Dear Selection Committee Members:
AECOM is pleased to submit this Statement of Qualifications to the City of Sunny Isles Beach for the provision of
professional Architecture services. Founded in 1926, our firm is the oldest and largest full service NE firm in Miami
Dade. We offer comprehensive planning and design services in Architecture, Engineering, Planning, Landscape and
Interior Design from a single office location in Miami Dade County.
We recognize that this specific RFQ was advertised for ''Architectural Services", but AECOM is a full service firm and
therefore is offering the City the full breadth of our professional capabilities inclusive of all design disciplines. Given
our integrated design approach, our team offers a depth of staff and a wealth of experience making it ideally suited for
a miscellaneous Architect/Engineering services contract. We have structured our team to assist the City with a variety
of project types through the experience of our assigned professionals.
The combined resources of AECOM will allow us to efficiently service any project or task order that may result from
this contract. Our depth will allow us to comfortably staff multiple projects simultaneously if so desired. In summary,
AECOM offers a variety of attributes including those listed below which are also described in more detail in the
Executive Summary portion of this submittal.

AECOM offers the City of Sunny Isles Beach the following competencies for your Miscellaneous Services Architectural
/ Engineering contract:
A One-stop Shop for Design Services
AECOM is a full service Architectural and Engineering firm and can provide all basic design services including
Architecture, Engineering, Planning, Interior Design and Landscape Architecture from a single office location. Our
design professionals are supported by mechanical, electrical, structural, and civil engineers - resulting in increased
collaboration and streamlined services. In other words, with a single telephone call the City will be able to obtain all
the professional services that will be needed for a particular project. The obvious benefit to the City of a full service
design organization will be a more efficient and less complicated internal management process for City staff.
Experience with Multiple Building I Project Types
AECOM offers extensive experience with virtually any building type that may result from this contract including the
design of: offices; parking garages; park facilities; community centers; sports facilities; public work buildings; justice/
public safety; educational; and other building types. We also have a depth of experience performing in the role of
Design Criteria Professional.
A Portfolio of Renovation Projects
Having worked in South Florida for more than 80 years, AECOM has amassed a large portfolio of renovation projects
with both the public and private sectors. These projects have ranged in size and scope from small renovations to
complete building retrofits. The types of projects typically associated with a Miscellaneous Services contract are more
often renovation projects and our experience with that project type will serve the City well.
Prior Experience with Miscellaneous Service and Term Contracts
Over the years, AECOM has had the opportunity to work with numerous South Florida based clients in similar
Miscellaneous Services and Term Contracts including: Miami-Dade County Aviation Department; Miami-Dade College;
U.S. Navy; U.S. Army Corps of Engineers; Publix Supermarkets; City of Miramar; University of Miami; Miami Dade
County Public Schools: and numerous others referenced within this submittal. As a result, we are accustomed to the
cyclical nature of these types of contract vehicles.
A Proven Task Order Management Plan
As just mentioned, AECOM has worked on numerous Miscellaneous / Term Architectural! Engineering contracts, often
with multiple concurrent tasks. We have a proven management plan in place to organize and manage your work. Our
team's Project Manager and integrated design team members have overseen and managed similar government term
contracts and thus providing the City with an experienced design team.

One of the benefits of selecting AECOM is the fact that our proposed core team of professionals from all planning and
design disciplines have worked together as a team in the past resulting in no learning curve for our team.
Depth of Staff
AECOM currently has a professional staff of more than 100 locally based professionals giving us the flexibility to
service multiple projects simultaneously if needed or desired by the City.

firm has successfully provided Architectural/ Engineering services to more than 60 Florida Cities and Counties. Our

Outstanding Budget & Schedule Track Record
Our success in delivering projects on-time and within budget is supported by the volume of the firm's repeat business
with municipalities. Our project controls and budget approach is particularly appropriate in light of today's fluctuating
construction pricing conditions. We will work closely with the City and its building contractors to keep within the
proposed budget and schedule constraints.
Prior Experience with the City of Sunny Isles Beach
AECOM has successfully delivered previous planning and design projects to the City including the consolidated
Government Center which was the recipient of multiple industry design awards, as well as the Heritage Park and
Parking Garage project currently under construction. AECOM knows the policies and procedures of working with the
City and thus projects should run more smoothly and efficiently. We value Sunny Isles Beach as a past and current
client and hope to continue this relationship in the future.
Availability of Professional Staff
The firm's current and projected workload for the next 12 months is minimal and our locally based team members
assigned to this contract are currently available.
Past Performance & Knowledge of Regulatory Procedures
With 80+ years of experience in the Miami-Dade community, AECOM has become very well versed at working with
all the regulatory agencies with whom we may need to coordinate in order to successfully deliver the City's capital
improvement projects - whether they be new construction or renovations.

