1. Business Overview
a. Firm Profile
Zyscovich Architects is pleased to submit this qualifications package to the City of Sunny Isles Beach in response to
the RFQ for Professional Architectural Services. Through our experience and knowledge of Sunny Isles Beach and
it's regulating agencies we are confident that we can provide guidance and assistance and "be there" for the City as
it grows and flourishes.
Zyscovich Architects is an integrated urban design, architecture and interior design firm headquartered in downtown
Miami. With over 90 professionals on staff, Zyscovich is one of the largest design firms in South Florida. The size of
the firm facilitates and guarantees availability during continuing contracts as the projects arise. Our project philosophy
is to be 100% responsive to every client and every project large or small. With our close proximity to the City of Sunny
Isles, we are ready and available to meet with City staff or visit a project site as the project should require.
Zyscovich has provided design services for many municipalities and public agencies within the State of Florida including
the cities of Miami Beach, Miami, Hollywood, West Palm Beach, Jacksonville, Coral Gables, Coral Springs, Coconut
Creek, Doral and Pembroke Pines. Our team is known for providing creative design solutions to challenging projects.
Our projects include office facilities, government facilities, parks, mixed-use projects in urban settings, hospitality
and entertainment venues, educational facilities, residential and airport facilities.
Over the past 32 years, the firm has worked on a vast variety of projects for municipalities- some of these include
two Architectural Continuing Contracts of the City of Miami, one Continuing Contract for Miami-Dade County
and 1 Continuing Contract for the School Board of Palm Beach County. We are currently working on a continuing
contract for master planning services for the City of Ocoee and have provided Master Planning Services for the First
Sustainable Design for a Town Center for the City of Coconut Creek, FL. Recent architectural and interior design
projects include over 379,000 SF of commercial and mixed use space for Park Square at Doral and the consolidation
of 7 county departments into one integrated facility for Broward County.
Like the City of Sunny Isles Beach, Zyscovich also believes in doing things quickly and efficiently. Our Team has a
long and successful history of working with public agencies. We have found that early and continuous agreement
among stakeholders and staff on the design of a project is key to preventing schedule delays. Therefore, we work
diligently at completing the design processes as early as possible so that production of Construction Documents is
free of impediments. We recognize the urgent necessity for timely responses and adherence to schedule submissions.
We utilize project management software to track all design and construction activities and to generate frequent
reports to ensure timely response to any and all issues. We also update and track project schedules with graphic
scheduling software. This process is critical to our success in designing and permitting facilities consistently on or
ahead of schedule. Zyscovich is equally as aware of staying on budget and we pride ourselves in designing facilities
that meet our clients' established budget requirements. Below is a chart detailing our adherence to project schedules
and budgets for previous completed projects:

Zyscovich, Inc. was established in 1977 and incorporated in 1986. We have been engaged in the practice of architecture,
interior design, planning, and related design services for 32 years. During this time, we have become one ofthe largest
planning and architectural firms in South Florida. As a financially stable firm in good standing, Zyscovich is fully
capable of performing the work necessary to successfully perform the services required by the City of Sunny Isles
Beach. Our firm is not currently, nor has it ever been, involved in bankruptcy proceedings.

6. Proposed Personnel/Qualifications and Experience
The Zyscovich team has a long and successful history of working with municipalities. We understand the requirements
for timely performance, clear communications and standard procedures. Our team is highly experienced in all aspects
of planning, feasibility studies, due diligence reviews, design, the production of a set of biddable and buildable plans
and specifications, bid documents, construction inspection and construction services.
Suria Yaffar, Assoc. AlA, LEED@ AP Director of Design
Suria Yaffar is a firm principal and the Director of Design for Zyscovich Architects. Ms. Yaffar
has extensive experience working with public sector clients and is experienced in all phases of
the architectural design process, including site planning, strategic planning/programming, site
feasibility studies, master planning, and architectural design of multiple building types.
Ms. Yaffar is experienced in all phases of the planning process including community outreach,
consensus building, strategic planning and urban design for downtowns, as well as all phases of
land development.
Over the past 20 years, Ms. Yaffar has designed a wide-range of building types for municipalities
and public entities including continuing services for the Cities of Miami, Miami Beach, West
Palm Beach, Ft. Lauderdale, Coconut Creek, and Hollywood. Some of Ms. Yaffar's recent
public projects include services provided to the Miami Dade County Parks and Recreation
Department for Recommendations for LEED@ Silver Compliance and to Miami Dade County
for the Renovations to the Coconut Grove Library. Ms. Yaffar's portfolio also includes the
architectural design of the Little Haiti Performing Arts Center, Community Center and Soccer
Park in Miami, a project from the City of Miami's Continuing Contract, and for a number of other
projects for the City of Miami's Continuing Contract including the Gibson Park Design Criteria
and Concept Plan and the Arthur E. Teele Community Center. In addition, Ms. Yaffar is also
providing planning consultation under a 2-year continuing contract for the City of Ocoee.

