HomeMy WebLinkAboutReso 2010-1595 RESOLUTION NO. 2010-~5 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, ESTABLISHING A FACT FINDING BEACH ENVIRONMENT AL COMMITTEE; PROVIDING FOR AUTHORITY OF THE CITY MANAGER AND CITY ATTORNEY TO DO ALL THINGS NECESSARY TO EFFECTUATE THIS RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, pursuant to Section C-3.9 of the City Charter of the City of Sunny Isles Beach, the City Commission is authorized to establish boards and agencies as it may deem advisable from time to time; and WHEREAS, the City Commission recognizes that advisory boards are an invaluable source of information and feedback for the City's elected and appointed officials; WHEREAS, advisory committees play an important role in assisting the City in critical policy decisions that impact the entire community; and WHEREAS, advisory boards research, study and discuss issues with short and long term implications, forwarding their recommendations to the City Commission; and WHEREAS, the City Commission desires to establish a fact finding beach environmental committee to identify short and long term issues that impact the beach environment, evaluating potential solutions and recommending policy and practices to City staff for administrative or City Commission action. NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: Section 1. Incorporation of Recitals. The foregoing recital paragraphs are hereby ratified and confirmed as being true and the same are hereby made part of this Resolution. Section 2. Establishment and Responsibilities of the Fact Finding Beach Environmental Committee. The Fact Finding Beach Environmental Committee is hereby formed consisting of 3 (three) members with an interest in beach environment issues impacting the City. The Committee members shall be Vice Mayor Lewis Thaler, City Manager Rick Conner or his designee and resident Trina Duluc. Vice Mayor Lewis Thaler shall serve as a Chairperson of this Committee. The Committee shall work closely with City officials and boards, as well as other federal, state and local governmental agencies, including Miami-Dade County, on matters such as beach pollution, erosion, cleanup, water quality, and sea turtle monitoring. Section 3. Authority of the City Manager and the City Attorney. The City Manager and the City Attorney are hereby authorized to do all things necessary to effectuate this Resolution. Edelcup DATE: August 10, 20 I 0 RE: Resolution establishing a Fact Finding Beach Environmental Committee RECOMMENDATION: This Resolution is presented for your approval. REASONS: It is recommended that a Fact Finding Beach Environmental Committee be established to identify short and long term issues that impact the beach environment, evaluating potential solutions and recommending policy and practices to City staff for administrative or City Commission action. The Committee shall serve in an advisory capacity to the City Commission, consisting of the Vice Mayor, the City Manager or his designee, and a resident with an interest in beach environment issues impacting the City. The Committee shall work closely with City officials and boards, as well as other federal, state and local governmental agencies, including Miami-Dade County, on matters such as beach pollution, erosion, cleanup, water quality, and sea turtle monitoring. The Committee will serve as an advisor and liaison between the City Commission and City residents, ensuring that important beach related issues are not only in the best interest of the City, but also have the support and input of its citizens.
