CALL TO ORDER The meeting was called to order at 10:20 a.m. with the following City staff present: Jorge Vera, Assistant City Manager/Services Rick Conner, Public Works Director Jane A. Hines, CMC, City Clerk Shaun Gelvez, Assistant to Public Works Director Mauricio Betancur, Administrative Coordinator, City Clerk's Office 2. DISCUSSION Public Works Director Rick Conner noted that in the RFQ we talk about having different players on the team, one of those was an Economist and he wanted to address that. He said he will talk about the technical side and Assistant City Manager Jorge Vera will talk about the vision. He said he wants this to be a realistic doable economically viable thought out plan. If your responses do not indicate a truly viable alternative or a truly viable plan, then you will not be chosen. Assistant City Manager Jorge Vera said that we did have a Plan for all of Collins Avenue, and it just sat on the shelf. The Plan was very nice, architecturally landscaping, everything looked great but there were a lot of issues that weren't addressed, that they thought they could do. Collins A venue is FDOT, we are very limited as to what we can do. What the City envisions is we have a lot of beach accesses throughout Collins A venue, we have the median which is very hard to move, widen or enhance, so we are trying to enhance the east side and west side of Collins Avenue. The City has already approved and adopted an Ordinance and we have easements, a 10- foot wide easement running north and south along Collins A venue through all the properties. We envision widening the sidewalks, creating more of a landscape buffer between the streets and the properties, and that would occur within that 10- foot easement. You may want to look at signage, you may come up with something nicer than what we have right now. Basically, it is enhancing landscaping and that corridor on both the east and west side, we have a 1 O-foot easement on both sides on the majority of the property on the east side, and all ofthe west side. That is basically the concept, it is for you to come up with architecturally landscaped features that would enhance, and when you go up and down Collins Avenue, it doesn't give you a cannon effect. Try to work with FDOT to see how we can open up that street a little more, it is going to be harder, and the only way he sees it done is on the private property where we have those easements, because in the center, FDOT is strict on a lot of issues. It is up to the designers, architects, to do something that is viable. 3. QUESTIONS & ANSWERS Q: The Scope of Services states the west side of Collins, but I hear both sides. A: The main focus is on the west side, on the east side they tried to landscape the area, but if we could come up with something in that J O-foot easement that we could wind that sidewalk and try to keep within the properties. Just give us an entire plan with both sides. We can tie that back to the viability issue, on the east side we can do some landscaping, most of that has been developed and the developers themselves have done a great chunk of it, there are some areas where we can add some landscaping, but we are limited. So the focus is on the west side, we have been working to obtain this J O-foot easement, and we now have an opportunity to do something that we physically could not do before. On the east side we can just go back to an old plan or get an landscape architect out there and just do some nice plants. We are looking for a unique plan that creates something like Los Olas Boulevard in Ft. Lauderdale, we want to create an identity and a vision here for this area that is doable, and that is why we are looking to get an Economist on the team or somebody that can make this a realistic package. Q: Do you have easements on the east side too or just the west side? A: We have easements on the west side, and on the east side as well, each individual development has a J O-foot landscaping easement in the front. The reason we are saying both sides is because we want to widen the sidewalk. Q: What are the boundaries on the north and south sides? A: Essentially from the northern City limits at Golden Beach to the southern City limits at Haulover Park. Q: Are you looking for other Elements such as enhanced lighting, sidewalks, bus benches, trash receptacles? A : Yes, the entire package. We do have a lighting standard. You can go to J nnd Street to the end, make a turn south and you are on North Bay Road where new lights have been installed. It will be that type offixture but it won't be that exact model because that is a smaller fixture for a local street, but it will be that style of fixture enlarged for a major thoroughfare. Also take a look at the black bus shelters and benches that we have now, try to stay within that motif Q: Do you have a budget in mind? A: No budget in mind but funds are available. We have funds for the Study, we do have funds to start as we are going to take it in phases. Pre-Bid Meeting Minutes RFQ 07-07-033 Page 2 of 5 Q: Do we do it in phases based on the budget? A: No, look at the whole project. The City will phase it during construction. Q: Do you want to use Standard Form 330 instead of 254 & 255? A: You can't submit unless you are here at the meeting today, so since we have all the participants, if everyone here would prefer the 330 then we will make the conversion. There were no objections, so it was decided that we will use the 330, however the 254 & 255 will also be accepted. Q: Is that included in the IS-pages, can we submit both? A: No, it is not included in the 15 pages. Please get to the point within the 15 pages. This is going to be based on your qualifications. Get to them, tell us why you are the firm to pick over all the others because you are better at this particular project. Q: This is the first time there has been a request for an Economist on the Team for FDOT property, and he is not sure he can find one. [It was noted that there are a lot out there. ] A: We are not just looking at the FDOT property, the key is, the thing that we have never had before, and that is the 1 O-foot easement on private property. How are we going to make that viable for those businesses to want to participate in this process rather than them fighting us every step of the way. What we need is something that we can go to them with and say, it is your property, we got this easement, here is how we can workjointly to develop this property and make it an assetfor both of us. You may want to look at somebody who actually understands those kinds of business relationships, who understands the financial aspects, and it may be an accountant rather than an Economist but somebody who is going to make this viable. If you have somebody on your team and you feel you don't need an Economist and you state why they are better than anybody and you prove it, that's okay. We are trying to get you to understand there is an issue here that needs to be addressed and that is how are you going to get these businesses to come on board and make it acceptable to them. Q: You said the business is important, I thought you had a 10-foot easement to build on? A: We have the easement, the easement doesn't build, it doesn't create money, we are going to build on that easement. Q: The property owners will get something on that easement, he's not paying for it is he? A: We want to see what kind of options there are to get them involved. We are looking for how this can be a participatory process. Q: I understand you don't have the easements on the existing plan but is that available to see, the existing plan that you have that you scrapped, can we get a copy? A: Yes, it will be sent out electronically. Pre-Bid !