A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, APPROVING A REVISED PAY STEP PLAN FOR SWORN POLICE OFFICERS BASED ON A SALARY SURVEY CONDUCTED PURSUANT TO THE COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF SUNNY ISLES BEACH AND THE POLICE BENEVOLENT ASSOCIATION (PBA), ATTACHED HERETO AS EXHIBIT "A"; AUTHORIZING THE CITY MANAGER TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION;PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on February 21, 2008 via Resolution No. 2008-1219 the City Commission approved a Pay Plan for Sworn Police Officers which established an effective date of the Pay Plan and provided periodic review of the Pay Plan; and WHEREAS,on March 15,2012 via Resolution No.201 2-1874 the City Commission entered into a Collective Bargaining Agreement with the Police Benevolent Association regarding terms and conditions of employment; and WHEREAS,on July 19,2012 via Resolution No.2012-1934 the City Commission approved the Step Program Salary Survey for the Police Salary Step Plan effective March 15, 2012 to March 15, 2014; and WHEREAS, on October 16, 2014 via Resolution No. 2014-2310 the City Commission approved two (2) additional steps for Sergeant in conformance with all other plans, and the Step Program Salary Survey for the Police Salary Step Plan effective October 1, 2014; and WHEREAS, pursuant to Article 10 of the Collective Bargaining Agreement, the City is required to conduct a Step Program Salary Survey every two (2)years which will be implemented retroactively from the date of approval of the Collective Bargaining Agreement; and WHEREAS,the City now wishes to approve a revised Police Salary Step Plan and a revised Program Salary Survey effective October 1, 2016, attached hereto as Exhibit"A"and Exhibit`B", respectively. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Approval and Implementation. Pursuant to Article 10 of the Collective Bargaining Agreement,the City Commission hereby approves the revised Pay Plan based on the Step Program Salary Survey, effective October 1, 2016, attached hereto as Exhibit "A". Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all things necessary to effectuate this Resolution. Note:The Pay Plan will be calibrated every 2 years using the same benchmark cities. Also,please know the the pay levels shown above are calibrated on a net pay basis which factors in base salary,shift differential, longevity,and COLA.Also factored in were deductions for retirement. Longevity: The Chief of Police has the discretion to hire new officers from step 1 to step 3 depending on Full-Time Florida Law Enforcement Experience and qualifications(Step 1=0 through 5 Years;Step 2=6 through 8 Years;and,Step 3=9+Years). Russo, City Manager DATE: 9/12/2016 RE: PBA Salary Survey/New Step Plan RECOMMENDATION: Staff is recommending Commission approve the attached Salary Survey and Step Plan, which will be implemented October 1, 2016. REASONS: The City entered in collective bargaining agreement with Dade County Police Benevolent Association on March 15, 2012. In Article 10, Section 5 of the contract, the City was to undertake a Step Program Survey to include Aventura, Bal Harbour, Surfside and Hallandale Beach. This survey was conducted in the same manner as it was in 2012 and 2014. All through this process over the past several months I have met with representatives of the Police Union to keep them informed and to solicit their input on all matters of comparability and other issues that arose. I cannot emphasize enough the collaboration that took place for which I thank the representatives and members of the PBA. As such, the new step plan is outlined in Attachment A.
