We understand the importance of these services to the City for preparing, responding and recovering from potential future disaster events. We are a 112 year old environmental engineering and consulting firm with extensive experience in disaster debris management and other salient services such as hazard and solid waste management, recycling, water/wastewater and stormwater management, information technology, and management and financial consulting. Over the years we have developed comprehensive and integrated pre-event and post-event solutions for numerous communities throughout the United States. Our proposal brings several important benefits to the City that will help achieve what we believe are key measurement~ of success: an accelerated, safe, and efficient recovery that will maximize utilization and reimbursement of state and federal funds. In addition we have several guiding principles that also assist the community to recover more quickly: · Placing the public's safety and well being first; · Utilization of local resources, both businesses and local residents; · Listening to the City and understanding your situation; and · Responding with a sense of urgency. We have a proven track record providing the services requested in the RFQ. For USACE Task Force Hope in Mississippi, the largest debris cleanup effort in US history, we were the debris management consulting firm responsible for over twenty-six (26) million cubic yards of debris and over one million load tickets. As described within in our proposal, we have superior capabilities in: . Disaster Management, Reporting and Training Systems. We maximize the use of off the shelf information technology and communications. Our HaulPassH1 System is a web based automated data management system that eliminates manual data collection (hand-written load tickets). The HaulPass™ System saves thousands of hours of data entry, invoice reconciliation, and quality control and provides real-time reporting. Our team has hands on experience and extensive knowledge of federal reimbursement regulations and disaster debris management planning, including FEMA's Public Assistance Pilot Program enabling communities to qualify for an additional five percent federal share incentive, and NIMS/ICS regulations and training programs. . Emergency Planning and Disaster Response. Our proposal provides greater detail describing our experience and qualifications with disaster preparedness, response and recovery. Our project team is comprised of qualified professionals who have extensive experience related to pre- and post-disaster recovery operations, solid and hazardous waste planning and recovery operations, and management of disposal operations, This team has successfully overseen the management of over $1 billion in federal reimbursements resulting from disaster recovery operations. The combination of our project team. and extensive debris management experience, will produce successful results for the City of Sunny Isles Beach (City). Project Manager's Technical Competency Our proposed Project Manager, Darius Stankunas. has over fourteen years of experience in solid waste management and currently focuses solely on emergency preparedness and pre- and post-disaster debris management activities. Following Hurricanes Frances and Jeanne, Mr. Stankunas served as Project Manager for the Hillsborough County, FL debris management and consulting project and supervised the development and maintenance of a disaster debris data management system of load tickets and debris contractor invoices for disaster debris collection, reduction, and disposal for three debris contractors. He was also the lead for the Hillsborough County project worksheet and FEMA appeals process. Mr. Stankunas led the development of Hillsborough County's Disaster Debris Management Plan in 2006, which was updated in 2007 to meet the requirements of the recently announced FEMA Pilot Program. Mr. Stankunas also assisted the County with debris contractor M903301 / WHI procurement, including development of the RFP scope of work and review of proposals prior to selection. He served as deputy project manager for the 2005-2006 Hurricane Katrina Project for Task Force Hope Mississippi and currently serves as project manger for the debris management effort in Erie County, NY following the 2006 snow event. Work will be performed 12-14 hours per day, 7 days per week. or as project requirements change and as directed by the City. Daily reports and GIS zone maps will be provided in accordance with established standard operating procedures. We will provide QA services to meet the requirements of the Scope of Work issued by the City. Specific work locations in the geographic area will vary, and are subject to change during the course of the debris recovery project. We understand it is our responsibility to relocate personnel as the assignment may require. I I I I We will implement our Debris Management standard operating procedure (SOP) and develop an Accident Prevention Plan (APP) and will also provide a Health and Safety Coordinator for this assignment and provide a minimum of 4 hours of on the job technical and health and safety (H&S) training to all QA Monitors. All personnel will have the personal protective equipment (PPE) identified in the City's RFP and in compliance with applicable federal, state, and local regulations. I I I We will provide at least one QA Roving