchase said special-purpose tactical firearms and
associated accessories from Colt Defense LLC.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Approving the Purchase. The purchase of fifty (50) Colt Commando M4 Rifles,
Vehicle Racks and associated equipment and accessories for the implementation of a Special
Purpose Tactical Firearms Program, in the amount not to exceed Seventy Thousand Dollars
($70,000.00), attached hereto as Exhibit "A", be, and the same, is hereby approved.
Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate this Resolution.
Section 3.
Effective Date. This Resolution will become effective upon adoption.
PASSED AND ADOPTED this 19th day of February 2009.

This letter is to express the interest of the Sunny Isles Beach Police Department to purchase fifty
(50) Colt, M4 Commando Rifles (Model # LE6933).
At this time, the Sunny Isles Beach Police Department has chosen not to deal with a distributer
and is requesting to purchase these rilles directly from Colt Defense, LLC.

RE: Approval to Purchase Fifty (50) Colt Commando (M-4) Rifles, Vehicle Racks
and associated equipment and accessories.
RECOMMENDATION:
It is recommended that the City Commission adopt the attached resolution authorizing the City
Manager to purchase fifty (50) Colt Commando M4 Rifles, vehicle mounting racks, and related
equipment & accessories at a cost not to exceed $70,000.00.
REASONS:
The Sunny Isles Beach Police Department is implementing a Special Purpose Tactical Firearms
Program to respond to the ever increasing threat of heavily armed criminals in South Florida.
Assault weapons have become the weapon of choice for today's criminal, giving them the ability
to out-gun most road patrol officers. With the purchase of the above rifles, our officer would be
able to respond more effectively to calls for service involving assault type weapons. After much
research by our training unit, the Colt Commando M4 Rifle was selected as the most reliable and
functional firearm for our needs.
These firearms will be purchased directly from Colt Defense LLC, who IS a "sole source"
manufacturer of the Colt M4 Commando (model # LE6933).
