HomeMy WebLinkAboutReso 2009-1493 RESOLUTION NO. 2009- ill3 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER AND/OR HIS DESIGNEE TO APPLY FOR, RECEIVE AND EXPEND GRANT FUNDS FROM THE COASTAL P ARTNERSHIP INITIATIVE THROUGH THE ST ATE OF FLORIDA DEP ARTMENT OF ENVIRONMENT AL PROTECTION (DEP), IN AN AMOUNT OF UP TO SIXTY THOUSAND DOLLARS ($60,000.00), FOR THE PURPOSE OF SITE IMPROVEMENTS AT THE BELLA VIST A BAY P ARK LOCATED AT 500 SUNNY ISLES BOULEVARD; FINDING THAT A PUBLIC PURPOSE WILL BE SERVED BY APPLYING FOR SUCH GRANT FUNDS; AUTHORIZING THE CITY MANAGER TO TAKE ANY AND ALL ACTION NECESSARY WITH RESPECT TO THE OBTAINING, ACCEPTANCE, AND DISTRIBUTION OF GRANT MONIES, AS APPROPRIATE; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City Manager has recommended to the City Commission that the City apply to the Coastal Partnership Initiative through the State of Florida Department of Environmental Protection (DEP) for grant funds for the purpose of site improvements at the Bella Vista Bay Park located at 500 Sunny Isles Boulevard; and WHEREAS, the City Commission finds that applying for such grant funds in an amount of up to Sixty Thousand Dollars ($60,000.00) of which a dollar-for-dollar cash match is required, and accomplishing the project for which the grant funds are received serves a public purpose and will represent a benefit to the citizens of the City of Sunny Isles Beach. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Authority to Apply For and Accept Grant. The City Manager is authorized to execute the application documents and to do the studies, evaluations or other matters necessary to apply for a grant to the Coastal Partnership Initiative through the Florida Department of Environmental Protection (DEP), in an amount of up to Sixty Thousand Dollars ($60,000.00) for the purpose of site improvements at the Bella Vista Bay Park located at 500 Sunny Isles Boulevard. Section 2. Finding a Public Purpose. The City Commission of the City of Sunny Isles Beach finds that a public purpose is served by applying for the aforesaid grant and making the necessary expenditures and commitments to submit such application. Section 3. Authorization of the City Manager. The City Manager is authorized to take any and all action necessary with respect to the obtaining, accepting and distribution of grant monies, as appropriate. RECOMMENDATION: Approve the attached resolution authorizing the city manager to take the necessary steps to obtain Florida Coastal Management Program grant funds in the amount of $60,000 for development of Bella Vista Bay Park. REASONS: This is the first in a trio of grants we are going after this year and next to develop Bella Vista Bay Park. The other two are the Waterways Assistance Program ($200,000) and Land & Water Conservation Fund ($200,000). These funds, along with another $400,000 we are seeking thru Florida Recreation Development Assistance Program (FRDAP) and Safe Neighborhood Parks (SNP) will put us in a position to complete the initial infrastructure improvements to the seawall, docks and site work. The grant application deadline is October 28, 2009 with notice of award expected in April, 2010 and funds available in August, 2010. Grant funds must be expended within one year after the funds are allocated. Grants require a dollar- for-dollar cash match. The maximum grant is $60,000.