monitor per debris zone to monitor and verify eligible debris removal from their zone. Roving QAs will have all required PPE and other salient equipment. I I For the debris QA monitors, we will designate a Supervisory QA monitor for a maximum of every 25 QA monitors who will be responsible for assisting in coordination between the City and the QA monitors on his team. The Supervisory QA Monitor will manage reporting of time sheets for his team, and assure efficient operations and compliance with the requirements of the contract. He will resolve minor, informal complaints and orient new staff assigned to his team. Larger problems and issues will be managed by our Operations Manager so as not to impede any Supervisory QA Monitor's ability to perform their assigned inspection duties. I I I I I I M903301 / WHI Understanding of the Debris Removal Scope of Work The QA Monitors for a debris removal project are typically required to provide: :J Quality assurance for debris removal and reduction. :J Monitoring of the work performed by debris removal contractors to assure compliance with City contract requirements. ., Prompt reporting of deficiencies in the performance of work by the debris removal contractors. ::J Debris Contractor Truck Certification of each truck/trailer that is added into service by the debris contractors by taking a physical measurement of the truck bed and completing a truck certification form. They will then issue a corresponding truck placard for each vehicle certified, as well as a HaulPass™ card, :I Verify each truck/trailer that delivers to the disposal site has a valid load ticket and placard. . Make sure each truck bed is empty upon departure form the disposal site. ::J Organize debris load tickets for proper storage, tracking and quality control. All paper load tickets are scanned and the digital image transmitted to the database, ::I Monitor individual loads of debris to estimate load quantity, complete debris load tickets and determine the quantity of debris removed and reduced and provide the load tickets daily to the City. :J Manage questions or problems that could impact work area safety and eligibility for reimbursement. ::I Perform "end of day" duties, such as verifying that all debris hauling contractor vehicles have left the site, and other duties that may be necessary to secure the site. ::I Provide a daily inspection report. The report will identify, at a minimum, the cumulative quantity of debris hauled, the cumulative quantity of debris reduced and the results of QA inspections performed. '] Other duties within the general scope of construction quality assurance as needed to support the debris removal and reduction mission. ~~r INDEPENDENT ENVIRONMENTAL ENGINEERS, SCIENTISTS AND CONSULTANTS I I I I I I I I I I I I I I I I I I I I City of Sunny Isles Beach A Professional Services for Emergency Debris Disposal Management \1111 Our Unique Disaster Debris Data Management Approach The one greatest significant issue facing an applicant such as The City is the need for speedy and accurate documentation of post-event field work to facilitate and expedite FEMA funding. Utilizing paper load tickets creates countless delays due to invoice reconciliation, data entry, QA!QC of data entry, among other issues. An alternative ~ approach to the traditional paper load ticket system is the use of Malcolm Pirnie's HaulPass™ system (a Smart Card data capture and management system). The system is activated upon notice to proceed and, depending upon the magnitude of the event. is completely operational in less than 30 days. Once the system is fully deployed, the paper load ticket becomes the "backup" process only, The HaulPass™ approach utilizes a credit card size plastic card that has a small programmable memory chip. When a debris contractor vehicle is certified, the vehicle driver is issued a HaulPass™ card with the vehicle certification number (i.e., the placard number) embedded and encrypted on the HaulPass™ card. The debris contractor is responsible for their HaulPass™ and if lost or damaged, is required to be recertified to receive a new card. Our HaulPass™ system exceeds the requirements of FEMA Guidance 325. The debris load site monitor (i.e., QA Field Monitor) is issued a unique identification number which is embedded and encrypted on their Smart Card (QA Monitor Card), as well as a GPS enabled Personal Digital Assistant (PDA) cradled in a Smart Card reader. The QA Field Monitor would use his/her card to sign-in to the PDA each morning. In addition, each debris disposal site is equipped with a printer and PDA. The PDA has a Smart Card reader M903301 / WHI ~ which reads the HaulPass™ and prints hard copies of the debris load ticket for the vehicle driver, debris contractor, and the City. Each debris site monitor (QA Tower Monitor) will also be issued a unique identification number which is embedded and encrypted on their Smart Card. Upon arrival at the disposal site, the debris contractor provides the HaulPass™ to the QA Tower Monitor who then inserts the card into the Smart Card reader enabled PDA. Professional Services for Emergency Debris Disposal Management . certification number is read from the HaulPass™ and the vehicle's information appears on the PDA screen, including a picture of the certified vehicle, to verify the placard number and that no alterations have been made to the vehicle. Upon verification of vehicle