Our firm is committed to sustainable design practices on all projects. Our designs integrate the vital issues of

office has 20+ LEED accredited professionals on staff and has completed or in design numerous LEED certified

Lawrence Kline- Lead Architectural Designer
Mr. Kline, an Associate Principal who has been with the firm for 24 years, has extensive experience designing major municipal
projects, including numerous City Halls and Government Complexes. In addition, he has planned and designed facilities for
other building types such as corporate and educational facilities. Mr. Kline's projects have received multiple design awards from
such institutions as the American Institute of Architects. His projects are equally known for their ability to meet the challenges of
compressed schedules, strict budgetary constraints and efficient coordination with numerous consultants in a "partnering" team
environment. while maintaining a strong design aesthetic. He has worked directly with the City of Sunny Isles and some of his

Mr. Hunt. a Structural Engineering Principal at AECOM. has been with the firm for 35 years. and has 39 years of total experience. He
is in charge of all structural engineering requirements and participates directly in all projects to ensure proper design, coordination,
and responsiveness. Me Hunt has extensive experience in structural design for both new construction and renovation, for many
of the firm'S major projects including a broad range of facility types including educational. commercial. industrial. institutional.
corporate and transportation projects. Extremely active in the industry, Me Hunt is a member of the Florida Structural Engineers
Association. the American Society of Civil Engineers, the American Concrete Institute and the American Institute of Steel
Construction. Mr. Hunt is LEED AP Certified and as such. strives to incorporate cost-effective sustainable measures into all projects

management of designers and planners, marketing, recruiting, and ensuring our clients receive the best possible service. George's
project knowledge has been built by his critical involvement in urban design/streetscape: master planning: site development:
conceptual and final design for resorts: hotels single family; multi-family; mixed use; and entertainment/recreational facility projects.
Jacqueline Perez, LEED- Project Architect
Ms. Perez has over 15 years of experience. At AECOM, where she has worked since 1998, she has worked on municipal. criminal
justice, residential, and educational projects. Most recently, Ms. Perez served as Project Architect on both the Sunny Isles City Hall
and the Palm Coast City Hall projects.
Luis Moran, AlA, LEED- QAlQC-Construction Documents
Me Moran, a Senior Associate at AECOM, is a registered architect with more than 30 years of experience. As Division Quality
Representative, he coordinates the local implementation of the AECOM Corporate Professional Excellence Program. which defines
the procedures for achieving the corporate quality objectives. As the local liaison with the AECOM Corporate Quality Officer he
oversees adherence to the 90012000 certification requisites. As part of his responsibilities he prepares and conducts training
lectures for the company's staff on various professional and technical subjects. His LEEDTM accreditation makes him the ideal
candidate to lead the Sustainable Design (Green Design) initiatives for many of the firm's projects.
Erick Gonzalez, PE, LEED- Mechanical Engineer
Me Gonzalez has 13 years of progressive experience in engineering design, project management, and construction management.
As a LEED Accredited Professional, Me Gonzalez is an expert in providing environmentally friendly, cost-effective solutions for
difficult HVAC problems. He has worked on numerous types of institutions judicial facilities, educational, commercial, airports, and

The City of Sunny Isles Beach selected a 2.5 acre site for their City
Hall. Centered on an oceanfront boulevard, the site at the center of an
emerging business and residential area.
The program for the City Hall totals approximately 58,000 square feet
on four floors and includes administration, police, library and Council
Chamber functions. The design floats a three-floor curving bar of
administration and police functions over the ground floor public spaces
of library, conference, post office and Council Chamber. A three-level
parking structure slides underneath the western leg of the City Hall and
integrates public-related functions at the base. The restaurant, to the
south of the City Hall functions, is designed as a single-story volume
whose roofscape is partially screened by means of a large scale tensile
canopy.
The City Hall is a composed of a concrete structural frame that is skinned
with white architectural precast concrete rendered in a "crosshatch" rib
pattern. The curtainwall and punch window openings are a pale green-
glass tint, the elevator / stair tower is clad in charcoal gray granite panels
and the Council Chamber is wrapped in a mosaic glass tile of varying
blue shades.
An important civic space along the boulevard is created by the spiral-
formed Council Chamber floating on a dynamic fountain. An organized
pattern of palms and shade trees defines the northern boundary of the
site and creates an outdoor "reading room" for use by the adjacent library
annex.

