TECHNICAL COMPETENCE For over eight years, Target Engineering Group, Inc., (Target) has provided professional engineering services in construction management and inspection to a diverse group of state agencies and public clients throughout the State of Florida. Our team members of over one hundred (100) professionals have participated in a wide range of transportation, civil engineering and public/institutional projects. Our professionals have demonstrated expertise in highways, roadway, moveable bridges, segmental bridges, fixed bridges, toll plazas facilities, service plaza facilities, airports, drainage, utilities and buildings. In addition, Target Engineering Group has the proven record and expertise in the Emergency Hurricane Disaster Recovery Management. Target Engineering Group, Inc. has repeatedly demonstrated its comprehensive understanding in the management of emergency contracts to various local and state and federal agencies. Our prior involvement in emergency contracts and track record in Disaster Management clearly shows our Team's ability to perform these valuable services to several cities based upon our past efforts for the Florida Department of Transportation's Districts 1, 4, and 6 as well as various counties. Our Miami office, located at 8095 NW 12th Street, Suite 105, Miami, Florida 33126, will be the responsible office for this contract. Our Team will be able to assist in all aspects of the hurricane relief efforts presented in the Request For Proposals. Target Engineering Group strives to provide high quality management, engineering and inspection services through effective management of our professional staff and resources. We draw from our extensive knowledge and experience and we base our approach on innovation, partnering and a strong commitment to our client's interest. The Proiect Team's Overall Technical Competency Starting with Hurricane Frances in 2004 and for every hurricane affecting Florida Department of Transportation Districts 4 and 6 since, Target has been involved in all aspects of emergency contracts including inspection of the work, coordination of the recovery effort, program management and cost control, and reporting to state and federal agencies. We believe our extensive experience in these types of projects sets us apart. We highlight below the most important aspects of our services. The personnel that we propose herein have the hands on experience necessary to provide the immediate and effective response to the City's needs during an emergency. We believe the experience we have gained in the administration of the various projects as listed in the previous section allows us to offer the best of "lesson learned" and provide effective assistance to the City. Our personnel will not have to go through a learning curve; we have done it before and done it well. We highlight below the qualifications of our staff. Raj Rangaswamy, P.E, - Principal in Charge, Mr. Rangaswamy has over 25 years of experience in construction of bridges, highways and buildings. He spent his last 12 years working as a CEI Resident/Senior Project Engineer on major Department of Transportation projects. Raj was personally involved with assisting the Florida Department of Transportation District 4 with assessing damage, developing bid documents, and contracting during the 2004 and 2005 hurricane seasons. His technical abilities combined with his managerial skills have been successfully demonstrated on all the projects which he was involved in. Sara Duffoo, P.E. - Quality Assurance/Senior Project Engineer, Ms. Duffoo has 20 years experience in civil engineering and construction projects. As Project Administrator, she has successfully completed several projects for the Florida Department of Transportation Fort Lauderdale Construction Office. She will be the Project Manager for this contract. Ms Duffoo was extremely instrumental in assisting FDOT District 6 with the Hurricane recovery effort following Hurricane Wilma. Her work experience with the hurricane recovery effort involved coordinating the different recovery operations with the Department and the Contractor's work forces ensuring that all the high priority areas were address first. Ms. Duffoo has also served as Final Estimates Review Engineer in FDOT Districts 4 and 6. She is proficient in all aspects of construction engineering and inspection including Multi-line, CPM scheduling and claim analysis. Throughout her career she has received several FDOT recognition awards for her performance on projects. I I I I EMERGENCY DEBRIS DISPOSAL MANAGEMENT Stephen Stokes - Project Administrator / Field Manager, Mr. Stokes was also very instrumental in assisting FDOT District 4 with the hurricane recovery effort for Hurricanes Frances, Jeanne, and Wilma. Mr. Stokes was involved with all aspects of the recovery effort, which included roadway clearing, sign and signal repair, and debris removal in the Indian River, St. Lucie and Martin County area. Mr. Stokes also helped train and direct field inspection personnel in FDOT Specifications and Standards including proper documentation in accordance with FHWA and FEMA Guidelines. I Chandra Neelamraju - Data Manager, Mr. Neelamraju has four years of experience in the Civil Engineering, including one year as Structural Engineer I and two years as CEI Contract Support Specialist. Mr. Neelamraju reviewed debris, sign, and signals invoices to ensure compliance with FEMA and FHWA reimbursement guidelines during Hurricanes Frances, Jeanne, and Wilma in FDOT District 4. I I Gonzalo Guerra - Senior Inspector / Field Supervisor, Mr. Guerra's emergency recovery work included supervising and monitoring repairs and activations of traffic signalization, debris removal and disposal operations, lighting repair, and drainage cleaning. Duties included contract management, inspection and documentation of contractor's activities and processing contractor's payment. I I I David Hernandez - Field Supervisor, Mr. Hernandez was heavily involved with assisting FDOT District 6 with the hurricane restoration effort. His work included supervising and monitoring debris removal and disposal operations, traffic signalization repair, lighting repair, and drainage cleaning. He was also involved in contract management, inspection and documentation of contractor's activities as well as reviewing contractor's payment requests. Sub Consultants The personnel presented above have the experience and expertise necessary to address the scope of services included in the City's Request for Proposals. Our plan is to reach out to our colleagues in the industry with whom we have worked in other emergencies in order to benefit from their experience in certain areas. We intend to request the participation of selected personnel from Consul-Tech Construction Management, Inc., and Eisman & Russo, Inc., with whom we have successfully worked with in past emergencies. I Consul-Tech Construction Manaaement, Inc. Consul-Tech Construction Management has repeatedly demonstrated with various local and state agencies its comprehensive understanding in all the areas described in this proposal. Their previous experience in Disaster Management, specifically in Debris Removal Monitoring, clearly demonstrates their capability to perform these valuable services when the need arises. Consul-Tech is currently completing all the documentation for the 2004 and 2005 Hurricanes for the Department of Transportation throughout 19 counties in South Florida. Consul-Tech's personnel proposed are extremely knowledgeable in their respective areas and are considered some of the best in the field of emergency management. I I I I I Eisman & Russo. Inc. Eisman & Russo has been working within the FHWA and FEMA guidelines for the past several years and has been intimately involved with similar projects for multiple counties, cities, and local and state agencies. Eisman & Russo has responded to six hurricanes within the past two years and has refined the advanced planning, post-hurricane clean-up, and restoration processes. The Proiect Manaaer Specific Technical Competency I John Corcoran, Project Manager, Target Engineering Group has selected John Corcoran for this time sensitive and extremely important assignment. John's experience in FDOT Maintenance and Construction Operations, together with his Hurricane Emergency Recovery Consultant experience in FDOT District Four and Six is not surpassed. John's knowledge, experience, achievements and quality of work makes him the most ideal candidate for this assignment. John offers 28 years of engineering and construction experience in both the private and public sectors. He spent 14 years with the Florida Department of Transportation (FDOT) in Districts IV and VI, where he served in various engineering capacities in the operations division. John served as Project Manager on the Year 2004-2005 Emergency Hurricane I I 2 I I I I I I I I I I I I I I I I I I I EMERGENCY DEBRIS DISPOSAL MANAGEMENT Restoration Contract in Districts Six and Four. John and his team efforts were recognized by the City of North Miami Beach with a "John Corcoran/Target Engineering Group" Proclamation Day. II. PROJECT UNDERSTANDING AND APPROACH Approach & Operational Plan for the City The scope of services in this Request for Proposals lists a number of activities that need to be performed on short notice. We are confident that the qualifications and experience of the personnel assigned to this project will allow us to provide such services upon notification. By necessity, a number of these activities will be concurrent and performed in close cooperation with City personnel, which will require updates being transmitted on a regular basis to inform the City of our progress. Before the Storm Debris Manaaement Action Plan The clear presentation of duties, responsibilities and procedures in a manual is an excellent tool for handling emergencies, Naturally, as things change and experience is gained, additional material can be incorporated in it. Our first order of business will be to become very familiar with the information already available at the City and to schedule sessions with Emergency Management Personnel to discuss any comments, clarifications or questions we may develop during this review. We will develop possible recommendations for incorporation into the