1. CALL TO ORDER.
The meeting was called to order at 10:00 a.m. with the following City staff
present:
Rick Conner. City Engineer/Public Works Director
Shaun Gelvez. Assistant to Public Works Director
Mauricio Betancur. Administrative Coordinator. City Clerk's Office
2. DISCUSSION.
Rick Conner, City Engineer/Public Works Director introduced himself and proceeded to
explain the RFQ.
The City of Sunny Isles Beach ("City") is looking for a firm that can guide us through the
bureaucracy that can take us through the steps needed to get all the money that we can get
from FEMA in case of a disaster and firm that can clean up the city in a safe and timely
manner.
The City wants the firm to be able to do three things: (1) develop an approved Debris
Management Plan; (2) help the City prepare a Request for Proposals for Debris Removal;
and (3) manage and execute the process in the event that we have to take those steps.
Mr. Conner proceeded to explain the scoring sheet and advised that the firms strictly
follow the criteria set forth in the scoring sheet. The firms may use the numbering
system as it is shown on the scoring sheet.
3. QUESTIONS.
1. In the packet it asks for the proposal to be submitted in a "soft cover stack." What
do you mean by "soft cover stack"?
· No three ring binders. Either put them together using three binder
clips along the spint, or hind them with soft cover.

2. Regarding the requirements listed in Section 1.6, can they be listed as part of the
Federal Form 330 or does it have to be part of the 10 pages?
· It may be included as part of the Federal Form 330.
3. Item 2 of Section 1.6 says: "A list of all projects...., Does this mean all debris
management projects?
· Yes. All projects related to this request for Proposal.
4. Does the City have a Solid Waste Department or is the disposal contracted out?
. It is contrach.'d out.
5. Regarding item 5a in the scoring sheet under the Scoring Narratives, should we
give a description of the reimbursements?
· Yes. .Just something describing the firm's effectiveness of requesting
and receiving reimbUl'sements.
6. Will there be a Cone of Silence and will questions asked be addressed and
forwarded to the interested parties?
· The Cone of Silent'e ordinance was repealed by this city
approximately five ye~lrs ago. However, we will handle eaeh firm as
professionally as possihle and respt'et their position as permitted hy
law.
This question brought up two more points that Mr. Conner wanted to address. First, as
the City receives questions they will be addressed and all the firms listed in the sign-in
sheet will get a copy. Second, the City is willing to schedule debriefings for the firms
that request them.

requests qualified professional engineer consultants ("Consultants') to

Consultants to provide Management Services for the preparation of a