\Ieeting Minutes RFQ 07-07-033 Page 3 of 5 Q: The way I read the RFQ, the Engineer will lead the team? A: We see the lead being the people who are going to physically be able to show us how to make it happen but the rest of the team is crucial, and so if you can, again, in your 15-pages, show us what we need to know, we'll consider it. Q: Regarding widening the walkways and beautification, are you anticipating any roadway improvements? A: There is a plan to do repair or reconstruction work on Collins Avenue by 2011 or so, somewhere in that time frame, so if you think you might have an idea of how to work with FDOT to coordinate some of that work to enhance this process, that would be great. We are not expecting that of you necessarily, but that would certainly be a bonus. Q: Do you foresee the Scope of Work will include the beach access areas also or is it strictly limited to the to-foot easement on the west side? A: Try to develop a prototype for the beach accesses even though we have a sign now, but we would be interested in something different. If we are going to be working on both sides of the street to try to enhance the whole corridor, you are going to have to touch up maybe just that beach access sign, maybe that sign that we have now just doesn't work. If you have any ideas of how we can unify some beach accesses, and we are trying to do that with developments, but the beach accesses are only 5-feet wide. Q: The Selection Process, basically from the RFQ you are going to select the Consultants? A: Possibly, and we hoped to have the scoring sheet here today but we haven't gotten a response on one final question posed to the State organization. In the past, we have developed very extensive scoring sheets, and developed very extensive verbiage to explain that scoring sheet. We would supply it immediately and upfront with each RFQ saying this is what people are going to be scoring you with and these are the guidelines they are going to use to score each individual category. We want this to be a very open, very objective process, and we will get that out to all of you byemail. Q: You had a plan and you couldn't permit, is that what happened? A: No, it was never takenforward, it was never implemented. There wasjust no specific purpose or leadership that took it from beginning to end. The City Commission is emphatic that we need to do something with this area, they have allocated funding for the design, they empowered Jorge and others to get these easements which has been a very tedious process, and now we can move forward. So it is not that there has been a problem in the past, we are just going to do this, we want to do it right, and we now have this additional footage which is crucial. Regarding the question on the Economist, what is going to be vital for us to move forward on this is basically, you have got one owner owning almost all the property on the west side, and it can be very important when you do your studies that that owner realizes that he is getting a value. Although he has given up 10-feet of that Pre-Bid Meeting Minutes RFQ 07.07.033 Page 4 of 5 property, what value is he getting. If you show value, etc. it will make everything a lot easier for the City and for the property owner realizing that his property is getting an enhancement that he doesn't currently have. So, that is where the main economic issue is and that is where the study that we need to have to show the value. Q: So this is just a study, this is not construction items? A: No, it is a plan. We were just talking about the study what you do and than we can go to the next step and say this Plan is acceptable, begin the construction documents. We want you to be prepared to take this from beginning to end. We may choose phases, but your scope and your response is to indicate how you would take it from beginning to end. Q: Do you have deadlines for when construction has to start, financial support, grants, etc.? A: No, the guiding factor in this case is how quickly we can get a plan that everyone agrees on. Although the emphasis is on the west side, we would like to see what could be done to the 1 O-foot easements on the east side that we could create, especially since we have that right now and we might be able to start on the east side before the west side. Q: What about the Ramada on the east side, it sets close to the road? A: Some of them do, that is the sad part, we are going to have to wait for them to get redeveloped, as well as the Golden Strand across the street. For clarification, your job is not to worry about whether or not we have an easement there right now, your job is to give us a plan, and our job is to go get those pockets of easements that we don't have. If we have a really well developed viable plan, then we can go to these remaining pockets and say here is the plan, we are starting construction next week on areas that we have easements, here is what you need to do, and then we plan to go forward. That is not your concern, your concern is, what is the vision, how can we make something that works for this community within those limited physical parameters that will take us from one City limit to the other. At the moment, you don't need to worry about the financing other then what are your recommendations and what are your great creative ideas to help us in that process. The City is soliciting Professional Engineering Services for Civil Engineering related work to design a Streetscape for the west side of Collins Avenue for the entire length of the City. This will include, but is not limited to, the following tasks: Surveying; Possible Geotechni- cal Exploration; Utility Location and Planning; Environmental Considerations; Traffic Flow Issues; Landscape Architecture; General Design Work; Possible preparation of complete Construction Contract Plans and Special Provisions for the Assigned. Projects; and Public Involvement. The City contemplates the Engineering firm team including (but not limited to) the minimum following disciplines: Engineers; Planners Economists; and Landscape Architects. The intent is to have the Consultants provide a viable holistic approach to the design process. The final product must be economically feasible, it must have community and business buy-in, and it must be aesthetically pleasing.