Ahmed Alvarez, AlA, LEED AP Project Manager
Mr. Alvarez has extensive experience as project manager for a multitude of project types.
Throughout his 30+ years of experience he has been involved in projects ranging from
affordable housing and commercial development to multi-story hi-rise residential buildings. He
has excelled in the area of architectural design and production as well as environmental design
and contract administration. A registered architect in the State of Florida, he has extensive
project management experience in continuing service contracts for a wide range of project
types including mixed-use projects and municipal facilities. His specific experience working with
the municipalities is an asset to this team. He has built and established successful professional
relationships within the South Florida regulating agencies and is familiar with the zoning and
building department requirements, and can assist in the expedition of the permit process. With
his knowledge of construction management issues and his ability to manage multiple projects
and multi disciplined teams, Mr. Alvarez is also particularly adept at keeping projects on schedule
and maintaining momentum to ensure that the project reaches completion. One of the key tools
that the firm employs in order to produce reliable sets of documents for pricing and construction
is a weekly progress meeting with the owner and consultants during the schematic and design
development phases. This allows the close monitoring of deliverables to ensure adherence to the
schedule and expedition of the decision-making process. Mr. Alvarez will introduce a construction
manager in the very early stages of the project to provide the team with the necessary input
related to costs in order to maintain the quality of the design and remain within the parameters
of the budget. He knows how to work with public entities in a timely and effective manner while
responding to demanding deadlines.
Alex Perez, GCC, LEED' AP Project Architect
Alex Perez has extensive experience with parks projects and municipal facilities, particularly with
phased development projects. With over 10 years of experience, he has been involved in a variety
of projects as a project architect, project manager, and most recently, construction administrator.
He has managed all phases of design and construction projects from planning and programming
to construction supervision for a variety of clients, including the School Districts of Miami-Dade,
Broward, Palm Beach and Collier Counties, Florida Atlantic University, Miami-Dade County
and the City of Miami. He is currently providing Construction Administration services for the
a City of Miami Continuing contract and has previous continuing contracts experience with the
City of Miami, New York City, San Diego, California and Washington DC. Mr. Perez is also an
adjunct professor at Miami-Dade College teaching topics such as architectural design, computer
aided design, drafting, animation, structural design and construction sciences.
Steven Guthrie. U BCI, LEED AP Director of Construction Administration
Mr. Guthrie, with more than 26 years of experience, has been involved in all phases of construction
project management and construction administration for a variety of clients, including the
City of Miami, the School Districts of Palm Beach, Miami-Dade, and Broward Counties, the
University of Arkansas, and Nova Southeastern University. His experience encompasses a wide
variety of project types including banking institutions, federal government projects, fire station,
civil infrastructure projects, residential, commercial facilities, and transportation facilities. Mr.
Guthrie's involvement in the design phases of the work ensures that the completed design contains
all the elements to minimize delays when construction documents are issued. He is currently
providing construction administration services on the continuing contract with the School District
of Palm Beach County. Mr. Guthrie's experience also includes the monitoring of structural steel,
architectural site excavation, civil, and concrete; rebar fabrication and installation; mechanical.
electrical and plumbing installations; and on-site supervision encompassing shop drawing
review, evaluation of change orders and payment requisitions, quality control and verification
for compliance with the contract documents and specifications.

Zyscovich was awarded a continuing contract with the City
of Miami. Under this contract, the firm completed the design
of the following facilities:
Little Haiti Cultural Campus
This project involved the design of a new community theater
and community center for the arts. The theater building
features a 250-seat front-stage theater with dance and drama
rehearsal halls, a green room, set-building area, dressing
rooms and event-size lobby. An Art Gallery, Arts and Crafts
workshops, a kiln, offices and community meeting rooms
comprise the community center building. A large open plaza
designed to host outdoor festivals and community events
joins the two new buildings. Cost: $13.9 M
Little Haiti Soccer Park
The Soccer Park connects to the Little Haiti Cultural Campus
via street improvements along NE 2nd Avenue. The project
includes a professional regulation soccer field, a practice
field, and a 750-seat grand stand. Other features include a
vita course, tot lot, water play area, and a domino park, as
well as landscape improvements to create a more inviting
environment. Cost: $ 1.3 M
Jose Marti Park Gymnasium
Zyscovich was hired to design a community gymnasium facility
as a part of Jose Marti Park, located in downtown Miami. The
project was a challenging addition due to the tiny size of the
site, which runs underneath an 1-95 overpass, is bisected by
a residential street and contains major utility hubs feeding
the City of Miami and Dade County. As a unique solution
to the site's size constraints and urban setting, Zyscovich
elevated the building to span the street, avoiding the
underground communication cables and water and sewer lines.