manual based on the experience we have accumulated over our 14 years of emergency contract management. Some of the activities we anticipate handling include: ~ Provide Daily/Weekly/Monthly Updates to City Managers and/or Council Members ~ Progress Reporting, Estimate of Completion Analysis ~ Debris Management Zone weekly updates ~ Damage assessment reports, status reporting ~ Coordinate activities with City ~ Coordinate activities with adjacent Counties and Agencies ~ Schedule and attend regular Public Information Meetings ~ Provide notices and other information to local news agencies ~ Handle business and resident concerns and provide progress information as needed ~ Coordinate activities with the Solid Waste Management Department (SWMD) ~ Provide status reports to SWMD Directors as required ~ Coordinate activities with Emergency Operations Centers (EOC) ~ Assist in monitoring and reporting any illegal dumping activities ~ Assist in traffic control ~ Prepare PW's/DDIR's and documentation necessary for FEMA/FHWA reimbursement ~ Provide real time information for use by the Public Information Officer and provide PIO personnel if necessary ~ Provide trained personnel as requested to fill administrative and management roles in the case of disaster ~ Management Organization ~ Provide contractor invoice reviews and approvals ~ Provide other Project Management duties as assigned by the City Aqreements with Other Aaencies It will be necessary to update the list of agencies with which the City anticipates coordinating their efforts with in case of an emergency. This includes law enforcement departments, emergency rescue departments, utility companies, railroad corridors and the Florida Department of Transportation. We will strive to make a complete list with a graphic representation of each jurisdiction name and contact information of emergency management personnel. Coordination with Contractors Our proposed Team has participated in the development of standard contracts for use in case of emergencies. The coordination of contractors meetings with participation of the Florida Transportation Builders Association (FTBA) and industry representatives from FDOT debris hauling contractors resulted in documents that were satisfactory to all parties. As with any contract, new experiences may warrant the modification and inclusion of additional contract provisions and contract unit pricing, particularly 3 I EMERGENCY DEBRIS DISPOSAL MANAGEMENT I I I considering the special cases of highly urbanized areas. On this project, we propose to follow a similar procedure since a partnership with the debris removal contractors is key to the success of this program. We will always recommend doing this coordination through the industry representatives in order to avoid perception of favoritism to any given contractor. A broad representation of the industry, the commitment of resources and a clear understanding of the procedures for performing and invoicing the work should be discussed. Similar to the work effort that we did for Miami-Dade County, we strongly recommend the use of a pre-emergency scope of services meeting which would include inviting the contractors that may be interested in participating in the program, for the purpose of discussing the particulars of the emergency contract, field operations, reporting procedures, collaboration with other agencies and with the public, and invoicing procedures. We will also assist the City in identifying the contractors that have worked in the past and their performance and the level of resources that can be committed to the project. I I Temporary Debris Staging & Reduction Sites (TDSRS) In order to insure maximum efficiency of debris removal and disposal operations, it is vitally important to select only the most suitable sites for temporary debris staging and reduction. Available sites should be surveyed in advance to insure they are fully useful and cost effective as well as environmentally appropriate for their intended usage. I The following factors should be considered when reviewing the TDSR Sites: Size - An appropriate TSDRS needs to be of adequate size to accommodate the hauling, dumping, and stockpiling of large quantities of debris, as well as for activities such as shredding, chipping and burning. Location - TDSR sites are most useful and efficient when they are convenient (short haul distance) for the debris removal contractors. Crucial in their estimation of costs for removal efforts is the time for each truck to haul, dump, and return. Stability/Ground Conditions - Usefulness and efficiency of a TDSRS is dependent on the ability of trucks to enter, turn around, dump, and leave the site with minimal hindrance such as soggy conditions or unstable ground conditions. For this reason, existing ground elevations and drainage capabilities need to be given careful consideration. I I I I TDSRS's and Effects on Debris Removal Costs In order to promote maximum competition among possible debris removal contractors, available TDSR sites need to be surveyed, reviewed, selected, and disclosed to all prospective bidders for use in preparing their bids for emergency