Our professional staff routinely manages contracts and projects at the federal, state, and local levels whose values exceed 1 billion dollars annually. In relation to debris removal operations, Metric has been responsible for contract management for the debris haulers. This includes Equal Employment Opportunity Compliance (EEOC) and safety compliance. Metric's staff has been responsible for the drafting of such contracts, especially where federal participation has been involved, during their previous employment at various state agencies. We are intimately aware of FEMA and FHWA guidelines regarding debris removal contracts, such as when time and materials contracts mayor may not be used for federal reimbursement purposes. Mon;toring: During the 2004 and 2005 record storm season, Metric managed over $100 million dollars in emergency debris removal contracts for the Florida Department of Transportation that included extensive coordination with FHWA, FEMA and various local governments. Because of this experience, we understand first-hand the critical issues to clearing and removing debris in a quick and efficient manner, ensuring public safety, and restoring normalcy to our citizens, while adhering to federal guidelines to ensure maximum reimbursement from participating federal agencies. Over 100 of our full time employees have significant and recent hurricane debris removal experience including not only inspection, but also invoice processing and federal guidelines. Accounting Systems: Metric Engineering has a full staff of accounting personnel with the relevant experience in federal reimbursement policies and debris removal operations. With the 2004/2005 season, Metric developed its own accounting system and software application to expedite the reconciliation of contractor's invoices and processing of load tickets. This is part of the Metric Automated Debris Management Solution™ (ADMSTM), the first and only electronic load ticketing system for debris removal operations that is immediately available. In addition, Metric follows FEMA's accounting work breakdown structure (WBS) in order to facilitate reimbursement from Federal agencies. Project Manager: Currently serving as Metric's Director of Emergency Management, Mr. Frank Day, P.E., a 33-year veteran of the Florida Department of Transportation, will serve as Project Manager overseeing all coordination and communication with the City. Mr. Day is a registered Professional Engineer in the state of Florida and has held numerous positions of increasing responsibility during his tenure with the FDOT. In his most recent capacity with the Department, Mr. Day served as the Emergency Management Coordinating Officer, and was responsible for preparedness, response, and recovery for all hazard events, including the FEMA Public Assistance Program, FHWA Emergency Relief Program, Continuity of Operation Planning (COOP), Pandemic Flu Planning, Catastrophic Planning, National Incident Management System (NIMS) Compliance, Interagency Special Needs Sheltering Planning, and Hazard Mitigation Planning. Mr. Day has successfully led the Department through 8 major hurricane events and well over 1 billion dollars in storm related recovery. Similarly, Mr. Day will remain on the job and easily accessible to the City at all times during the operational phases of any debris collection and disposal project. Under his leadership, Mr. Day will ensure that the Metric team provides all the services necessary to successfully manage the City's Emergency Debris Disposal Management contract, including guiding the team in the preparation and approval of the City's Debris Management Plan, securing qualified debris haulers for disposal work, and managing the overall monitoring of debris contractors during an event. Proiect UnderstandinQ and Approach The Metric team will successfully meet and exceed all the requirements of the City's Emergency Debris Disposal Management contract. The team's approach to each aspect of the contract are outlined as follows.. . FEMA Approved Debris Management Plan Proper planning is essential in ensuring that local governments and communities are prepared and sufficiently equipped to handle a disaster and the ensuing emergency and recovery efforts. As such, we realize the importance of developing a FEMA Approved Debris Management Plan that will help the City minimize economic and social losses, and successfully return the City's residents to a state of normalcy after an event. During the 2004/2005 Hurricane Season, Metric mobilized more than 200 inspectors in a period of 72 hours and supervised over 100 million dollars in emergency debris removal work. The firm developed an emergency debris removal plan utilizing the experience gained during the 2004/2005 Hurricane Season. This plan was developed to ensure continuity in providing a systematic and orderly debris removal operation for future emergency events no matter who was involved in the debris removal process. The Metric team will analyze and evaluate the City's ability to respond to a disaster and manage its operations. We will review any current plans, if such exists, and author a new, customized Debris Management Plan for submittal and subsequent