information, the QA Tower Monitor enters the debris load type and percent full. A load ticket is then printed for the vehicle driver and, simultaneously, the HaulPass™ is erased with the exception of the contractor certification information, The HaulPass™ is then returned to the debris contractor driver for use on the next load. This approach entirely eliminates manual data entry of paper load tickets and data entry into a database and provides "real- time" reporting, mapping, data management, and auditing. Once the debris disposal site has closed operations for the day, the data gathered from the QA Tower Monitor PDA is uploaded to the Event Manager application, which provides graphical and tabular reporting of the day's events. If cell phone service is available, the data is sent at regular intervals for near real-time reporting, The Event Manager application is designed to fully automate many of the paper-based time intensive processes required to maintain debris record keeping and accounting operations. The HaulPass™ system is a distributed suite of applications designed to perform as a central office data repository enabling new and/or revised information to be distributed to various agencies, contractors, or the public. The Event M903301 / WHI ~ Manager has been designed from the ground up as a web based application and therefore can be made available to any hardware platform capable of running Microsoft Internet Explorer browser, Access to the system is rigidly controlled thru role based security, Data encryption algorithms are used at numerous places throughout the application to protect sensitive data. The Event Manager delivers various tabular reports such as daily debris volume totals, number of Load Tickets produced, volume of debris hauled by contractors, and total volume delivered to the disposal site. The Event Manager application is also a map based GIS application. GIS provides the user with the ability to interact with load tickets, debris sites, contractors, field QAs, etc. on a geographic basis. For example, one layer in the GIS presents all debris sites, another presents all load tickets, and a third layer is capable of displaying loads by contractor and subcontractor. Each of these layers has associated map-based and tabular reports attached to it to ..----- .. -.... ------- ...- ~ enable the user to make decisions with respect to contractor deployments, completeness of debris pick-up, and other similar uses. ,- I~ The HaulPass™ system was designed to capture data as required by FEMA guidance documents to ensure maximum reimbursement for the applicant. We have incorporated the lessons learned from fairly recent Hurricanes Frances, Jeanne, Ivan, Wilma and Katrina into our plan for this contract. For this assignment we have available two (2) local offices, Ft. Power Outage Solutions We have the resources and equipment to provide for electrical power by alternate means, including: , Generators , Batteries .J Solar Panels ::I Vehicles We are self-sufficient and have the capability to deploy to completely "dark" areas that are without electrical power, telephones, cable communications, and potable water. Communications :::J Phones: We have an existing contract with a national cellular phone provider that provides us with the capability to provide cellular phones to all QA monitors, If requested, these phones can be activated to provide GPS coordinates and provide a M903301 / WHI ~ tracking report for the location of each QA Monitor. Additionally we provide satellite phones to key personnel. :J Internet: We utilize an intranet and internet and have in-house IT Support capable of solving typical access issues. This service can be satellite or land- line based depending upon the status in the affected area. Fuel We have the resources and ability to provide for large scale independent fuel deliveries to our base of operations and smaller scale deliveries to individual QA Monitors. Food and Consumables We have the ability to provide an independent food service provider that will provide us with hot and cold meals on a daily basis. Additionally, we have in-house resources and capabilities to provide dry goods and consumable supplies on an on-call basis. We are self- sufficient and can assist you if needed. LEAD TIME It is our SOP that upon notification by the City we shall provide, within 4 to 48 hours, a minimum number of Quality Assurance monitors to perform all services anticipated in the RFP Scope of Work. It is our position that our team has the resources and assets to meet or exceed the lead time requirements set by the City for this assignment. Our team is strategically placed in the potential disaster affected area and is supported by the combined regional and national resources of our firms. We maintain a "ready list" of available personnel to deploy within a few hours notice. These individuals provide the core group to meet the immediate needs of the City and provide us with the ability to supplement the staff we will hire from the local area. I AVAilABILITY OF STAFF I Malcolm Pirnie, through its wholly owned subsidiary Rostan Solutions, LLC, maintains a core group of disaster response and recovery personnel capable of immediate deployment to a disaster affected area (usually within less than 4 hours), Typically a member(s) of this team resides with the City during storm landfall at the City's EOC or other designated facility. This