work. Availability, location, size, and suitability for their intended purpose are all important factors in determining costs and efficiency of operations. In this regard, the more unknowns removed from the bidding process and the greater consistency and competition amongst bids, makes for more options as well as increased contractor's resources available for the recovery efforts, all to the greater benefit of the public. I I I I I Durino Hurricane Watch/Alert Pre-Mobilization Within three days of anticipated landfall we proceed to update all of our contact lists and contact our partners in the industry to ascertain the availability of personnel. For our core management group, we have already stipulated procedures for contacting personnel in the absence of telecommunications, as is often the case. As a way of example, immediately after Hurricane Katrina, when no cell phone communications were available, we were able to gather a group of twelve core inspectors within two hours by following the door-to-door procedure that we had set in place. In addition to the procedures for communications to personnel, part of our pre-mobilization includes the renting of motor homes to provide self-contained office space. I Communications We have learned that adequate communication is the key to managing the effort. It is also evident that not all cell phone services are available at all locations, Our proposed manager will carry two different cell phones from two different service providers, In this way we mitigate communication problems after a storm. Additionally, all managers have laptop computers equipped with satellite wireless communication cards to maintain connectivity to our main servers. Moreover and due to our experience after Hurricane Wilma, Target has invested substantial funds in the total duplication of our computer system in an out-of- state location. We are now confident that even in the case of loss of power and loss of broadband 4 I I I EMERGENCY DEBRIS DISPOSAL MANAGEMENT I I communications, our Team will be able to continue functioning thanks to our redundant system. We have also requested and have been placed in BellSouth's emergency priority list for the restoration of telecommunications in case any of our facilities are affected. I Fuel We have 'earned our lesson regarding the need to have fuel available to inspection and monitoring personnel. Even when some agencies, such as the Department of Transportation, have made fuel available to our staff, in some remote locations we have wasted valuable time traveling back and forth to fuel locations. To avoid this on all our future endeavors, we have made arrangements with fueling companies to have fueling trucks available to respond to locations in need once winds decrease below 45 mph. I I After the Storm Passes/ Clean-Up Inspection, Measurement and Certification The proposed staff for this project is intensely familiar with federal and state regulations and requirements regarding certification of contractor's debris removal equipment. Over the years and as a direct result of the various storm recoveries our Team has participated in, we have fine tuned our procedures and enhanced our abilities of observing, checking, and tracking debris removal activities and quantities. In this regard, our successes have been measured by two vital factors: I I );> The efficiency and expeditiousness of the various recovery efforts under Target management );> The ability of local and state agencies to maximize federal participation and timely reimbursements from Target managed emergency contracts I I Of vital importance when seeking federal agency reimbursements are the certified volume measurements for the various hauling equipment (trucks) that are used to dispose of the debris. In this regard, all haul trucks need to be accurately measured and photographed with the vehicle owners present to insure accurate capacities as well as to eliminate possible contract disputes over pay quantities. All certifications are double checked by Target Field Supervisors to insure accuracy, and a complete record of all equipment utilized and documented is kept using the form shown. Certified maximum truck volumes and individually assigned Contract Identification Numbers are posted on all haul vehicles via Target issued adhesive placards for ease of field identification. Equipment not properly displaying these assigned placards will not be allowed to operate on the project nor will any volume of debris hauled by uncertified equipment be credited for contractor payment. I I All field issued truck certifications are entered into the Target database on a daily basis. The database information is linked to the Project Managers Quantification Reports to insure that all Load Ticket Percentage Full Calculations are based on the original certified capacities to eliminate the possibility of field calculation errors. This system automatically flags all field load tickets with volume calculation errors and corrects pay quantities based on the original "certified" volumes which would override the potential for unauthorized altered equipment placards. Flagged load tickets are "kicked out" by the system for