RFP No. 10-09-01, Design and Construction of Fabric Canopy Structure at
Government Center
Public Works Director Gio Batista welcomed everyone, and noted staff present: Assistant City
Manager Jorge Vera, Assistant City Attorney Fernando Amuchastegui, City Clerk Jane A. Hines,
Assistant City Clerk Mauricio Betancur, and Administrative Coordinator Francesca Pellot.
Public Works Director Batista gave an overview of the project. He noted it is for a custom built
structure, the structure can either be attached or it can be self-contained, a stand-alone. We are
looking for something that is commercial grade. Please be specific in your proposal, specify that it is
going to include work on foundation, the structural elements of it, the submissions for permits, the
labor, equipment, all the material required, etc. It is a simple project, if there are no specific
questions on the technical aspects of it, it is pretty straight forward, and he will take them outside to
show them the site.
QUESTIONS AND COMMENTS FROM PROSPECTIVE BIDDERS
1. What about warranty and fabric type?
Warranty for the contractor's portion is one year. However, if the manufacturer, ie.
the canopy fabric has a 10-15 year warranty, we also want those. But, the installation
warranty is for one year.
Answers to these questions, as well as the sign-in sheet, will be posted on
www.demandstar.com. If you have any follow-up questions please do them by email to
e:batista@sibfl.net, and then we will respond to them and post them on Demand Star.
2. When you talk about commercial grade, can you give us specifics on that in terms of fabric?
There are different levels of fabrics, right now we are looking at a budget of roughly
$50,000. With that in mind, you are going to have to balance out what would be
commercially viable for this location because what we don't want is something that is
going to lose its color after two days in the sun. In this location, we are right by the
beach, we don't want a system that is going to have too many connecting bolts, we
prefer lace. From that perspective you are going to have to work on looking at other
locations, for instance in front we have Tony Roma's and they have a laced up system
and it has been there a long time. There are different canopies that you can observe up
and down Collins A venue. We do not want vinyl, and so look at providing some sort of
cover that is not too expensive.

3. What is the minimum area that has to be covered, can you define it?
No, what we are going to do when we walk out there is to show you what we want
covered.
4. But can you define what you want covered?
We can define it, let's say for example that we walk out and he wants it to at least reach
the sidewalk or five feet from the sidewalk, and if anyone is still not confident with that
response, send him an email at e:batista@sibfl.net and specifically say, can you give us
an exact dimension. Remember it is a proposal and it has got $50,000 attached to it. If
he were to tell you that we want a canvas commercial grade and he wants it 20-feet, and
you come back and say it is going to cost $90,000. He will get back to you by email, and
any additional information that is sent out to one individual will be posted on Demand
Star.
Public Works Director Batista took everyone outside to see the site. When everyone
returned, Mr. Batista summarized what was said outside for the record. He said that
he will distribute an Addendum to specify to some extent what the distance is from the
wall out for the canopy. He is also going to include in that Addendum, a clarification
on the structural elements, it is not very legible on the RFP. Also, we will include
whether or not we will trumpet it out, once you get past that corner wall, it goes from
the garage wall back to this building wall, it is going to trumpet it out, and so he will
make a clarification on that. The question on whether or not the palms are going to
have to be removed, the answer is that one of the palms we expect to have to be
removed, that will be on your nickel, and there is no replacement, just remove it. The
second palm if it gets in the way of your design, then we will have to make measures
and he will see if we can have someone remove it, if not we are going to try and keep as
much as possible on this site. On the electrical elements out there, we are going to
require that it be capped, and so we just want to make sure that if it is a dead end that
we cap it and be done with it. If it continues and is a series, then we will have to just
make that connection back. If it is in the way of your structural elements, he is
expecting you to move it to the side or around your structural element. As to the
canopy type itself, please provide in your proposal waterproof and water resistance,
and if it is going to change your price, we can make a determination at that point as to
whether we will go with the water proof material or a water resistant material, and it
must be fabric.
5. Is there any other underground utilities in that area?
Your structural person is going to have to call, when your guys come in and do the
foundation work, you have to call for locates.
6. I need to know this because of the cost of the work.
What we are talking about is your electrical 2-inch conduit, maybe 11/2 inch conduit.
Assume that in your proposal because that is what we styled there in terms of the lights.
Another point was, we spoke about the 75 MPH winds, we all know it has got to meet
the latest edition of FBC, and he clarified that we did make a comment that minimum
75 MPH removal, and he is not quite sure whether that still is the Code. He knows that