approval by FEMA. The plan will include, at a minimum, an organizational chart of core management personnel and their areas of responsibility and relationship to the City, a list of contact information of key personnel involved, locations of TDSRS sites, permits, and other key field documents. Since we offer a comprehensive solution to the City, we will also train the City's staff in their implementation and use of the approved debris plan. Additionally, in accord with the approved plan, we offer pre-event support, aid during the event, response afterwards, and continuing support through recovery, to ensure that the plan is adhered to. In addition to preparing Debris Management Plans for various agencies, our team members have also provided Debris Plan Training Workshops, which clearly demonstrate our expertise in this field. We will recommend documentation methodologies for administrative force accounting and record keeping. We will aid in the production of documentation to detail the use of pre-event contracts. We provide valuable insight through our interpretation of applicable FEMA, along with Federal Highway Administration (FHWA), regulations and policies for both emergency and debris planning and their implementation. New Developments: One of the most important issues associated with having an approved Debris Management Plan is that a new development within FEMA states that with an approved Debris Management Plan filed with the Florida Department of Emergency Management, the City could be entitled to an additional 5% match in federal funds. In addition, regular time incurred by City staff on a declared event could be reimbursed in full. This could provide hundreds of thousands of dollars in additional reimbursement to the City for a declared event. In light of this, the Metric team greatly understands the importance of assisting the City in creating a quality Debris Management Plan for approval. Request for Proposal for Debris Removal With our in-depth knowledge of FEMA reimbursement policies, the Metric team is well aware of the necessity of having competitively bid contracts. Involved in this is writing procurement documents and assisting the City with the debris hauler evaluation process. The design of comprehensive procurement documents is an invaluable protection for the City's economic health, and will eliminate the potential for loss associated with scopes of work that historically have not been reimbursed by FEMA-the most critical issue in having a detailed RFP. The Metric team will develop, with assistance from the City, a Request for Proposals for Debris Removal and Disposal that will maximize federal reimbursements. '/'vE~~ utilizing the Scope of Work developed by the Florida Department of Transportation. This Scope has been reviewed by numerous FEMA experts and approved by the Federal Highway Administration for first pass debris removal on Federal Aid roads. Mr. Frank Day, P.E., Project Manager, coordinated the development of this Scope when he served as the Statewide Emergency Management Coordinating Officer for the Florida Department of Transportation and oversaw the reimbursement of approximately 2 billion dollars in federal reimbursement. The contractual language has steadily been revised to reflect the findings of numerous federal audits and changes to federal policies. The Metric team will coordinate development of the RFP for Debris Removal and Disposal with the City of Sunny Isles Beach to ensure compatibility with the FEMA approved Debris Management Plan. We will also recommend aggressive contractor performance expectations, reflecting the need of residents to experience a return to a sense of normalcy and expedite the economic recovery of the area. Our team will ensure that any contract for Debris Removal and Disposal contains the following provisions: RFP GUIDEliNES All payment provisions must be based on unit prices. No payments may be based on time and material costs unless limited to work performed during the first 70 hours of actual work following a disaster event. Payment will be made only for debris that FEMA determines eligible, referencing FEMA regulations and Public Assistance fides and fact sheets. An invoice provision requiring contractors to submit invoices regularly and for no more than 30-day periods. A "Termination for Convenience" clause allowing contract termination at any time, for any reason. A reasonable limit on the period of performance for the work to be done. A subcontract plan including a clear description of the percentage of the work the contractor may subcontract out, and limiting use of subcontractors to only those the City approves. The preference that the contractor use mechanical equipment to load and reasonably compact debris into the trucks and trailers. The requirement that the contractor provide a safe working environment, including properly constructed monitoring towers. Option of a unit price for extracting from ground and removing FEMA-eligible stumps (only for stumps with diameters larger than 24 inches, measured 24 inches above the ground, and with 50'10 or more of the root ball exposed), or including all stumps in the unit price. Requirements that all contract amendments and