immediate investigation and resolution of any discrepancy. I I I Spot Checking of Debris Recovery Equipment In order to insure that unauthorized equipment alterations do not take place, copies of all truck certifications with attached equipment photos are kept on file at the various Temporary Debris Staging and Reduction Sites (TDSRS). Original certifications are kept at Target's Disaster Recovery Office. The field copies and photos are utilized by TDSR Site Monitors to both routinely and randomly check for continued compliance with originally certified capacities. In the event a contractor receives authorization to alter or modify haul equipment, a new certification will be required. New certified quantities and equipment numbers as well as identification placards and equipment photos will be issued and processed. All database information on "Re-Certified" vehicles will be cross-referenced with their original certifications in the database and quantities calculated will be based on certified capacities current at the time of each individual load. I I Assignment of Field Monitors Field Monitor assignment will vary from one per work crew to a maximum of one per five work crews based on contractor's equipment utilizations and geographic constraints, which might exist over large work areas. A daily field coordination meeting with working contractors in each work area insures 1 00% 5 I I I EMERGENCY DEBRIS DISPOSAL MANAGEMENT I I coverage and inspections for all work crews without incurring unnecessary delays to recovery operations. Field Supervisors can access at all times a valuable source for additional trained Monitors established by our Rapid Response Training Program discussed in detail under "Resources & Availability". This insures that our Area Supervisors always have qualified and fully trained field monitors available to accommodate changing work crew assignments from multiple contractors over large geographical areas. Numbers of field monitors assigned will be adjusted on a daily basis as per the next day's contractor work assignments. Daily Start Up and Coordination Meetings between Contractor's Supervisors and Field Supervisors insure that the work proceeds in an efficient, effective, and safe manner. I I Verification of Loading and Compaction All field loading operations will be closely monitored by the Target Team personnel during loading activities. Hand loaded trucks, although sometimes necessary in restricted areas and certain circumstances, are generally discouraged if not disallowed for high volume work. Hand-loaded vehicles utilized in special circumstances are evaluated for pay quantities on the established 100% = 50% FEMA authorized method. Field Monitors are instructed to properly note on all load tickets whether the loads are "Machine" or "Hand Loaded" to alert Tower Monitors to appropriately adjust pay quantities to conform to FEMA accepted practices. Proper methods of evaluating percentage full values are reviewed with contractors before commencing work to promote cooperation and a "team effort" as well as to avoid any possible pay discrepancies and/or field conflicts that could affect the successful outcome of the project. I I I Inspection of Work of Debris Recovery Contractors All field monitors are provided detailed instructions regarding type of the debris to be handled by their contractors including segregation requirements and proper load ticket notations signifying debris classifications, pick up locations, dump site locations, etc. Upon any observation of improper procedures, Debris Monitors may need to issue field stop work orders as authorized by the City. In the event of any stop work order, Field Supervisors will be immediately notified to confirm the time, placed and cause of any stop work order, and to provide for immediate resolution and continuance of the work. Field Supervisors will immediately take charge to insure that any resolution takes place and a timely re-start of operations proceeds without unnecessary delay. I I I Obtaining and Recording Load Information All field monitors responsible for writing and signing load tickets will be required to keep with them at all times a copy of the Debris Management Action Plan for quick field reference. Under no circumstances will field monitors be authorized to sign load tickets without witnessing first hand that all procedures and requirements have been met. Each evening, we begin inputting the load ticket information into our customized database for reporting purposes the following morning. I I Survey of Areas for Special Needs As part of daily routines, Field Monitors are trained to survey their assigned work areas at the end of each work period and record any pertinent information regarding location and size of tree stumps, estimated quantities of remaining debris, placement of any new debris along previously cleaned areas, presence of hazardous materials, etc, on their daily reports. Daily reports are reviewed by Supervisors to produce Estimates of Remaining Debris, Production Rates, and other forecasting tools to track progress and estimate project completion dates by area. Information is also assembled and