A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, EXPRESSING SUPPORT FOR THE "BUILDING CITIZENSHIP IN THE COMMUNITY: BACK TO BASICS" INITIATIVE OF THE FLORIDA LEAGUE OF CITIES, INC., AND IN ITS ST A TEWIDE EFFORTS; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, municipal government is the government closest to most citizens, with tremendous daily impact upon its residents; and WHEREAS, city government is administered for and by its citizens, and is dependent upon public commitment to, and understanding of, its many responsibilities, and city government officials and employees share the responsibility to pass along their understanding of public services and their benefits; and WHEREAS, Florida's cItIzenry receives public services from state, county, school district and other government levels, educating Florida's citizens of all ages as to the structure and function of all the levels of government, and how to be wise consumers of such services is therefore critically important; and WHEREAS, the Florida League of Cities and its member cities have joined together to teach students and all citizens about municipal government through a variety of different projects, resources and information; and WHEREAS, this initiative will make resources available to cities and their citizens to utilize in furthering their goals for civic education. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Encouraging All Citizens to Utilize Opportunities and Resources. The City Commission hereby encourages all citizens, city government officials and employees to utilize the opportunities and resources available through this initiative. Section 2. Encouraging Educational Partnerships. The City Commission hereby encourages educational partnerships between city government and schools, as well as civic groups and other organizations. Section 3. Expressing Support for the "Building Citizenship in the Community: Back to Basics" Initiative. The City Commission hereby supports and encourages all city governments to actively promote the "Building Citizenship in the Community: Back to Basics" initiative. Section 4. Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Section 5. Effective Date. BACKGROUND The Florida League of Cities is designing a campaign to increase civic awareness and participation. This resolution will formalize the City's current efforts at community involvement and further commitments to educate constituents on municipal government, increase their awareness of municipal issues and help them become smarter municipal service consumers. Participation in the program will provide the City with resources available from the League to support this initiative. ADDITIONAL INFORMATION Educational opportunities to the citizenry would be programmed through the Cultural and Human Services Department as well as through opportunities with the Mayor's Advisory Committee. Florida has very broad laws related to ethics, public meetings and public records, and many cities have adopted additional standards for their officials and employees. Many bcal governments have also adopted civility pledges to ensure that the public; elected officials and staff follow reasonable rules for public conduct. This page contains information on ethics and civility publications, training, government agency resources and other tools to assist elected and appointed officials, employees and volunteers. The information below, as well as other resources, is available on the Florida League of Cities Web site at www.flcities. com/membership/ethics. asp (ethics) or www.flcities.com/membership/civility.asp (civility). Ethics Resources . Florida Municipal Officials' Manual- Available online, on CD-ROM or in print This manual is compiled by the Florida League of Cities as a reference on common topics of municipal government for use by elected and appointed municipal officials. Chapter 3: Standards of Conduct deals specifically with constitutional provisions, the code of ethics, the Commission on Ethics and other standards. . Institute for Elected Municipal Officials (and Advanced Institute) - Training programs available two to three times per year in various locations throughout the state, with some materials online. Offered by the League and the Florida Institute of Government, the IEMO is an intensive basic and advanced level academic program, offered only to municipal elected officials, to help them effectively carry out the duties and requirements of their elected roles. Several items are downloadable: a brief overview of Florida's ethics law and a listing of recent ethics cases and attorney general opinions. · Government-in-the-Sunshine Manual- Available in print or CD-ROM Published by the First Amendment Foundation, this annual reference, as well as pocket guide, white paper and other handbooks, addresses compliance with Florida's Public Records and Open Meetings Laws. (See www.floridafaf.org.) · Florida Commission on Ethics - Available online or in print The commission serves as the ultimate arbiter of complaints or questions about the ethical conduct of all elected officials and public employees in Florida. The commission also renders legally binding advisory opinions interpreting the ethics laws, and oversees compliance with financial disclosure requirements by all public officials. Office of the Attorney General (AG) of Florida - Available online or in print Issuing legal opinions to governmental agencies when questioned about specific circumstances, the AG provides non-binding legal advice to municipal attorneys and others on questions of statutory interpretation, including ethical codes of conduct. John Scott Dailey Florida Institute of Government - Available online The Florida Institute of Government (lOG) offers an online course on ethics, as well as Florida's "sunshine" and public records laws, to help avoid unintended pitfalls. Florida City and County Management Association (FCCMA) - Available online and in print The FCCMA has created an online ethics course to help prospective FCCMA members become more proficient when dealing with ethical issues. It follows the International City/County Management Association (ICMA) Code of Ethics, which governs FCCMA members. (See www.fccma.org/.) . Booklets, Guides and Research Centers - Available online or in print George Mason University, in conjunction with the Virginia Municipal League and the Virginia Association of Counties, has published The Ethical GPS: Navigating Everyday Dilemmas (A Local Government Guide). In addition, several universities offer academic courses or conduct studies and surveys about public sector practices and concerns. Among them are Florida Atlantic University's Public Ethics Academy (see www.fau. edu/spa/pea/index.htmn and the Ethics Resource Center (ERe) in Arlington, Virginia (see www.ethics.org/). · Sample Ethics Pledges - Available online Leadership Palm Beach County is one example of an educational nonprofit organization that has begun a community-wide ethics initiative. Part of this effort was the development of an ethics pledge and statement of values. Civility in Government Resources · The Collins Center - Available online The center partnered with former U.S. Sen. Bob Graham on a series of lectures titled "Civility in Democracy: Election 2008," a partnership between Gulf Coast Community Foundation of Venice, the University of South Florida Sarasota-Manatee Institute for Public Policy and Leadership, and "Because It Matters," a regional civility initiative. By age 16, Washington had copied out by hand, "110 Rules of Civility & Decent Behavior in Company and Conversation." Citizens' academies are an excellent way to educate residents, build positive relationships and increase communication between city government officials and citizens, as well as inspire future municipal leaders. Youth councils, usually composed of high school students, serve as an advisory board to the city commission/council. The My City booklet contains one week of lessons and activities about city government. While the lessons were designed to build on one another, they can be used selectively.
