A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA,
AUTHORIZING THE PURCHASE OF THREE (3) 2950
POWER EDGE SERVERS, TWO (2) NX1950 DATA
SERVERS, ONE (1) POWER VAULT MD3000 AND
VMW ARE ESX ENTERPRISE SOFTWARE FROM DELL
FOR PHASE ONE OF DISASTER RECOVERY PLAN, IN A
TOTAL AMOUNT NOT TO EXCEED NINETY-NINE
THOUSAND TWO HUNDRED FOUR DOLLARS AND
EIGHTEEN CENTS ($99,204.18), AS OUTLINED IN THE
QUOTE ATTACHED HERETO AS EXHIBIT "A";
AUTHORIZING THE CITY MANAGER TO DO ALL
THINGS NECESSARY TO EFFECTUATE THE TERMS OF
THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the Information Technology Department is currently developing a Disaster
Recovery Plan for the City's present infrastructure; and
WHEREAS, the Disaster Recovery Plan will address the needs of the City and Police
Department in case of an emergency and the availability of our applications and communications
systems, and will be presented in five phases to allow more flexibility in budgeting, deployment
and support; and
WHEREAS, in order to assist the City in our continuation plan for Phase One, there is a
need to purchase three (3) 2950 Power Edge Servers, two (2) NX1950 Data Servers, one (1)
Power Vault MD 3000, and VMWare ESX Enterprise Software; and
WHEREAS, Staff has requested a quote from Dell, a leader in the computer industry, for
said equipment and associated software; and
WHEREAS, Dell has provided a quote under the State of Florida IT Hardware Contract
#250-000-03-1 and #255-001-01-1, for the purchase of three (3) 2950 Power Edge Servers, two
(2) NX1950 Data Servers, one (1) Power Vault MD 3000, and VMWare ESX Enterprise
Software in a total amount not to exceed Ninety-Nine Thousand Two Hundred Four Dollars and
Eighteen Cents ($99,204.18), attached hereto as Exhibit "A", and will meet our needs of
managing, training, and continued support.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Authorization of Purchase. The City Commission hereby authorizes the purchase
of three (3) 2950 Power Edge Servers, two (2) NX1950 Data Servers, one (1) Power Vault MD
3000, and VMWare ESX Enterprise Software, under State of Florida IT Hardware Contracts
#250-000-03-1 and #255-001-01-1, in a total amount not to exceed Ninety-Nine Thousand Two

Hundred Four Dollars and Eighteen Cents ($99,204.18), as outlined in the quote attached hereto
as Exhibit "A", be, and the same, is hereby approved.
Section 2. Authorization of City Manager. The City Manager is hereby authorized to do all
things necessary to effectuate this Resolution.
Section 3.
Effective Date. This Resolution will become effective upon adoption.
PASSED AND ADOPTED this 18th day of October 2007.

RE: DISASTER RECOVERY PLAN - PHASE 1
RECOMMENDATION:
It is recommended that the City Commission adopt the attached resolutions.
BACKGROUND:
The LT. Department is currently developing a Technology Continuation Plan for our present
infrastructure. The proposal will address the needs of the City and Police Department in case of
an emergency and the availability of our applications and communications systems. The plan we
are proposing will be presented and implemented in a five phase approach. Using this type of
solution will allow us the most flexibility in budgeting, deployment and support. The phases will
be implemented in the following order.
· Phase One - City Infrastructure
o Domain Controller 2 servers
o DHCP/Print Server
o Email-Exchange 2003
o SQL-Server-Database (Time Attendance Laser-Fiche Vehicle Tracking)
o PTWin- (Building and Code Enforcement)
o Web - (Time Attendance System)
o Stromberg -Server (Time Attendance System)
o Blackberry server/RIS server
o Help Desk server
o Anti- Virus server
o Tele-mate server phone report system

Source of Funds: Police Forfeiture Funds $30,000 and General Fund/IT $69,500.

· Phase Three - Remote Backup Location- The remote backup site will be a facility that
will accommodate our systems in case of a disaster in our current location. This will
enable us to continue all operations with minimal downtime.
Estimated Cost $155,000
Source of Funds: 50/50 split between General Fund and Police Forfeiture Funds
(Fiscal Year 2008/2009).
· Phase Four - AS/400- Finance Dept Financial systems
Estimated Cost $70,000
Source of Funds: General Fund (Fiscal Year 2008/2009).
· Phase Five - City and Police Communication
Estimated Cost $35,000
Source of Funds: 50/50 split between General Fund and Police Forfeiture Funds
(Fiscal Year 2008/2009).
Once all phases are completed the City and Police Departments will have an infrastructure that
will be quick to respond to any type of situation that might cause loss of service or
communication IE (Hurricane-Fire). This will also address the issue of maintaining, managing
and reducing the cost of operation. Also, please note that implementation of this solution will
reduce the hardware costs for implementing the remote version of PTWin for the Building and
Code Enforcement Departments by $35,000.00.
Current Status: Currently we back up all our servers, applications, and data to a tape library.
All the systems and applications are hosted on a several machines that perform a specific task
and some systems perform multiple tasks. If we have systems down due to hardware failure or
facility emergency we would not be able to access that system until we would conduct a system
restore or replacement. This will constitute an average of 8-15 hours of downtime. With our
recommended solution the operating systems through V -motion will be able to replicate to
another system with no intervention. V -motion will handle all replication and react immediately
if a host system goes off line. Also we will be able to take advantage of shadow copy technology.
This will allow us the flexibility to restore a corrupt system in 25 minutes versus 8-15 hours it
will take currently because we will restore the system from a tape.
In order to assist the City in our continuation plan for phase one, the LT. Department considered
solutions recommended by Dell and Champion Solutions. Both vendors took into consideration
our environment and how we wanted to replicate our systems in the future. We recommend the

solution that Dell provides. The Dell solution will meet our needs of managing, training and
continued support. This will also allow us to continue our relationship we currently have with
Dell for our technology needs.
Equipment needed for Phase One:
· Three 2950 power edge server
· Two NX1950 Data Servers
· One power vault MD3000
· Software: VMWare ESX Enterprise
ADDITIONAL INFORMATION:
Funds are available and will be encumbered in the FY 06/07 budget in the amount $ 69,500.00 in
the 1. T. Department.
However, this will require the following budget transfers within the IT Department budget as
indicated in the attached Resolution authorizing the budget amendment:
