B86Ch Offic& ollhe Cl Clerk Introduction RAS Construction is a Florida Corporation one hundred percent minority owned and operated. In addition, it is a Disadvantaged Business Enterprise with an excellent reputation. The leaders are individuals that have specialized in disaster recovery since 1992. The RAS Team is prepared to commit all of its resources in the event of a natural disaster. Their experience and effort to make the difference have been proven and recognized. Be certain that the RAS Team will work together with the City of Sunny Isles Beach to get the Emergency Debris Disposal Program working quickly and efficiently. 1. TECHNICAL COMPETENCE a. The project team's overall technical competency. The RAS Team is knowledgeable and can assist in providing the necessary information to run a satisfactory operation. RAS understands the relationship between local governments and the Federal Emergency Management Administration (FEMA), when responding to a disaster situation and strictly manages their clean up operations so that all FEMA requirements are met. Furthermore, RAS has grown in this particular line of work by starting from the bottom and working up the ladder of success. The RAS team can remove an average of3,500 cubic yards of debris daily from the public right of way due to their efforts and experience. b. The project manager's specific technical competency. Mr. Pedro Pelaez, President ofRAS, has been involved in emergency disaster services since 1992. Mr. Pelaez has an impressive back round when it comes to debris removal. His managerial skills and ideas were excersized in many occassions. For example, after Hurricane Andrew he operated temporary disposal sites where an estimated 2 million cubic yards of debris was reduced by burning. A combination of 5 underground and above ground air curtain burners plus 5 chipping operations were used. Mr. Pelaez simultaneously managed a construction debris seperation site and oversaw the demolition and cleanup of devestated homes condemned by building officials. Several of the government officials served by Mr. Pelaez recognized the excellence of his service with letter of appreciation and commendation. (See Attached) 2. PROJECT UNDERSTANDING AND APPROACH a. The firm's thorough understanding of the scope of work. In order to accomplish the scope of work RAS will use its resources to get the job done. This will include dump trucks, equipment, and personnel. The plan of action is for RAS to conduct and/or monitor partners, affiliates, subcontractors and personnel in order to maximize productivity in the debris disposal operation. The RAS Team is also familiar with the FEMA bureaucratic process which can be a guidance of intangible benefit. b. The firms identification of any significant projects issues. A signi ficant issue RAS has in question is the disposal site location. There are limited locations near Sunny Isles Beach where debris can be stored and destroyed. This is a unique situation because if the debris must be hauled to the Cities of Miami or Doral it will cause for the debris removal process to be extended and more expensive. A possible solution for the City of Sunny Isles Beach may be to consider using Southern Waste Systems located in Dania as a disposal site. This location is convenient due to the traffic issues in Miami and the overall interest of the City of Sunny Isles Beach. c. The practicality of the firm's approach. The Ras team stands by the most effective approach, meaning that each situation is different and that there is no standard. In the past, what has given the best results is to have lots of communication, all personnel ready at key locations and consistent monitoring of all aspects of the operation. Still, the RAS team is flexible and open to new ideas or strategies. 3. A V AILABILITY OF STAFF a. The firm's ability to have staff readily available for the project. In the event of a natural disaster RAS is prepared to dedicate its staff solely to this project. When Hurricane Katrina passed South Florida, almost immediately, the RAS team was in the right of ways cleaning up debris. All of the personnel needed at that particular time was gathered and put to work following the storm. Presently, RAS is providing 60 trucks and 8 crews that are readily available in case of a natural disaster. b. The firm's ability to keep staff readily available for the project. If a natural disaster should occur the principles ofRAS are available 24 hours a day and 7 days a week. The RAS team will definitely have a representative available to discuss the project on site at anytime. Communication is key at the time of such project. After Hurricane Andrew the staff worked on the Emergency Debris disposal project for approximately six months. In the efforts of a quick cleanup and efficient process the RAS team does not combine any other projects with the emergency debris removal project. 4. EXPERIENCE WITH FEMA REQUIREMENTS a. The firm's familiarity/experience with all FEMA requirements. The RAS team is familiar with the FEMA process both on a public and private perspective. Also, RAS has the ability to enhance their team with former professional public administrators, like former fire chief from Miami Beach and the former Assistant City Manager from the City of Miami, who guided South Florida's cleanup efforts after Hurricane Andrew and learned the FEMA process intimately well through these responsibilities. Their public sector expertise can also be put at the disposal of the City of Sunny Isles Beach. Tracking the day to day operation is imperative for the collection of funds. Below are the requirements and/or tracking systems that must be implemented in order receive funds for eligible work. Dump Trucks Prior to loading debris, dump trucks must be registered. A sticker is placed on the registered dump trucks which display a designated job number, truck number and the maximum amount of cubic yards of debris the truck can haul. When the trucks are loaded the driver receives a ticket from the debris monitor which he must give to the disposal site monitor in order to unload the debris. Debris Monitor Daily the debris monitor is given a map of the work area that can be cleaned up. The monitor must highlight the streets they work on each day. Every time a truck is loaded with debris and properly covered (for safety reasons) a ticket is issued by the monitor. J Disposal Site Monitor When each dump truck arrives at the disposal site the monitor must check the load. Here the monitor writes on the ticket what percentage of the trucks capacity is filled. The percentage is what determines how much will be paid for that load of debris. In Addition FEMA Req uires 1. To conduct random monitoring of all areas of the load sites and disposal sites. 2. Provide documentation to substantiate debris quantities 3. Notify everyone of compliance issues and corrective actions. 5. PERFORMANCE ISSUES a. The comparison of firm's payment request to receipts for past four years. Amounts Amounts requested from received Explanation FEMA For the Emergency Debris Disposal following Hurricane Katrina RAS decided to BID the said amount because it was a $20.00 per cubic $19.85 per cubic substantial price and previously they received that amount for yard of debris yard of debris their services after Hurricane Andrew.
