AGENDA
1. CALL TO ORDER/ ROLL CALL OF MEMBERS
The meeting was called to order by Mayor Scholl at 6:00 p.m., with the following officials
present:

2. PLEDGE OF ALLEGIANCE
Action: Intern Erica Raneri and Planning and Zoning Administrator Claudia Hasbun led the
Pledge of Allegiance to the flag. Mayor Scholl noted that Erica Raneri is our Intern from our
Sister City Taormina, Italy.
Mayor Scholl gave opening remarks of decorum noting that tonight is our second budget
hearing for Fiscal Year 2016/2017.
3. PUBLIC HEARING ON THE MILLAGE RATE AND BUDGET
3A. Millage Resolution (Public Hearing)
A Resolution of the City Commission of the City of Sunny Isles Beach of Miami-Dade,
County, Florida, Establishing the City of Sunny Isles Beach Ad Valorem Tax Millage
Levy Rate at 2.4000 Mills per One Thousand Dollars (51,000) of Taxable Assessed Value
Which is 5.06% More than the "Rolled Back" Rate of 2.2844 Mills, for Fiscal Year
2016/2017; Providing for an Effective Date.
(First Hearing September 6, 2016)
Action: City Clerk Hines read the title, and Mayor Scholl said we had a series of Workshops
that took place this summer where we went over the detail of the individual items that make
up our budget, each department on a line by line basis. Those workshops roll up into a
recommendation on what our tax millage rate will be for the following year. He is pleased to
say that it is his recommendation and his colleagues that we lower the millage rate again this

year. We have the benefit of increasing activity and construction in our City which actually
raises our tax base but we don't necessarily have to raise our taxes to keep up, and so it is a
good thing. This is the fifth year we have actually lowered our millage rate,and this year we
are at 2.4000 Mills. We don't think it will last forever but as long as it is lasting,we are going
to ride the wave in the right direction.
City Manager Russo said this is the end of the line after numerous work sessions on Capital
Programming, Cultural and Community Services Programs, our General Fund, our Capital
Fund, and we are prepared.

Commissioner Aelion moved and Vice Mayor Gatto seconded a motion to approve the
resolution. Resolution No. 2016-2578 was adopted by a voice vote of 5-0 in favor.
3B. Budget Ordinance (Public Hearing)
An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida,Adopting
an Operating and Capital Improvement Budget for the Fiscal Year Commencing
October 1,2016 through September 30,2017,Pursuant to Section 200.65,Florida Statutes;
Authorizing Expenditures of Funds Established by the Budget;Authorizing Encumbrances;
Authorizing Issuance of Checks; Providing for Grants and Gifts; Providing for Local and
Federal Law Enforcement Trust Funds; Providing for Post Audit;Providing for Severability;
and Providing for an Effective Date.
(First Reading September 6, 2016)
Action: City Clerk Hines read the title, and City Manager Russo presented a balanced Fiscal
Year 2016/2017 Operating Budget and the five-year Capital Improvement Program. Mayor
Scholl said this will actually adopt an Operating and Capital Improvement Budget for the
coming year.
Commissioner Goldman said as we have had extensive discussions about the Government
Center Annex and whether we are going to build or not, and the potential delays due to the
School Board and the whole issue of address verification, and so forth. She would like to
propose some sort of potential interim or temporary use of the Sales Center by the Arlen
House for seniors and Senior Center Multipurpose Room. The Sales Center for the Ritz
Carlton that the Chateau Group is using, when they finish the City owns that property and
while it is true there is a philosophy about using it for a park and open space for continuous
park space line, she thinks there is a value and purpose to using it for an indoor venue. Mayor
Scholl said it is down the road because they have got it for a while but it is something that we
should probably address when it comes up. Commissioner Goldman said she just wanted to
throw it out there because the Senior Center, for her it has always been a strong feeling that
we should have a Senior Center and if we are not going to get the Senior Center any time soon
because of the whole logistics and planning of that,we should have some indoor space for the
seniors. Mayor Scholl said we have a couple of ideas for backups as well but we will address
them separately. He thinks we will end up with a workshop on the whole notion of if we are

genuinely tabling that issue. We have got some meetings with the School Board coming up.
Commissioner Aelion moved and Commissioner Levin seconded a motion to approve the
Ordinance on second reading. Ordinance No.2016-482 was adopted by a roll call vote
of 5-0 in favor.

4. ADJOURNMENT
Commissioner Aelion moved and Mayor Scholl adjourned the meeting at 6:10 p.m.
