A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
SUNNY ISLES BEACH, FLORIDA, APPROVING A FIRST
ADDENDUM TO AGREEMENT WITH AT&T BUSINESS SYSTEMS
FOR INSTALLATION AND SUPPORT FOR PHASE II OF THE
WIRELESS ISLAND PROJECT TO PROVIDE ADDITIONAL
STREET LEVEL COVERAGE AND EXTEND THE NETWORK
WORK ACCESS FOR RESIDENTS AND VISITORS, IN AN AMOUNT
NOT TO EXCEED ONE HUNDRED FIFTY-NINE THOUSAND
SEVEN HUNDRED THIRTY-EIGHT DOLLARS ($159,738.00),
ATTACHED HERETO AS EXHIBIT "A"; AUTHORIZING THE
MAYOR TO EXECUTE SAID FIRST ADDENDUM TO
AGREEMENT; AUTHORIZING THE CITY MANAGER TO DO ALL
THINGS NECESSARY TO EFFECTUATE THE TERMS OF THE
AGREEMENT; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City is in need of a strategy and design development services for
wireless broadband telecommunications infrastructure; and
WHEREAS, the City issued and advertised Request for Proposals No. 06-05-01 Wireless
Island: Solution Strategy and Design for Wireless Broadband Telecommunications Infrastructure,
for which International Business Machines ("IBM") was the sole respondent; and
WHEREAS, on July 20, 2006 the City Commission awarded Request for Proposals No.
06-05-01 to and entered into an agreement with IBM, via Resolution No. 2006-944, to conduct
the Wireless Island Feasibility Study; and
WHEREAS, on May 17, 2007 via Resolution No. 2007-1099 the City Commission
approved an agreement with IBM to prepare RFP requirements for construction of a wireless
island, in an amount not to exceed Seventy-Six Thousand Six Hundred Forty Dollars
($76,640.00); and
WHEREAS, on February 21, 2008, via Resolution No. 2008-1231, the Commission
approved an agreement with AT&T Business Systems for installation and support for Phase I of
the Wireless Island Project, including installing the Wireless LAN, WI-FI Hotspots at the City's
public parks, and installation of core network components at the City's Datacenter, in an amount
not to exceed Two Hundred Forty-Two Thousand One Hundred Fifteen Dollars ($242,115.00);
and
WHEREAS, the City is now in need of support services for Phase II of the Wireless
Island Project to provide additional street level coverage and extend the Network work access for
residents and visitors; and
WHEREAS, AT&T Business Systems has submitted a proposal, and the City wishes to
accept the proposal modifying the agreement to include these services for Phase II of the
Wireless Island Project, attached hereto as Exhibit "A", in an amount not to exceed One
Hundred Fifty-Nine Thousand Seven Hundred Thirty-Eight Dollars ($159,738.00); and

NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Approval of First Addendum to Agreement. The City Commission hereby
approves the First Addendum to Agreement with AT&T Business Systems for installation and
support for Phase II of the Wireless Island Project, attached as Exhibit "A", in an amount not to
exceed One Hundred Fifty-Nine Thousand Seven Hundred Thirty-Eight Dollars ($159,738.00).
Section 2. Authorization of Mayor. The Mayor is hereby authorized to execute said First
Amendment to Agreement.
Section 3. Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate the terms of this Agreement.
Section 4.
Effective Date. This Resolution will become effective upon adoption.

FIRST ADDENDUM TO THE CITY OF SUNNY ISLES BEACH
WIRELESS ISLAND NETWORK SERVICES AGREEMENT
WITH AT&T BUSINESS SYSTEMS FOR THE WIRELESS ISLAND
CONTRACT NO. C0708-098
THIS FIRST ADDENDUM TO THE CITY OF SUNNY ISLES BEACH WIRELESS
ISLAND NETWORK SERVICES AGREEMENT WITH AT&T BUSINESS SYSTEMS FOR THE
WIRELESS ISLAND, executed this _ day of ,2008, is hereby attached to and is made
a part of said Services Agreement Contract No. C0708-052 by and between the City of Sunny Isles Beach
("City") and AT&T Business System ("AT&T") a business corporation I icensed in the State of Florida,
whose Federal Identification # is . The City and AT&T hereby agree as follows:
1. ADDITIONAL SCOPE OF SERVICES: AT&T shall provide additional scope of services in
connection with Phase II of the City of Sunny Isles Beach Wireless Island Network, to include detailed
WIFI project support installation services at Gwen Margolis Park and Atlantic Avenue, as more fully
described in the Contractor's Service Proposal, attached hereto as Attachment "A".
2. COST: AT&T agrees to charge the City an amount not to exceed One Hundred Fifty-Nine
Thousand Seven Hundred Thirty-Eight Dollars ($159,738,00) to complete the additional scope of services
in connection with Phase II of the Sunny Isles Beach Wireless Island Network.
3. TERM: The term of this First Addendum shall commence upon the execution date and shall
terminate no later than March 31,2009,
4. INCORPORA nON OF PRIOR TERMS AND CONDITIONS: Except as modified herein,
the terms and conditions of the original Services Agreement with AT&T for Phase 1 of the City of Sunny
Isles Beach Wireless Island Network (Contract No.: C0708-052), dated March 20, 2008, shall remain in
full force and effect.
IN WITNESS WHEREOF, the parties hereto have executed this First Addendum in
duplicate on the day and year first written above.