AECOM was chosen by the City of Sunny Isles Beach to plan and design
a new parking garage and community park. The proposed site consisted
of 5 acres with approximately one acre being dedicated to the garage
and the remaining four acres for the park.
The garage component consists of 4-levels and a minimum of 500
spaces with first floor functional areas being dedicated to concessions,
park support, and the City's Public Works Department. The park
component, designed by EDAW, includes a children's playground, public
plaza area, gazebo for community events and multi-purpose green
space. Paramount among the design goals was to create a garage which
blended in with the park while simultaneously complementing the overall
contemporary image of the City.

services for the Collier County Government Center Fixed Term Contract.
Completed projects include the Courthouse 4th Floor Renovations, Jail

Courthouse Renovations
AECOM has completed the design of 33,100 SF of renovations on four
floors of the existing courthouse. The first phase included the design
of a new courtroom and a new hearing room on the fourth floor space.
The new courtroom is designed to accommodate 45 spectators, a 14
person jury box, as well as the judge, witness, clerk, and bailiff. Two new
judicial chambers with support space were also provided. The second
phase of the renovations provides five new courtrooms and one new
hearing room. The new courtrooms are designed to support state of
the art court technology, evidence presentation, and the CourtSmart
court reporting system. The sixth floor renovation is designed to meet
LEED CI certification standards and will feature energy efficient lighting,
mechanical systems, and sustainable finishes.
Architectural & Engineering Services for the Government Center -
Jail Improvements
The project involved exterior stucco I window replacement and under-
slab plumbing replacement. All underground sanitary piping and all
underground domestic water piping in the original housing pods were
replaced with new copper for the domestic water and cast iron for the
sanitary sewer. The second major component of the renovations involved
the replacement of all of the original badly damaged exterior stucco
and the original rusting windows. New stainless steel detention grade
windows were installed in all of the housing pods and portions of the
administrative areas.
Architectural & Engineering Services for the Government Center -
Chiller Plant Study and Expansion
The Government Center Chiller Plant was expanded with the installation
of a new 700 ton centrifugal chiller to replace a smaller existing chiller. To
address the increased electrical demand of the additional capacity the
existing generator was replaced with a new 1 OOOkW generator to handle
selected chiller and emergency loads.

Community Center located on the ocean in this mid-century modern inspired community. This new facility will replace a 1960's
era building that had become functionally obsolete and will provide community gathering spaces, a library, an aquatic center and
outdoor recreation amenities for the Town. The completed new community center floats a raised second floor over the smaller
ground floor uses to allow views through to the ocean beyond; the architectural palette of smooth stucco, geometric sun-screening
devices and glass mosaic tile becomes a contemporary reinterpretation of the 1950's architectural style that is seen in both the
commercial and residential architecture of the community.

AECOM is providing comprehensive master planning and design servic-
es for the Miami-Dade County Corrections and Rehabilitation Department.
The Master Plan involves a detailed analysis of the current and projected
inmate population, the current and proposed operational standards, and
an in-depth physical assessment of the six major facilities currently in op-
eration within the County. The consultant team led by AECOM is defining
and evaluating multiple strategic alternatives which will become the base
for the final Master Plan. A 2000 bed facility is being designed for the
Krome site to be implemented as the first phase of the Master Plan. The
new facility contains 34 housing units for minimum, medium, and maxi-
mum classifications, as well as a full complement of support services.
These include a central cook-chill kitchen for the entire county system.

AECOM provided programming, site selection, and complete
design services for the new Mid-County Regional Library.
The site selection process required a detailed analysis of
five different sites, with an abandoned Kash UN" Karry
grocery store selected due to its low cost, existing 42,600
square foot building, and generous parking. The design team
proposed a complete renovation of the structure including
a new main fa9ade highlighted by an imposing portico. The
interior is marked by a new atrium cut out of the existing roof
which floods the library with natural light. The reading room,
computer terminals, young adult, children's, new books,
and audio visuals areas all surround the atrium. A central
circulation spine characterized by a vaulted, metallic ceiling
connects the front entry/cafe with the circulation desk and the
reference desk. The library has a books and material capacity
of 176,000 items and integrates extensive computer facilities
including 65 public access terminals and a computer lab with
eighteen workstations.
The design incorporated sustainable design principles into the
project. These included the reuse of the existing building, the
incorporation of extensive natural light through the atrium and
new windows on all facades, the reduction in paved asphalt
area, and the creation of a new greenways park along the
canal on two sides of the project.