utilized when necessary to establish the need for specialized work crews either for the handling of hazardous materials or in cases where de-rooted trees may require special equipment for removal and handling. All tree stumps removed shall have their ground cavities filled with clean fill and then properly graded level for public safety. Tree stumps will be documented along with photographs and GPS coordinates in accordance with FEMA policy to insure maximum reimbursements for costs incurred. I I I Innovative Approaches During our experience with the 2004 and 2005 storms in South Florida's FDOT's $400 million restoration program which included the cleaning of all drainage structures and roadway and drainage repairs in thousands of locations, we recommended the development of a master database for future use. A database can be compiled by uploading the information captured in the field, including the date in which the structure was cleaned, the name of the contractor and any other particulars, such as damages or missing grates. This information which was developed during the course of the repairs can be used as part of the City's maintenance program for the cleaning of drainage structures. 6 I I I I EMERGENCY DEBRIS DISPOSAL MANAGEMENT I I GIS/Database Utilizing our experience in previous emergency contracts our Team integrated a GIS file with the real-time database, which was maintained for the Miami-Dade program. In this way, county and city officials could click on any particular street and receive from the database the corresponding project worksheets, approved budgets, name of contractors assigned to the project, start and end dates of the activities, as well as the number of requisitions and amounts paid to date. This information was also developed with very little extra efforts since the majority of the work was being performed under the normal course of business for documentation of the damages. We propose to develop a similar system for the tracking and monitoring of debris removal for the City. This tool will allow for the review of real time information on the corridors being cleaned, the amount of debris hauled, the name of contractor and the overall progress. The information will be captured on a daily basis from the daily reports and tickets turned in by the monitors. This work effort not only provides a very efficient means of reporting progress both in numeric and graphic form, but also can serve in the future for the determination of potential damages to infrastructures knowing the work efforts applied to any given corridor. I I I III. AVAILABILITY OF STAFF I Resources & Availability Our proposed core staff of experienced personnel highlighted by this proposal and shown in the Organizational Chart shown below will be immediately available to assist the City in the event of an emergency and we can guarantee response of full field teams as needed within 24-hours of a storm event. Further, our proposed Project Manager, Sara Duffoo will be available at the City's request to attend any annual or pre-event planning meetings as may be needed. I I In addition to our proposed core personnel and the numerous pool of experienced staff our team can offer, our sub-consultant Consul-Tech has established a comprehensive "Rapid Response Recruiting and Training Program" that allows our Key Disaster Recovery Personnel to effectively recruit and employ many displaced local workers to fill available monitoring positions immediately following storm events. Our proven program for involving the local work force in the recovery efforts while providing much needed economic relief has acquired industry-wide acclaim in the field of Emergency Management. New debris monitors are given an intensive three day training program held by debris area managers and field supervisors. Each new monitor is assigned to a senior level monitor for each of the three days of training. The three specific areas of training are: ).> Maintenance of Traffic (MOT) and Worker Safety (OSHA) - During this training, candidates are taught the basic fundamentals of proper lane closures, advance warning signs, and basic heavy equipment safety procedures. ).> Road-Side Pick-Up Procedures, Public Safety, and Debris Load Documentation - During this phase of training, candidates are exposed to actual field pick-up operations, and are taught the proper procedures (Load Ticket Documentation) needed to document location, type, and quantity of debris being removed. I I I ).