individual is equipped with satellite and cellular phones so he can communicate at the earliest possible time following landfall. BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (tnclude scope, size, and cost) Fees: $14,493,407 In support of Task Force Hope, Malcolm Pimie was contracted to provide quality assurance services for an estimated 26 million cubic yards of debris in II counties and five cities for HUITicane Katrina Recovery Efforts in Mississippi, Under this unique contract, we were required to provide over 480 field personnel to inspect temporary roofing, debris removal operations and general construction including demolition, Within days of contract award Malcolm Pimie mobilized a core group of engineers and scientists to set up operations in the hurricane disaster area, This core group recruited, interviewed and trained a large temporary workforce of local residents, most of which had been affected by the Hurricane, Not only were we able to meet all of the contract requirements on this fast-paced emergency effort but we were also able to provide a significant boost to the local economy by hiring local individuals and small local firms to support our efforts, The contract was initiated in December 2005 and included providing over 100 USACE trained Quality Assurance Representatives within 2 days of Notice to Proceed, Within 3 weeks we were able to provide over 480 staff. Almost all the challenges in getting reimbursed were the result of inadequate documentation provided by participant workers to FEMA for reimbursement funding on FEMA's "Project Worksheets" (PWs). During the recovery effoI1s not all city staff members were aware of the documentation that would later be required for reimbursement. Further, FEMA representatives were not continuously on-site to guide the documentation process, The urgent nature of the recovery activities and the absence of clear documentation protocols at the various levels of city staff resulted in inadequate documentation of many expenditures at the time. This inadequacy required Finance Department staff to reconstruct support documentation well after the fact by sorting through time sheets and expense records and interviewing city employees. At a minimum, this complication caused delays in the disbursement of 6,5 million dollars of requested reimbursement funding, For some expenditures the lack of documentation resulted in the pennanent loss of the opportunity for reimbursement. Homes were destroyed, power was cut, huge trees toppled into the roads making movement and communication nearly impossible. Damage was so extensive that even old graves were pulled out of the ground in the roots of massive old growth oak trees. Hurricane Katrina caused tens of millions of dollars in residential and commercial property damage and more than S3 million in City debris related damage and labor costs potentially recoverable from FEMA. Malcolm Pirnie's scope of work involved the following: . Comprehensive Post Disaster Strategic Planning - Management of the FEMA process began within first week after the disaster was declared. Scope focused on being the City's representative and advocate in all dealings with FEMA. This included the day to day on the ground contact with project team members writing and coordinating the entire project worksheet process including force account labor and equipment summaries for all categories (both large and small projects), negotiating versions, deadline revisions, prompt payment streamlining practices, audit preparation/negotiation, and deobligation appeals. . Work included coordinating this entire process with the state's emergency management agency (MEMA) and the comprehensive coordination of the management and cost recovery process with the state's department of transportation (MDOT), department of environmental quality (MDEQ), and the National Resource Conservation Service (NRCS). a. In addition, Pirnie successfully overturned a deobligation of S 181 ,000.00 in debris removal funds based on what was agreed by the reobligation of funds as an arbitrary and capricious re-setting of debris measurement standards on FEMA/MEMA's part. Finally, Pirnie is negotiating with FEMA/MEMA to recover an additional S 188,000.00 not covered by FEMA policy but under active consideration as an allowed amended version to the debris removal project worksheet. In these cases, we typically perform a Baseline inspection consisting of photo documentation and a written record of existing conditions prior to any mobilization of equipment or placement of material. We also conduct observations periodically throughout the period debris is collected, stored, processed, removed from the site, and site restoration is completed. Additionally, Malcolm Pirnie will evaluate the debris contractor's procedures for proper storage, management and disposal of ash, household hazardous waste, and other materials. Following debris operations, Malcolm Pirnie prepares a TDSRS closure report documenting the site conditions upon Closure, This closeout report compares Baseline and Closure environmental conditions including a comparison of analytical data collected, and visual comparisons. If required, we conduct both baseline and closure groundwater and soil sampling to document conditions prior to and after debris management activities and establish whether the TDSRS was adversely impacted by debris management activities.