modifications be in writing. >- Requirement that contractor obtains adequate payment and performance bonds and insurance coverage. ,. ,. ,. ,. ,. ,. ,. , , ,. , , , The Metric team will supply this Request for Proposals to all potential debris haulers, review the submittals received, and make a recommendation to the City for awarding a contract. Based on our previous dealings with debris contractors, we will ensure that the City selects the most qualified service provider for any debris removal project. Debris Removal Management Services In accord with the City's FEMA approved Debris Management Plan, the Metric team will provide the necessary staff, on site and in satellite locations, equipment, training, and all other necessary items to provide the City complete management of emergency generated debris removal and disposal. Metric Engineering, Inc. processed over 100,000 paper tickets during the 2004/2005 Hurricane Season. This was unquestionably a very tedious process. However, Metric used the experience gained during the season to develop a system that would make the overall debris collection process more efficient. This evolved into Metric's Automated Debris Management Solution™ (ADMSTM). Page 5 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . : The ADMSTM system is fully operational and makes use of electronic tickets and smart card technologies. It allows for the almost instantaneous processing of load tickets, ensures that all necessary fields are complete, and allows for near real time reporting. Although tickets are issued electronically, paper tickets along with signatures are also provided for record keeping purposes. c,_.."""3::;:'':'';;:::::::'''':'':: ._.:::"_:~:_.:::"- :'3-"-'__ ~~;~ The data will be processed through the Mobile Command Center (described below) or one of our several offices, and then downloaded to our servers and processed through our enterprise GIS system. The information is then displayed graphically and disseminated via our customized web-interface. With the click of a button, the City will be able to visualize disposal site status, cumulative debris hauled, staging areas, and know when contractors have gone through an area, etc., by simply viewing the map and/or generating customized reports. This map can also be made available outside the Emergency Operations Center with an Internet connection and authorized access rights. Costs for using this system are usually offset by the reduction of data entry clerks needed to input thousands of tickets on a daily basis. In addition, these costs are reimbursable by FEMA and FHWA. One significant issue that affects various agencies during debris disposal operations is the potential for contractor fraud, the processing of illegible loads, and the entering of incorrect data from the field. With Metric's ADMSTM, these problems are virtually eliminated. There is less room for error since there are no hand-written tickets, and with the use of Smart Card technology, our electronic system of checks and balances prevents the entering of fraudulent tickets or "double loading". Part of our first response is to deploy our 100% self-contained Mobile Command Center (MCC), which is designed to function in post-disaster critical conditions where electricity and communications systems may be limited or unavailable. The MCC is powered by a 12kw Onan Quiet Generator and has a 100-gallon fuel capacity and a 50-gallon reserve tank. The MCC has sufficient fuel for 200 hours of continuous operation, is equipped with 5 work stations, 3 Dell Servers (GIS, Communications, Data) a Hewlett-Packard plotter, fax machine, VOIP telephone system, satellite communications system, internet connection, air conditioning, and a projection system which displays through a Holoscreen, allowing for the briefing of up to 50 people outside the Command unit. The Metric team will provide the City with a full service debris monitoring staff, including collection and disposal site monitors, as well as the administrative staff necessary to successfully complete the debris disposal operation. Metric maintains a database of over 300 trained monitors and supervisors in addition to our own FULL TIME staff of over 300 professionals statewide. Included in our ranks, are over 200 construction managers and inspectors who provide professional oversight on a variety of projects, ensuring compliance with local, state, and federal guidelines. In addition, Metric has agreements with local staffing agencies to add an additional 2,000 monitors if necessary. One of Metric's goals as members of the community is to put displaced workers from the local area back to work. Availabilitv of Staff One of Metric's core values has always been to provide our clients with the personal service and attention that they should expect from a small, local firm, while delivering the technical excellence of a large, national firm. In keeping with that tradition, we are devoted to giving the City and its personnel the attention they deserve. Our team members will meet with City representatives and the debris contractor daily during disaster event activation. In addition, during periods without a disaster event, and for all pre-disaster planning, Metric