> Temporary Debris Staging and Reduction Site (TDSRS) Management - During this final phase of training, monitor candidates are placed at one of the several Temporary Debris Staging and Reduction Sites and are given hands-on training on the proper procedures and methods for assessing truck load volumes, verifying truck certifications, monitoring debris segregation, and proper debris handling and dumping, including on-site burning, chipping, and final disposal. I I I I I I I I I Experienced Field Supervisors are assigned to oversee specific work zones based on anticipated volumes of debris and number of contractor work crews within each area, Field Monitors are assigned from one to five individual work crews depending on individual experience and capabilities as well as geographical constraints which might exist within certain work zones. Our ability to make rapid changes to accommodate varying work crews and changing field conditions allows us to operate with the highest level of quality control. As a result, we can insure that the contractor's operations will never go unsupervised due to lack of trained and qualified personnel. IV. EXPERIENCE WITH FEMA REQUIREMENTS Knowledge of Procedures Due to our participation in the restoration effort in Broward County after 2004 and 2005 Hurricanes the Target Team has been involved in the preparation 3,000 FEMA Project Worksheets. As a result, we became intimately aware of the intricacies of the Robert T. Stafford Disaster Relief and Emergency Assistance Act and the corresponding funding mechanisms used by FEMA for reimbursing the cost of repairs and of hazard mitigation measures. In assessing the eligibility of projects for federal funding we are knowledgeable of the following guidelines that should be reviewed: ).> Public Assistance Guide, FEMA 322, October 1999 ).> Public Assistance Policy Digest, FEMA 321, October 1998 ).> Public Assistance Debris Management Guide, FEMA 325, April 1999 ).> Public Assistance Debris Operations Job Aid, FEMA 9580.1, August 2000 ).> FEMA Policies-Located in the Policies Section ).> FEMA Website-Policy Section-Appeals ).> Debris Eligibility Reference Table-Located in the Policies Section Generally, debris that is blocking streets and highways is considered a threat to public health and safety because it may prohibit passage of emergency vehicles or block access to emergency facilities such as hospitals and shelters. Therefore, clearance of roadways is often a high priority. Emergency work, including debris removal, can begin immediately after the event and does not require pre-approval from FEMA 8 I I I I I I I I I I I I I I I I I I I EMERGENCY DEBRIS DISPOSAL MANAGEMENT Debris removal from private property is generally the responsibility of the individual property owner, aided by insurance settlements and assistance from volunteer agencies, However, the Stafford Act Sections 403 and 407 and 44 CFR 206.224(b) provide FEMA the authority to fund eligible applicants to remove debris from private property. This work may be eligible when the following guidelines are met: )> The disaster caused very severe and widespread damage. )> The removal is necessary to eliminate an immediate threat to life, public health and safety, or to improve public or private property, or to ensure the economic recovery of the affected community to the benefit of the community-at-Iarge. )> The work is performed by an eligible applicant, such as a municipal or county government. )> The private property owner has provided all insurance information. )> It is pre-approved by the Federal Disaster Recovery Manager (DRM). Applicants and property owners must be aware that only FEMA makes eligibility determinations regarding removal of debris from private property. Not all actions that may be taken by the local governments are eligible for FEMA assistance. Starting with our efforts after Hurricane Frances, we learned the need to develop and customize databases that are flexible enough to respond to different agency requirements. Not all agencies require the same type of information and the utilization of standard accounting systems for cost control and reporting do not adequately serve those needs. We presently utilize an extremely flexible database that can be rearranged in many different ways by renaming fields to capture information and process it in a way that is clearly understood by our clients. With respect to debris monitoring, we have developed a system for tracking the load tickets in a way that allows us not only to quantify efforts on a daily basis, but also quantify the number of trips performed by any given truck, or the number of tickets signed by an individual inspector on any given day. This information is valuable in clearly understanding the location from which the material is being removed in case there are questions as to which agency is responsible for reimbursement, as well as to prevent any type of mistake or misconduct. Our system allows us to keep a daily record of the number of loads, cubic yards of material and dollars spent, which in turn provides valuable information for daily reporting on the progress of the recovery effort. Moreover, as we have shown time and time again, within a couple of days of completion of the activities we are able to produce a complete and accurate report of the entire effort performed, supported by load tickets. V. PERFORMANCE ISSUES The 2004 and 2005 Hurricane season produced a lot of damage in South Florida and as part of the recovery effort we were involved with assisting the Florida Department of Transportation District 4 in seeking federal reimbursement from FHWA and from FEMA. The work eligible for reimbursement included 2nd pass debris removal, all preventive measures, building repairs, and mission requests that provided support to local agencies on non-federal aid roads.
