ORDINANCE NO. 98-30
AN ORDINANCE OF THE CITY OF SUNNY ISLES BEACH,
FLORIDA, AMENDING THE GENERAL FUND OPERATING
BUDGET AND CAPITAL BUDGET FOR. FISCAL YEAR
COMMENCING OCTOBER 1, 1997 AND ENDING
SEPTEMBER 30, 1998; AMENDING ORDINANCE 97-6
AUTHORIZING EXPENDITURE OF FUNDS ESTABLISHED
BY THE BUDGET; PROVIDING FOR PROCEDURES FOR
MINOR AMENDMENTS WITHIN THE BUDGET;
PROVIDING AN ADDITION OF OPERATING
DEPARTMENTS OF THE CITY AMENDING ORDINANCE
NO. 97-7; PROVIDING FOR ENCUMBRANCES; PROVIDING
FOR ISSUANCE OF CHECKS AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, on or about September 25, 1997, prior to the employment of a Manager, the
Mayor presented to the City Commission a general fund operating and capital budget for the fiscal
year ending September 30, 1998, pursuant to Section 3.2 of the City Charter which was adopted by
the City Commission; and
WHEREAS, the City Manager has reviewed and analyzed that budget and proposes an
amendment to said budget;
NOW THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY
OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1.
The budget approved as amended and adopted that the general fund operating on
capital budget and storm water utility budget for the fiscal year ending September 30, 1998, attached
as Exhibit "A" is hereby amended and adopted and thereby Ordinance No. 97-6, is so amended.
Section 2.
Expenditure funds appropriated in the budget authorized. Funds appropriated in the
budget may be expended by the City Commission in accordance with the provisions of the City
Charter and applicable law. Funds of the City shall be expended in accordance with the
appropriations provided in the budget, adopted by this Ordinance and shall constitute an
appropriation of the amount specified therein. Supplemental appropriations or the reduction of
appropriations, if any, shall be made in accordance with the City Charter and amendments may be

made as provided in Section 3.
Section 3. Amendments to the Bude:et. The City's annual budget may be amended from time
to time in the following:
(A) Minor Amendments. Transfers between line items within a departmental budget or
decreases in line items not amounting to more than 20% of the total budget of each
department may be made by the City Manager by written statement describing the transfers
and the reasons therefor. A copy of such statement shall be filed with the City Clerk and
delivered to the Mayor and each of the City Commissioners. A copy shall also be posted at
a conspicuous place in City Hall. The transfers shall become effective 14 days after posting
unless the Mayor or any member of the City Commission notifies the City Manager that
he/she wishes the transfer to be placed upon the Agenda of the next City Commission meeting
for consideration by the entire City Commission. A transfer considered by the Commission
must be approved by majority vote of the Commission.
(B) Other Amendments. All other budgetary transfers shall be approved by Ordinance of
the City Commission.
Section 4. Encumbrances. All outstanding encumbrances as of September 30, 1998, shall lapse
at that time lapse Outlay encumbrances shall be re-appropriated in the 1998-1999 Fiscal Year.
Section 5.
Checks Issued. Checks issued from, or withdrawals made from accounts maintained
by the City and public depositories shall be signed by the City Manager and the Finance Director
provided that in the event the Finance Director is not available, the City Clerk may sign in his/her
place.
Section 6.
Amendment of Departments. Ordinance No. 97-7 establishing the operating
Budget & Dept. Amendment Ordinance

departments of the City is hereby amended to include all departments ofgovemment within the City
as are established within the budget.
Section 7.
This Ordinance sball become effective ten (1 0) days after adoption on second reading.