The firm was awarded a renewed continuing contract with
the City of Miami for four additional projects:
Charles Hadley Park: As the first step in the process,
Zyscovich facilitated community charrettes to gain public
input and support. Zyscovich re-programmed and re-
designed the Community Building originally designed for
the Little Haiti Soccer Park. The facility contains public
restrooms, equipment storage for the baseball and football
programs, a field house for team meetings, offices, and a
concession stand to serve the adjacent fields. Cost: $18 K
(Master Plan) $107 K (Building)
Gibson Park: Zyscovich was commissioned to prepare
a design criteria report for the renovations to Gibson
Park. The project includes the renovation of the baseball
field and football field, as well as the addition of a new
gymnasium, community center, events pavilion, and
concession stand. The facilities will include a basketball
gym, bowling alley, swimming pool, exercise facilities,
weight room, and locker rooms. The design process for

Moore Park: Zyscovich provided a Conceptual Master
Plan and the Design Criteria for Moore Parks. This park
contains a professional grade tennis center and a football

events services to the community. Zyscovich conducted a
community needs study with community groups and the
Parks Department where the firm presented a plan to the

As part of the Miami-Dade County Equitable Distribution
Program Continuing Contract, Zyscovich was commissioned
to evaluate the Department of Recreation design criteria
standards for medium recreational buildings as they
relate to sustainable design. The scope of work is to
make recommendations on how to achieve LEED@ Silver
Certification of various parks building prototypes, particularly
the Medium Recreation Building, both generically and as
relates to two or three actual park sites. The recommendations
include a cost/benefits analysis, and some consideration of
alterations needed to the project design guidelines and
project delivery methods.
In addition, Zyscovich has completed a program confirmation/
feasibility study for accessibility compliance and expansion Park & Recreation Building, Miami Dade County, FL
for the Coconut Grove Library. This study was accomplished
simultaneously with the schematic design phase. The
estimated $2 million project was recently approved to move
forward toward implementation. The accessibility compliance
includes the reconfiguration of ramps and steps, the addition
of an elevator inside the existing building, and the expansion
of bathrooms. The necessary expansion of floor space will
be accomplished primarily under the existing main roof, by
partially enclosing the perimeter veranda, yet without losing
the visual effect of the wrap-around overhang. This creative
approach will allow valuable floor space to be gained, while
improving both building maintenance and security. A simple
new entry lobby was required (glass element with signage Coconut Grove Library, Coconut Grove, FL
in the rendering). This transparent, inviting volume ties the
two existing buildings together with the entry plaza - and
inside provides needed reception space while connecting
the split levels.

Broward County sought to consolidate seven independent
county departments previously dispersed throughout the
city into two recently purchased adjacent, free standing
buildings. Zyscovich in collaboration with Singer Architects
conducted a relocation analysis, a feasibility study, a work
flow analysis, and create stacking plans in order to integrate
these departments in a manner that was conducive to
efficient work flow within a department and throughout the
division. Our design joined the two buildings under one roof
by covering the previously unused open courtyard between
the two buildings with a tensile structure roof and enclosing
the two open ends with glass walls. This new location was
designated as an information hub for the seven county
departments.
This concept not only physically joined the two spaces
but also improved the delivery of customer service by
providing one central location where the public could obtain
information and determine which department they needed
in order to complete their business. This creative solution
eliminated the need to demolish and reconstruct the two
separate buildings saving the client additional expense. It was
also crucial to create a design that the general public would
find accessible and easy to navigate. The firm incorporated
customer friendly components into the design and uniquely
branded each of the departments through the use of bright
colors. These colors were placed strategically throughout
the main information hub and flowed into the respective
departments distinguishing one department from the other
and making the space simpler for the public to navigate.

For fifty years, pedestrian access, traffic circulation, and
views to the beach were interrupted at 16th Street between
Washington and Collins Avenue by an underused municipal
parking lot and two historic buildings. Located in the
Convention Hotel District, City planners had identified
the three-block-long site for potential development. In
1996, the Miami Beach Redevelopment Agency and Loews
Hotel Corporation entered into a public-private joint
venture to build the first convention-quality resort hotel
in Miami Beach in more than three decades. The Anchor
Shops and Parking Garage proved integral to the Hotel
Development Agreement by enabling the Loews Hotel to
meet its parking requirement as specified under the City's
zoning ordinance.