AECOM is providing comprehensive Architectural, Engineering, and Interior Design services for this new 55,000 SF Interactive
Children's Museum. The museum will have three primary components: a museum, an art institute and an auditorium. The museum
component will be 30,000 SF and will provide educational and arts experiences for children of the region. The 7,000 SF Art Institute
will include a photo lab, a ceramic studio, and a painting and drawing studio. It is intended for the Art Institute to be used by the
local public school system as a satellite learning center. The 5,000 SF auditorium will be used for special public assembly events
involving the museum and the community.
The 12-acre site will also accommodate a new 13,000 SF public library to be located immediately adjacent to the Children's
Museum. The museum and library will share the site's parking and open space in the creation of a multi-purpose cultural center.
The Primary design goal was to create an art and educational environment geared to children and families. The intent of the project
is to foster the creativity inherent within children through an exciting and multi-dimensional space reflective of the South Florida
environment in which it resides. The project is targeting a LEED Silver certification.

AECOM was retained by the Town of Cutler Bay as their Sustainability
Consultant. The team was responsible for facilitating the development of
a Comprehensive Sustainability Plan for the Town. Sustainability-focused
policies and practice in areas such as site design and building planning,
building performance, energy and water efficiency, material selections,
indoor air quality, etc., were aimed at positioning the Town of Cutler
Bay at the forefront of a sustainable South Florida. The Comprehensive
Plan includes certification through the Florida Green Building Coalition
Green Local Government Standard, inclusion of green programs into
the Land Development Regulations, development of a green building
ordinance and application and educational materials for incentivized
sustainable development. After nearly a year of combined effort from
the Town and AECOM, Cutler Bay was rewarded for its efforts by being
given the Silver designation from the Florida Green Building Coalition for
its efforts of becoming a green city. Achieving this designation requires
local governments to meet a comprehensive list of criteria focused on
improving environmental performance. Cutler Bay accomplished this
in various ways including initiating a Green Moratorium making the City
the first in the Southeast to establish building restrictions on commercial
development. The moratorium requires new developments to participate
in one of the multiple sustainability certification programs, including those
of the FGBC or the USGBC.

EDAW prepared urban design and streetscape plans for most of the
recently designated National Register Collins Waterfront Historic District
on Miami Beach. The project area includes many historic MiMo land-
marks such as the Fontainbleau and Eden Roc Hotels designed by Morris
Lapidus.
The Oceanfront neighborhood project includes improvements to the city-
owned public right-of-ways and several 'greenway' locations between the
Atlantic Ocean and Indian Creek. The streetscape enhancements consist
of new planting (such as native grasses, dune vegetation, specimen
palms and shade trees), new sidewalks, a bikeway, street furniture, new
curbs, bollards and benches, a pedestrian plaza with specialty paving,
coral stone feature walls, showers, foot washers, drinking fountains, milled
and resurfaced street pavement and pedestrian scale lighting.

A One-stop Shop for Design Services
AECOM is a full service AlE firm and can provide all basic design services including Architecture, Engineering, Planning, Interior
Design and Landscape Architecture from a single office location. Our design professionals are supported by mechanical, electrical,
structural, and civil engineers - resulting in increased collaboration and streamlined services. In other words, with a single telephone
call the City will be able to obtain all the professional services that will be needed for a particular project. The obvious benefit to the
City of a full service design organization will be a more efficient and less complicated internal management process for City staff.
Experience with Multiple Building I Project Types
AECOM offers extensive experience with virtually any building type that may result from this contract including the design of: offices;
parking garages; park facilities; community centers; sports facilities; public work buildings; justice/public safety; educational; and
other building types. We also have a depth of experience performing in the role of Design Criteria Professional.
A Portfolio of Renovation Projects
Having worked in South Florida for more than 80 years, AECOM has amassed a large portfolio of renovation projects with both the
public and private sectors. These projects have ranged in size and scope from small renovations to complete building retrofits. The
types of projects typically associated with a Miscellaneous Services contract are more often renovation projects and our experience
with that project type will serve the City well.
Prior Experience with Miscellaneous Service and Term Contracts
Over the years, AECOM has had the opportunity to work with numerous South Florida based clients in similar Miscellaneous Services
and Term Contracts including: Miami-Dade County Aviation Department; Miami-Dade College; U.S. Navy; U.S. Army Corps of Engi-
neers; Publix Supermarkets; City of Miramar; University of Miami; Miami Dade County Public Schools; and numerous others refer-
enced within this submittal. As a result, we are accustomed to the cyclical nature of these types of contract vehicles.
A Proven IDIQ Management Plan
As just mentioned, AECOM has worked on numerous Miscellaneous / Term AlE contracts, often with multiple concurrent tasks. We
have a proven management plan in place to organize and manage your work. Our team's Project Manager and integrated design
team members have overseen and managed similar government term contracts and thus providing the City with an experienced
design team.