will continue to meet with the City's Project Manager or his/her designee. We will do our utmost to ensure that the City is always briefed and prepared for any event that might occur, including updating the City on the latest FEMA requirements, updates and improvements to our debris monitoring system, and making sure that all parties are on the same page regarding the City's approved Debris Management Plan. Metric has developed trained, quick response teams located throughout the state of Florida (North, Central, and South), who will be ready for immediate deployment at the request of the City. Metric's Corporate Headquarters is located in Miami, with satellite field offices throughout Miami-Dade County. In addition, the firm's President, and Principal-in-Charge of this contract, maintains a residence in the City of Miami Beach. As a result of this close proximity to the City of Sunny Isles Beach, the President, or another Metric team member can consistently be available to discuss the project on site within thirty minutes or less. The following is a listing of the proposed personnel that will be assigned to the City's Emergency Debris Disposal Management Contract: Carlos A. Duart. CPA Principal-in-Charge *CONTACT PERSON* Mr. Duart serves as President of Metric Engineering, Inc., and has served as the firm's Chief Financial Officer for the past seven years. He is the lead corporate officer in charge of operations as well as finance for the company. During 2004/05, Mr. Duart served as the principal-in-charge for Metric's debris removal contracts. He worked on the recovery efforts for Hurricanes Dennis, Ivan, and Wilma, overseeing all invoicing and documentation. Mr. Duart is also in charge of the company's Information Technology Division and has evaluated numerous software packages ranging from accounting, civil engineering, AutoCAD, GISLite and asset management programs. One is with Miami-Dade County in which there is a pool of several debris monitoring consultants, the second is a backup contract with the City of Hialeah should the primary provider not be able to perform the required services, and the third is a Disaster Debris Management and Support Services contract with Volusia County, which can be overseen and staffed by our Central Florida Offices. Therefore, we unequivocally state that the City of Sunny Isles Beach will be the primary South Florida client for debris removal services and receive our full resources and attention. . 4. Experience With FEMA Requirements Many of Metric's key staff come from the Florida Department of Transportation and have held positions such as District Secretaries, Director of Operations, Emergency Management Coordinator (statewide), and Professional Services Director. Mr. Frank Day, P.E. who will serve as the Project Manager on this contract, was the Emergency Management Coordinator and was responsible for the preparation of almost 2 billion dollars in federal aid reimbursement for the Florida Department of Transportation. Mr. Day is intimately familiar with current and pending FEMA and FHWA guidelines and has through his experience developed a "required Documents Checklist" which will be followed to ensure maximum reimbursement from federal and state agencies. In addition, Metric's team members from iParametrics include former FEMA personnel and FEMA trained staff members who are regularly deployed to presidentially declared disasters across the country. This regular and constant deployment ensures that they are always aware of the most up-to- date FEMA requirements in this ever-changing arena. The positions held while on a FEMA deployment are also varied and extensive, and include Debris Specialist, Project Officer, and Public Assistance Coordinator. In each instance, our staff are either directly responsible for the development of appropriate Project Worksheets for the applicant, or responsible for providing the information and data to be used in the Project Worksheet. PUBLIC ASSISTANCE STEPS iParametrics also provides FEMA with one of their certified instructors of the new FEMA Public Assistance (PA) Pilot Program. This program encourages applicants to develop an approved Debris Management Plan that ultimately allows for increased reimbursement percentages back to the applicant. The flowchart on the right demonstrates the Metric team's knowledge of the PA process. Knowledge of FEMA: Metric's credentials regarding handling complex FEMA documentation requirements are best demonstrated in the "Performance Issues" section below, as we have received 100% reimbursement for our clients, including several determinations regarding stump issues. Metric credits this not only to our working knowledge, but also to our established relations with FEMA personnel. In addition, Metric Engineering has developed 8 unique processes regarding debris management to ensure we are always up-to-date in FEMA guidelines. One of these processes, developed by Frank Day, P.E., lists and updates ALL the required forms to ensure maximum reimbursement. This was developed while managing well over 1 billion dollars of emergency work for FDOT. Another process assists with the preparation and approval of a Debris Management Plan.
