A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY
ISLES BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER
AND/OR HIS DESIGNEE TO APPLY FOR, RECEIVE AND EXPEND
GRANT FUNDS FROM THE STATE OF FLORIDA LAND AND WATER
CONSERVATION FUND (LWCF), IN AN AMOUNT OF UP TO TWO
HUNDRED THOUSAND DOLLARS ($200,000.00), FOR THE PURPOSE OF
FINANCING SITE IMPROVEMENTS AT THE BELLA VISTA BAY PARK
LOCATED AT 500 SUNNY ISLES BOULEVARD; AUTHORIZING THE
CITY MANAGER TO TAKE ANY AND ALL ACTION NECESSARY WITH
RESPECT TO THE OBTAINING, ACCEPTANCE, AND DISTRIBUTION OF
GRANT MONIES, AS APPROPRIATE; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City of Sunny Isles Beach is interested in carrying out the following
described project for the enjoyment of the citizenry of the City of Sunny Isles Beach and the State of
Florida:

Bella Vista Bay Park

Brief Description of Project: This project has been approved by the City and will include the
removal and replacement of the existing concrete and steel seawall structure. The creation of this
new retaining wall will allow the creation of a kayak launch and a baywalk/trail that will allow
connection to the City's pedestrian and bicycle system. The hard surface walkway will bisect the
inland portion connecting the docs, pavilions and other amenities on the site to allow for access from
the adjacent parking lot. The walkways throughout the park will be ADA compliant and provide
disabled access up to the waterway; and
WHEREAS, grant funds from the Florida Land and Water Conservation Fund (LWCF)
would provide financial assistance of up to $200,000 with a dollar-for-dollar cash match from the
City for site improvements at the Bella Vista Bay Park.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS:
Section 1. Authority to Apply For and Accept Grant. The City Manager and/or his designee is
authorized to make application to the Florida Land and Water Conservation Fund, in the amount of
up to $200,000 with a dollar-for-dollar cash match from the City.
Section 2. Authorization of the City Manager. The City Manager is authorized to take any and
all action necessary with respect to the obtaining, acceptance, and distribution of grant monies, as
appropriate.

Section 3.
Effective Date. This Resolution shall become effective upon adoption.

FOR DEVELOPMENT OF BELLA VISTA BAY PARK
RECOMMENDA TION:
Approve the attached resolution authorizing the City Manager to take the necessary steps
to obtain State of Florida Land and Water Conservation Fund (LWCF) grant funds in the
amount of up to $200,000 for improvements to Bella Vista Bay Park.
REASONS:
This is the third in a trio of grants we are going after to develop Bella Vista Bay Park.
The other two were the Coastal Management Program ($60,000) and the Waterway
Assistance Program ($250,000). These funds, along with another $400,000 we are
seeking thru Florida Recreation Development Assistance Program (FRDAP) and Safe
Neighborhood Parks (SNP) will put us in a position to complete the initial infrastructure
improvements to the seawall, docks and site work.
The grant application deadline is April 15, 2010 with notice of award expected in July,
2010 and funds available beginning October, 2010. Grants require a dollar-for-dollar
cash match. The maximum grant is $200,000.
This grant also has a public hearing requirement for citizen input. We have scheduled
ours for Tuesday, March 23, 2010 at 4:00PM in the commission chambers.
FUNDING SOURCE:
Matching funds will need to be included in the FY 2010-11 budget.
