Beiswenger, Hoch and Associates, (BHA) provides civil and structural services for roadway and bridge projects and comprehensive architectural building services. Our experience with projects of similar size and scope, combined with our knowledge of the City and its codes and procedures makes us uniquely qualified to perform the Engineering services required for the Collins Avenue Streetscape Project. Not only are we well aware of the City of Sunny Isles' requirements but also as a leading consultant for FDOT District 6, we are well aware of their requirements concerning State Roads. This knowledge will aid in MOT . requirements, utility coordination and permitting as needed with FOOT. Adding to our ability to successfully lead this project for the City is our teaming with Zyscovich, Inc. for economic feasibility and landscape architecture. Zyscovich is distinguished by its record of success in moving projects from planning to implementation based on sound and effectively communicated resolution of stakeholder issues. Approaching the design of each project with economic feasibility as a preliminary goal, Zyscovich creates plans that are consistently carried through to construction. This experience is critical in recommending the Collins Avenue improvements for Sunny Isles Beach. Completing our initial team is CPTE for Electrical Engineering and Streetscape Lighting Design and Geosol for Geotechnical Engineering. Both of these firms have an excellent record of performing on time and on schedule for an array of Municipal Projects in South Florida. Should additional specialty consultants be required, we will work with the City of Sunny Isles Beach to bring highly-qualified, professional firms onto the team. All successful projects are a result of teamwork and good communication. Our understanding of the requirements of the Collins Avenue Streetscape project focuses on two critical factors needed for a successful implementation. Our approach will use a range of strategies to build consensus around a design concept that creates a signature image for Sunny Isles Beach that addresses these significant project issues: Buy-in from adjacent property owners and key stakeholders (Economic Feasibility) In order to ensure that the improvement project is accepted by stakeholders it must address their needs and preferences. The Zyscovich-Iead consensus building process applies a variety of strategies to ensure that stakeholder issues are addressed and resolved and that adjacent property owners are convinced that by doing "their part" of the streetscape program that they will benefit: Public forums and focus group meetings to identify issues of concern to property owners. These will focus on: A. Economic Issues B. Current and Futures Uses C. Development Trends and Potential D. Community Image and Values I n some cases. individual meetings are necessary in order to ensure we have a solid understanding of the perceptions and concerns of key stakeholders. These meetings allow us to answer questions in depth and tailor design proposals and presentations. Economic Analysis using case studies that demonstrates the positive impact of public space improvements on: A. Revenue for existing properties B. Property values. absorption rates C. Future development options D. Environmental and Economic Sustainability Case Studies of individual properties fronting Collins Avenue to demonstrate how public space improvements: A. Complement existing and potential future uses B. Address access. visibility and signage. screening and value of individual site conditions Feasibility of improvement options within the context of FDOT regulations and limited ROW (Constructibility) The success of the improvement proposals and their ultimate constructability will depend on two key factors that will be addressed as part of the Consensus building process described above. The potential of improvements on adjacent properties to enhance the character of the public space and magnify the impact and effectiveness of streetscape improvements in this challenging environment. . Our approach will include preparation of a design manual for street frontage that builds the identity of Collins Avenue in Sunny Isles Beach as a unique urban destination. Our approach. called Real Urbanism. examines the unique qualities of a place and enhances those qualities with strategic interventions. These include the materials that will be used within the right of way but also includes signage. outdoor seating areas. shade. plantings and pedestrian circulation on adjacent private property. This approach will allow a phased approach to construction and ensure that any investment by private property owners fronting Collins Avenue is contributing to the realization of the design vision for the project. The acceptance by FDOT of design proposals. FL This drainage and street improvement project is part of the Comprehensive Plan to alleviate flooding problems throughout the City of Sunny Isles Beach. BHA's approach to solve the flooding problems of the Central Island neighborhood was to utilize Drainage wells. This drainage and street improvement project is the first of its kind to utilize 22 Stormwater Drainage Wells for flood control. The injection wells are modeled to equalize runoff injection to the water table. Golden Shores Drainage and Street Improvements City of Sunny Isles Beach. FL The project encompassed four phases of development. BHA provided consulting engineering services for all phases listed below: . Phase I: Flood control study and evaluation of the existing storm sewer system and pumping station. Completed on January 2001. . Phase II: Photogrammetric and planimetric mapping of this 80 acre site. pavement condition survey. plan production for the reconstruction of the storm sewer system. street widening and signalization. This phase also included the electro- mechanical refurbishment of the pumping station and new flood control staging. Storm sewer rehabilitation using epoxy resins and polyester liner was utilized. The 9.100 linear feet of storm sewer "cured in place piping" (CIPP) rehabilitation process is considered the largest of its kind in the US and was published on the July 2002 issue of the "Trenchless Technology" magazine. Drainage problem in one section of this neighborhood was accomplished by using four (4) Storm Drainage Wells. . Phase III: Technical assistance to the City of Sunny Isles Beach for letting and bidding process for the implementation of this 3.5 million construction cost project. Completed on October 2001. . The system recommended by BHA eliminated direct outfalls to the ecological sensitive Dumbfoundling Bay. The City of Sunny Isles Beach was experiencing drainage problems with the recently completed storm drainage pumping system built in the Golden Shores neighborhood. The objective of this project was to identify and quantify alternative methods to remedy the current problems: Drainage evaluation, final design and technical construction assistance to the City were included in this project: The project encompassed four phases of development. BHA provided consulting engineering services for all phases listed below: Phase I: Flood control study and evaluation of the existing storm sewer system and pumping station. Completed on January 2001. Phase II: Photogrammetric and planimetric mapping of this 80 acre site, pavement condition survey, plan production for the reconstruction of the storm sewer system, street widening and signalization. This phase also included the electro-mechanical refurbishment of the pumping station and new flood control staging. Storm sewer rehabilitation using epoxy resins and polyester liner was utilized. The 9,100 linear feet of storm sewer "cured in place piping" (CIPP) rehabilitation process is considered the largest of its kind in the US and was published on the July 2002 issue of the ''Trench less Technology" magazine. Drainage problem in one section of this neighborhood was accomplished by using four (4) Storm Drainage Wells. Phase III: Technical assistance to the City of Sunny Isles Beach for letting and bidding process for the implementation of this 3.5 million construction cost project. Completed on October 2001.
