HomeMy WebLinkAboutReso 2009-1368 RESOLUTION NO. 2009- ~8 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE RENEWAL OF CONSUL TING AGREEMENTS WITH SEVEN (7) ENGINEERING FIRMS AND ONE (1) ARCHITECTURAL FIRM FOR ON-CALL SERVICES, IN A TOTAL AMOUNT NOT TO EXCEED TWO HUNDRED THOUSAND DOLLARS ($200,000) PER FISCAL YEAR; PROVIDING THAT AGREEMENTS IN AN AMOUNT OF UP TO $20,000 SHALL REQUIRE CITY MANAGER APPROVAL AND AGREEMENTS IN THE AMOUNT OF $20,000 OR MORE SHALL REQUIRE COMMISSION APPROVAL; PROVIDING THAT ALL CONSULTING AGREEMENTS ARE APPROVED AS TO FORM AND LEGAL SUFFICIENCY BY THE CITY ATTORNEY; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, via Resolution Nos. 2007-1 188 and 2007-1 189 (respectively) the City Commission qualified several engineering and several architectural firms to provide consulting services to the City on an on-call basis and authorized the City Manager to enter into consulting agreements with said qualified firms; and WHEREAS, recognizing these on-call services would routinely exceed the City's $10,000 administrative approval threshold, the City Commission adopted Resolution No. 2007-1187, providing that Consulting Agreements in an amount of up to $20,000 shall require City Manager approval and Consulting Agreements in the amount of $20,000 or more shall require City Commission approval; and WHEREAS, Resolution No. 2007-1187 also provided blanket authority for engineering, architectural, and planning on-call consulting services, in an amount of up to Two Hundred Thousand Dollars ($200,000.00), per fiscal year; and WHEREAS, the City of Sunny Isles Beach is still in need of professional engineering, architectural, and planning consultant services on an as-needed basis for various projects that may arise throughout the year; and WHEREAS, staff recommends the City renew Engineering Consulting Agreements with Marlin Engineering; Gannett Fleming Engineering; EAC Engineering; BCC Engineering; A& P Engineering; Bermello Ajamil Engineering; and Coastal Systems International Engineering, and Architectural Consulting Agreement with LIVS Architects; and WHEREAS, said Consulting Agreements will be bound by the same terms and conditions listed in Resolution Nos. 2007-1187,2007-1188, and 2007-1189, including the requirement of approval as to form and legal sufficiency by the City Attorney. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: R2009- Engineering & Architectural Firm Agrmts Renewal Page I 01'2 Section 1. Authorization of Renewal of Consulting Agreements. The City Commission hereby authorizes the renewal of the Engineering Consulting Agreements with Marlin Engineering; Gannett Fleming Engineering; EAC Engineering; BCC Engineering; A& P Engineering; Bermello Ajamil Engineering; and Coastal Systems International Engineering, and an Architectural Consulting Agreement with LIVS Architects for on-call services for the City, provided said agreements are approved as to form and legal sufficiency by the City Attorney. Section 2. Consulting Agreement Thresholds. The City Commission hereby provides that Consulting Agreements in the amount of up to $20,000 shall require City Manager approval and Consulting Agreements in the amount of$20,000 or more shall require City Commission approval. Further, the City Commission hereby authorizes on-call consulting services, in a total amount not to exceed Two Hundred Thousand Dollars ($200,000), per fiscal year. Section 3. Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 4. Effective Date. John Szerlag, City Manager Jorge Vera, Assistant City Manager Rick Conner, Director of Public Works January 15, 2009 Approval of Resolution Renewing Consulting Agreements with Engineering and Architectural Firms RECOMMENDA TION It is recommended that the City Commission approve the attached Resolution authorizing the renewal of consulting agreements with Marlin Engineering; Gannett Fleming Engineering; EAC Engineering; BCC Engineering; A&P Engineering; Bermello Ajamil Engineering; and Coastal Systems International Engineering for engineering services and LIVS Architects for architectural servIces. REASONS In 2007, the City qualified these firms (plus others) to allow staff to utilize them for projects for the City. Based on the performance of the approved firms, staff has narrowed the list for this year. This system has worked very well and allows for much quicker response to Commission requests. ADDITIONAL INFORMATION As previously approved, consulting agreements in an amount of up to $20,000 shall require City Manager approval and consulting agreements in the amount of $20,000 or more shall require City Commission approval. Additionally, the total cost for on-call engineering, architectural, and planning consulting services shall not exceed Two Hundred Thousand Dollars ($200,000.00) per fiscal year.
