A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CITY
MANAGER TO APPLY FOR, RECEIVE AND EXPEND MONIES
FROM THE MIAMI-DADE COUNTY FEDERAL DRUG
CONTROL AND SYSTEM IMPROVEMENT PROGRAM
[THROUGH THE EDWARD BYRNE MEMORIAL JUSTICE
ASSISTANCE GRANT (JAG)] IN THE AMOUNT OF FOUR
THOUSAND SEVEN HUNDRED FIFTY-SEVEN DOLLARS
($4,757.00), TO PURCHASE SUPPLIES FOR THE "SCHOOL
RESOURCE OFFICER" PROGRAM; AUTHORIZING THE
MAYOR TO EXECUTE SAID GRANT APPLICATION;
AUTHORIZING THE CITY MANAGER TO DO ALL THINGS
NECESSARY TO EFFECTUATE THIS RESOLUTION;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Miami-Dade County Federal Drug Control and System Improvement Program
[through the Edward Byrne Memorial Justice Assistance Grant (JAG)] has made available a grant in
the amount of Four Thousand Seven Hundred Fifty-Seven Dollars ($4,757.00) to the Sunny Isles
Beach Police Department.
WHEREAS, the Sunny Isles Beach Police Department will purchase supplies to support the
"School Resource Officer" Program which includes the D.A.R.E. Program and the necessary
equipment to conduct a "Bicycle Rodeo" that will provide instructional information to our school
children on safe bicycling.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: '
Section 1. Authorization to Receive and Expend Grant Monev. The Chief of Police and/or the
City Manager is hereby authorized to receive and expend Four Thousand Seven Hundred Fifty-Seven
Dollars ($4,757.00) of grant funds from Miami-Dade County Federal Drug Control and System
Improvement Program for the purchase of supplies to support the "School Resource Officer"
Program.
Section 2. Authorization of Mayor. The Mayor is hereby authorized to execute said grant
application.
Section 3. Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate this Resolution.
Section 4.
Effective Date. This Resolution will become effective upon adoption.

Authorization to Apply For, Receive and Expend Grant Money from
the Miami-Dade County , Federal Drug Control and System
Improvement Program (Byrne /JAG Grant FY2010) for the
purchase of supplies for the "School Resource Officer" program in
an amount not to exceed $4,757.00
RECOMMENDATION:
It is recommended that the City Commission approve a Resolution authorizing
the Mayor to apply for, receive, and expend monies from the Miami-Dade County
Federal Drug Control and System Improvement Program (Byrne/JAG Grant) in
the amount of $4,757
REASONS:
The City of Sunny Isles Beach Police Department has been given preliminary
approval of grant funds totaling $4,757.00 in order to purchase supplies to
support the "School Resource Officer" program.
ADDITIONAL INFORMATION:
These funds will be utilized to purchase supplies to support the "D.A.R.E."
Program as well as the necessary equipment to conduct a "Bicycle Rodeo" that
will provide instructional information to our school children on safe bicycling.

Problem Identification
Since the incorporation of the City on Sunny Isles Beach in 1997, the City has grown tremendously.
Along with this growth came a change in our demographics, transitioning from a predominantly elderly
or retiree community to one that now includes a large number of young families. With this transition
came a need for a local school. The Sunny Isles Beach Community School is a new K-8 Public School
which first opened its doors for the 2008/2009 school year. Realizing the importance of early
interaction with school age children, the Sunny Isles Beach Police Department has committed a full
time police officer to serve as the School Resource Officer for the sole purpose of providing a safe,
drug free learning environment to our youth.
Proaram Descriotion
The commitment of a full-time police officer to serve as the School Resource Officer at the Sunny Isles
Beach Community School will provide a number of benefits to the students, staff, police department
and the residences. In addition to providing police protection for the school and students, the presence
of the School Resource Officer will also serve as a deterrent to unwanted intruders.
The Sunny Isles Beach Police Department is committed to the safety and development of the children
of this community. Part of that commitment is to establish and implement various student safety
initiatives at the elementary school level. The School Resource Officer(s) responsibilities will be to
teach the Drug Abuse Resistance Education (D.A.R.E.) programs, as well as other safety initiatives,
such as bicycle and pedestrian safety programs, which will instruct students in proper safety
techniques for bicycle and bike helmet usage, as well as traffic safety for crossing the street in properly
designated areas.
The D.A.R.E. program is a nationally recognized program whose mission is to provide school aged
children with the information and skills to live drug and violent free lives. The D.A.R.E. curriculum for
this school year will be taught to all 5th grade students, which will require 72 classroom sessions to
complete. Approximately 180 children will participate in this program during the school year of
2009/2010 and our goal will be to successfully graduate all students from the program, who will receive
a D.A.R.E. certificate of completion, but only after the student completes the required core curriculum.
Additionally, Bicycle / Pedestrian Safety programs will be designed to teach elementary school
students the basic rules of the road for bicycle and pedestrian safety which are necessary to staying
injury free. With the opening of the new community school, the police department has seen an
increase of young children utilizing bicycles as a means of transportation to and from school. Many of
these children are in need of proper instruction on bicycle handling and helmet use to insure their
safety.
Because the Sunny Isles Beach Community School is located within walking distance, many young
school children are also walking to school and need instruction in the proper procedures for safely
crossing the street.
These instructional courses will be done as part of a "Bicycle Rodeo" held at the school. with the
permission of the parents and will target the elementary aged students. The course will teach the basic
rules of the road. balance and traffic skills while riding. as well as teaching skills to help them survive
on the road. For example:
. How to cross busy streets without being hit by a car
. How to look back without swerving
. How to ride straight without hitting potholes
Our goal will be to insure that each child who participates can demonstrate proficiency in bicycle
handling. learn the importance of a safety helmet use, as well as understand the importance of
crossing the street properly, being alert and paying attention to the cross walk signals. In addition to
instruction on DARE classes, crime prevention and bicycle safety, officers will also provide counseling
to truants during the school year. Truant referrals and their parents will receive counseling when
needed. JAG funding will be used to purchase program equipment and supplies necessary to initiate
ongoing school policing services in Sunny Isles Beach. Miscellaneous grant funds will include pencils,
pad folios. and other program supplies.