The resulting development restored pedestrian and traffic
circulation and also revived the only derelict municipal site
in the City's Historic District.
The firm conceived of a means of providing the necessary
parking spaces within 500 feet of the hotel, as required by
the City's zoning code, in a way that both practically and
handsomely served the urban setting. By reopening 16th
Street as a roadway, incorporating the historic buildings into
a new structure, and building 21,500 SF of retail space at
ground level, the design provided a safe, secure, and easily
maintainable parking facility without the visual and physical
intrusion of a massive parking pedestal.
The parking structure is conceived as an urban building with
pedestrian oriented activities at the street. The building is
designed to blend into the character of the historic district
and is clad with a combination of architectural pre-cast, for
the garage component which is set back from the street, and
stucco at the retail level at the sidewalk. The structure itself
is a precast structure with field or factory applied topping
slabs. The facility is highly sensitive to issues of security,

Miami Beach Senior High phased replacement is situated
on a small but prominent urban site with limited access.
Master planning included the analysis of 14 buildings, the
phased replacement of 10 buildings, and the renovation/
remodeling of an additional three buildings, all while more
than 2,300 students were on campus attending classes.
The architecture celebrates the replacement of the original
institution with a new invigorating and enriching facility.
This two-phased project includes the construction of a
new state-of-the-art library, community black box theater
and auditorium, as well as other program spaces. Phase I
of construction will include state-of-the-art classrooms and
labs, as well as the library, auditorium and fine arts suite,
followed by Phase II, which will include a "Food Court"
food service area and a "Health Club" physical education
facility. Extensive programming analyses were performed
for this project in order to save thousands of square feet, and
therefore construction costs, by reconfiguring prototype
auditorium, locker room and food service areas. The site
is an important civic location in the city requiring a strong
architectural response, as well as coordination with multiple

solar heat gain due to reflective roofing materials and
windows, and improved insulation values. The new Lutron
Ecosystem integrates lighting controls with daylighting and
occupancy levels. A comprehensive Construction Indoor
Air Quality Management Plan ensures improved indoor
air quality for building occupants. Parking is set aside for
fuel-efficient vehicles as well as carpools. The building
materials were selected to maximize the use of regional and
recycled materials. A Construction Waste Management
Plan achieved a 75% diversion of waste from landfills. The

The 51-acre Park Square at Doral phased project includes
29 different building types encompassing approximately
2,350,000 SF of mixed-use development, including 157,000
SF of commercial/retail space, 218,000 SF of office space,
and 927 residential units consisting of hi-rise, town homes,
mid-rise units and lofts.
The commercial parcels will house a variety of tenants-
mostly food and beverage and specialty boutiques-and
will generally front the main entrance to the site. This will
also be the main access to the retail area. In the center of
the retail area, an elliptical circulation has been designed
that will be the main focus of the commercial piece. This
area will also function as a pedestrian plaza to be used for
special events such as art festivals, farmer's markets, etc.
The residential areas, which will have their own gated access,
have designated green park spaces in between buildings,
as well as a pedestrian circulation belt that connects all of
the blocks. A large park is planned as a central focus that
will consist of pedestrian paths and landscaped areas that
will connect various recreation buildings, housing multi-
purpose/community rooms, rest rooms, and a gym.
The three, mid-rise residential buildings will be 11-14 stories
and will include parking structures that will be screened from
view by liner U1:Jits along the street and along the main park
area. As part of the recreational component, the top deck
of these parking structures will house amenities such as
pools & landscaping for the use of residents.

Zyscovich designed the Arthur E. Teele Community
Center as the second phase to the Little Haiti Soccer
Park. This building houses the City's local Neighborhood
Enhancement Team offices. Park offices, restrooms, a
Community Meeting room and a large Multi-purpose
room. Additionally, the project has covered, exterior space
designed as complimentary event space. The building is
sited as to allow prominence on the street, while planning
on a future connection to a third phase activities building
and providing direct access to the soccer park amenities.
In order to expedite the project, the City requested that
Zyscovich provide a re-use of an existing City Park Building
from another neighborhood. As part of the scope, Zyscovich
provided services to modify the building's design so that it
responded to the context of the Little Haiti Community,
and in doing so, was able to better accommodate the
neighborhood's programming needs. Zyscovich provided

In addition, our extensive work with various School Districts,