from the existing the Service Agreement of Phase 1, contract # C0708-052, dated March
20,2008.
BellSouth Communication Systems, LLC d/b/a AT&T Communication Systems Southeast
("AT&T"), with corporate offices at 1936 Blue Hills Drive, Roanoke, Virginia 24012, a Georgia
limited liability company and City of Sunny Isles Beach ("Customer") located at 18070 Collins
Avenue, Miami, FL 33160. Except as specifically stated below, all terms and conditions of the
Master Agreement remain in full force and effect.
AT&T WILL PROVIDE AND INSTALL THE FOLLOWING:
AT&T is pleased to provide a quotation for the detailed WIFI project support installation
services at the following locations: Margolis Park and Atlantic Avenue Items listed below in
this proposal are installation labor and materials. Per the quantities listed in this document, we
have put together the proposal listed below for your review and consideration. With all new
projects, there may be changes. The quantities detailed in this proposal and with any updated
prints that you can provide us, will help ensure that all expectations are met and the project is a
success.
RE: Sunny Isles WIFI System Project Phase II
Thank you for the opportunity to provide a price quote for the Sunny Isles WIFI System Project.
Actual site survey by AT&T is required prior to start of project. Any necessary price adjustments
will be made at that time. Scope of work is based on information provided to AT&T and our
installation subcontractor by the City of Sunny Isles.

Scope of Work:
1. Provide and install one (1) 22' 6" aluminum pole with concrete base, painted black, (per
City of Sunny Isles provided document) at each city park listed below. (Electrical arm
and light fixture not included).
· Margolis Park
· Atlantic A venue.
2. Install one (1) Customer provided 22' 6" aluminum pole with concrete base, painted
black, (per City of Sunny Isles provided document) at Town Center Park.
3. Install twenty (20) AP 's and/or antennas at various locations on city owned poles.
4. Provide and install120V power outlets feeding antennas and APs.
5. City of Sunny Isles is to remove and restore landscape materials, fencing and/or any
obstruction where required to safely access work area.
6. All pole locations must be identified by AT&T with concurrence from City of Sunny Isles
prior to project commencement and pending public underground locator clearance to be
peiformed by Sunshine Locators.
7. AT&T is to supply all antennas, access points and mounting hardware requiredfor
project completion.
8. AT&T is to provide all safety traffic cones and barricades were needed.
9. Pricing includes all labor and materials required for project completion.
10. Wind load certification is not included.
,11. Not responsible for weather delays and/or delivery delays beyond our control.
12. It is assumed all locations have sufficient power.
13. Pole manufacturer will not commit to delivery date until firm order has been placed,
(normally is four to six weeks).
14. It is assumed existing conduits and city owned poles are in good working condition.
Specifications / Testing / Documentation / Provided Services:
· This scope of work is based on 8-hour shifts commencing after 7:00 AM, Monday
through Friday, excluding holidays observed.
· It is assumed that AT&T and our authorized installation subcontractor Meisner Datacom
will have ready access after notification to all areas necessary to complete scope of work.
· Project Manager and Single Point of Contact, (SPOC), shall be assigned during and post
implementation until project is completed.
· All work will be peiformed in accordance with local codes governing the installation of
new wire and cable used for electrical and/or communications purposes. If no local code
exists, pertinent sections of the National Electrical Code of 2008 will be observed.
· All materials shall be UL listed and approved.

General Contingencies:
The following items are not included in this price quote:
· Replacement and/or removal of any existing defective or unused cable, material or
equipment.
· Patch cords of any kind.
· Bell South demarcation cable.
· AT&T is not responsible for the integrity of existing building structures.
· Lightning protection
· Plywood backboards. Wall penetration sleeves.
· Engineering, drawings and or/design fees.
· Low voltage permit fee.
. Active electronics.
. Accelerated schedule.
. Ground restoration.
. Wind load certification.
This pricing is guaranteed for a period of 30 days from the date of this proposal. Thereafter,
AT&T reserves the right to review and adjust its pricing, if necessary, prior to contract signing
or acceptance of your purchase order.

Assumptions
· Proposal is based on work being done during normal business hours of 7:30 am - 4:30
pm, no overtime or shift work is provided for herein.
· All areas necessary for technicians to complete work in a timely manner shall be
accessible.
· Customer agrees to all terms and conditions herein, including payment terms and the
timely return of Work Completion forms to be provided after completion of above
detailed work.
· No changes to the above detailed work can occur without properly executed (signed and
approved) change order first being in place.
· If Customer is not the owner of the property, then Customer represents and warrants to
BelISouth that it has obtained any necessary approvals from the owner for this project.

RE: WIRELESS ISLAND - RECOMMENDATION FOR PHASE II
RECOMMENDATION:
Approve the attached agreement with AT&T in the amount of $159,738 for installation and
support for Phase II of Wireless Island.
BACKGROUND:
Phase II will expand the wireless coverage at street level from 42% to 78% of the City's current
acreage. Attachment B shows the current coverage and attachment C shows the projected
coverage once Phase II is completed. This will provide our residents and visitors to our city
enhanced coverage.

Our recommendation is to complete Phase II of the Wireless Island in order to provide additional

Their proposal for Phase I and II is based on State/local Bid.
SOURCE OF FUNDS:
Funds are available in the FY 2007/08 budget in account 20-600-5668.