the Code says to put in a label and that label will say that it must be removed when
winds get above 75 MPH or 90 MPH, just make sure it meets the current Code. You
don't have to design it for 140 MPH winds, just make sure that the label is on there
correctly.
This is not a low bid process, it is a proposal process and therefore what you develop as
a concept is your own, based on what you understand of the site. There is no specific
design to this, it is going to be what you submit on a concept drawing, just let us know
what you are intending on doing. It has to be clear enough so we know what your
intentions are. We are all complying with the Florida Building Code and we all know
that we need a structural engineer to sign off. We went over the permit process in
terms of just make sure in your proposal you say that you are pulling the permit, doing
the drawings, signing and sealing, etc., and you are going from start to finish. Again,
this is less of a functional element in terms of protecting people from rain, so we
understand that it is more of an aesthetic issue but we still want to keep semblance of it
when you do provide the documentation showing that you have the water proof or
weather resistance, it is a good canopy commercial grade, etc.
7. Will the Sign-In Sheet get published?
Yes, it will be on Demand Star as an Addendum.
8. Will it be through Blue Book, because that is how I found out?
Blue Book might have a link to Demand Star, but it is purely Demand Star.
9. Will the bids be opened publicly?
Yes, two weeks from today, October 20, 2010 at 10:00 a.m. in this same room [First
Floor Meeting Room].
10. But you can't bid if you were not here, correct?
You cannot bid if your name is not on this list as a rep for the company.
11. Why not based on price?
It is the City's prerogative, which means that you don't have to be here at the bid
opening because typically it is on a low-bid process where people come to listen for the
low bidder.
12. Will there be a committee?
There is going to be a group of people, including himself, to make a determination as to
what kind of look that we want for that area.
13. Will you have a short list, and then pick from that?
Typically we will pick one, and we will contact that one, and sit down and discuss what
exactly is in this proposal. And then, if that works out there is no need to contact
anyone else. We will find a way to let everyone know when it is awarded.
14. What is the time line?
Put a time line into your proposal, although he doesn't expect it to go on for more then

two months, and that is going to be based on the fact that we got the structural elements
designed, etc., and so from the point of NTP [Notice to Proceed].
15. You won't have the structural design for the proposal?
No, you have two weeks for the proposal according to the RFP. Are you saying that is
insufficient?
16. Well you are going to design the...
No, no, you are not designing anything for the RFP. You are establishing what it is that
you intend on doing, and how you intend on doing it, and sort of like what the image is
that is going to be out here. As an engineer, he sees designing as putting numbers to the
calculations, not to design. Is two weeks going to be sufficient to you all?
17 . Would it be possible to extend it another week?
Yes, okay we will add an additional week, giving you three weeks.
18. Without a design, how will you compare the proposals?
Submit a schematic. He will not tell you that you have to submit a design, he doesn't
use that terminology but you submit a schematic, a good enough schematic to where he
can make a determination as to what we need. If it is a design that you want to
produce, then that is fine, but a schematic will do. In other places that he has been at
that had done this kind of thing, they had actually attached photos of something similar
that they have done before that shows a semblance of what they are going to be, in
terms of color, of the lacing, to give a better impression than they have provided a
schematic that shows how it will look on your building element. That is one of the
reasons why he produced these images in back of the RFP.
19. You will give us a new date?
Yes, we will publish a new date and you will get an Addendum with the information.
20. Any other rates?
No labor rates it is all general funds, and so we are not going to be tying you to payroll
funds or minimum standards.
21. If the bid cannot meet your $50,000 budget, do we even submit a bid?
He has never told anyone not to submit a bid. The way he looks at it right now is that
we have a $50,000 budget. What happens between now and then could change, so don't
keep from submitting a bid because he is not the ultimate authority as to funds, can we
find a little bit more, maybe, maybe not. That is a risk that you all have to take.
22. I am not familiar with Demand Star, I found out through Blue Book, how do I access
Demand Star?
The web site is www.demandstar.com
If you have any other questions, send him an em ail and he will reply, and it will be
added to Demand Star.

Submit all your questions, then we will put them all in an Addendum and put it on
Demand Star. The deadline to get your written questions in is Wednesday, October 20,
2010 by 5:00 p.m., and the answers will go on Demand Star. Please just Xerox your
proposals and put a clamp on it. We don't want any big bound proposals or staples.
23. How soon will the Addendum be on Demand Star?
Addendum No.1 will go out within a week. Again, there is no structural designs that
you are going to be doing on this. Your main concern is going to be your structural
element design and your fabric.

Below and attached please find the responses to RFI's submitted during the
mandatory pre-proposal meeting for RFP NO.1 0-09-01, Design and Construction
of Fabric Canopy Structure at Government Center:
1. How far out does the canopy go? The canopy must go out at least 9' at
the front of the building and as it wraps around to the side will open up to
at least 18'. Please note that this is a proposal process and dimensions
may vary somewhat.
2. Does the proposer have to provide an actual design at the time of
submittal? An actual completed design is not required. Proposer shall
submit sufficient information necessary for the City to make a
determination as to extent, impact, value, quality, and intent of the vendor.
3. Does the proposer include the removal of the palms located in the planters
adjacent to the building: There are two planters that contain
landscaping/palms/uplights. The proposer shall include the removal of the
palms if required to meet compliance with proposer's intended and
approved work.
4. Does the proposer include the removal of the electrical from the planters?
The proposer shall include ALL work necessary to ensure that electrical
wires are capped adequately. Uplights will be removed by proposer and
returned to the City.
5. Can the date for submission of proposal be extended one week? Yes, it
has been rescheduled to Thursday, October 28, 2010 at 10:00 a.m. in the
First Floor Meeting Room.
6. The structural cross sections provided in the RFP are not clear. Can
these sections be clarified? Yes. See attached document depicting
Section 12/S5004 and Section 11 /S5004.
7. Is the City going to be responsible to replace pavers that have been
damaged during the work? The proposer shall be completely responsible
for repairing damage to existing facilities.
8. Will planters remain or are they required to be filled once the landscaping
has been removed by the proposer? Once landscaping has been
removed the proposer shall be required to replace concrete or pavers as
required to maintain a walkable surface.
