Dear Mr. Conner:
On behalf of Savino & Miller Design Studio, I am pleased to present this response to the Request for
Qualifications RFQ#: 10-04-02 for Professional Architectural Services (Landscape Architecture) for the
City of Sunny Isles Beach Miami-Dade County, Florida.
Savino & Miller Design Studio, located in North Miami is a multidisciplinary, award-winning, minority
owned firm specializing in Landscape Architecture, Site/Master Planning and Urban Design. Our
Homestead Bayfront Park Master Plan, a Miami-Dade County Heritage Park, won the 2007 Award of
Excellence for the Outstanding Landscape Architecture Project by the American Planning Association
Gold Coast Section. The American Society of Landscape Architecture awarded our firm the 2007 Frederic
Stresau Award, the State's highest award, for the Korge Residence in Pinecrest, Florida.
We have a small, hands-on boutique design firm with extensive experience in both public and private
sectors across South Florida, including many successful projects with diverse programmatic requirements
and scales. Our institutional - civic open space experience includes the Landscape Master Plan and
construction for the Sunny Isles Beach City Hall, as well as the Aventura and North Miami Beach City
Halls, Johnson and Wales University, and the Miami Beach Multipurpose Facility in Miami Beach.
Recently, we completed South Pointe Park and Belle Isle Park in Miami Beach, and have finished
construction documents for the upcoming Museum Park (formerly Bicentennial Park) in Miami, and the
Surfside Community Center. We were lead designers for the 4151 Street Master Plan, Washington
Avenue Streetscape Master Plan, Espanola Way and Alton Road/Chase Avenue along Bayshore Golf
Course, all in Miami Beach. Currently, we are designing the lighting improvements for the historic
Pinecrest Gardens (formerly Parrot Jungle) in Pinecrest.
Our work seeks to create sustainable, livable and beautiful environments responsive to our clients needs
while creating a sense of place. Our typical scope of services include: Site/Master Planning,
Hardscape/Paving, Planting and Tree Management/Mitigation plans, Irrigation, Lighting, Water Features,
Site Furniture, Signage Design, and maintenance specifications.
We will be honored to work again for the City of Sunny Isles Beach and we are looking forward to the
op n.~~

PRODUCTION APPROACH
We utilize state of the art technology that enables us to serve our clients and project needs efficiently and accurately. Our
staff is familiar with all software programs, allowing for their personal interaction in the project. We utilize Auto Cadd
release 2010 for document production. In addition our working knowledge of Spreadsheets enables us to prepare
accurate opinions of cost throughout the development of the projects. We pride ourselves in the quality of our documents
as key in the success of our firm.
DESIGN APPROACH
Savino & Miller Design Studio is committed to a collaborative approach to planning and design. We understand and
believe in the importance of teamwork and effective communication in delivering a successful project.
Our background and experience in landscape architecture, urban design, architecture and planning give us a unique
insight into the various elements and forces which shape our built environment. Our method begins with:
1. A thorough understanding of community goals as articulated in the design program. Discussion with the client
in regard to how the space is to be used - or "programmed" - is essential in determining our design
responses, such as the ratio between paved and green space, building/shade structures vs. open space,
utility/mechanical requirements, park hours, and so on.
2. An analysis of site factors such as proposed user analysis (i.e. adults, elderly, children, pets), local climate,
physical factors including soils, surrounding land use, and socio-cultural context and historical overlay.
3. Analysis of anticipated park management models and maintenance resources.
Over the course of our projects, we have found that one of the most important aspects a design firm can bring to its public
clients is COMMITMENT. We have been tested and proven to work with our public partners in bringing projects of the
highest design quality to fruition.
Generally, the following is an outline description of the Scope of Work to be provided by the Savino and Miller Design
Studio pursuant to the City of Sunny Isles Scope of Work.
DESIGN I REGULATORY PROCESS
Generally, projects follow the general process outlined below:
A. Project Kick-Off Meeting
B. Visioning Sessions with City Staff and Community if appropriate
C. Develop Concept Alternatives
1. Preliminary Budgets
D. Design Workshops (if desired by City)
E. Design Report with Costs Estimates (As needed)
1 . Review of Draft Design Report
2. Revisions and Submission of Final Design Report
F. Contract Negotiation - Construction Documents and Administration
G. Assistance to City in Bid-Award of Construction Contract
1. Attendance at Pre-Bid Conference
2. Prepare Addenda as necessary
3. Attend Bid Opening
4. Assist in Bid Evaluation and Recommendation of Award
5. As-Bid Documents
H. Construction Phase Services
Additionally, SMDS is familiar with the local and state codes and permitting requirements.
SUST AINABILlTY
We believe that landscape architectural projects must be responsive to, and instructive of, present and future issues of
ecological sustainability. Our design will incorporate a systems approach in integrating the infrastructural needs with
long-term goals, such as reducing power demand/carbon footprint, water conservation, stormwater runoff mitigation and
waste recycling.
Naturally, we are especially interested in creating open space systems that reflect the incredibly rich biodiversity found in
South Florida, but also create a sense of place,
Our firm has been engaged in sustainable, "green", landscape architectural practices for almost 20 years. We
incorporate state-of-the-art technology for site lighting, (addressing sensitive issues such as turtle migration),
ecological/native landscapes, stormwater management and irrigation. We have completed, or are presently working on,
various LEED certified projects, including the Surfside Community Center, and the Aventura Optima building.
Finally, one of our design associates, Courtney Jennings, has LEED accreditation.
PLANTING DESIGN
Our Planting Design concepts and planting palette consists of native/sub-tropical vegetation. Native groundcover and
shrubs will be specified which minimize maintenance, water-consumption (Xeriscape), pesticide and fertilization use. In
fact, in some areas plants will be specified to require temporary irrigation only for establishment, and during droughts if
necessary. Where necessary, state of the art irrigation design will be specified for the singular purpose of conserving
water incorporating the latest technology in climate and water-sensing technology, such as "Smart Controllers". We are
well versed in the design and implementation of "Xeriscape" landscapes. Other methods are also available to effectively
conserve water and other resources, i.e. the use of slow-emitting/low-trajectory heads, alternative use of ground-plane
materials such as gravels and native drought-tolerant plants, and mulching.
SITE FURNISNINGS and SIGNAGE
In specifying urban furniture, we believe that the selection should be based in selecting materials prioritized according to
their cradle-to-cradle value, in terms of pre- and post-recycling content and potential.
Simplicity, ease of maintenance, and parts/element replacement will all be key factors in the design and selection of
materials components.

5. I understand that a "person" as defined in Paragraph 287. 133(1)(e), Florida Statutes, means
any natural person or entity organized under the laws of any state or of the United States
with the legal power to enter into a binding contract and which bids or applies to bid on
contracts for the provision of goods or services let by a public entity, or which otherwise
transacts or applies to transact business with a public entity. The term "person" includes
those officers, directors, executives, partners, shareholders, employees, members, and
agents who are active in management of any entity.
6. Based on information and belief, the statement which I have marked below is true in a
relation to the entity submitting this sworn statement. (Please indicate which one (1) of the
following three (3) statements is applicable.)
_ (1) Neither the entity submitting this sworn statement, nor any of its officers, directors,
executives, partners, shareholders, employees, members, or agents who are active in the
management of the entity, or any affiliate of the entity has been charged with and convicted of
a public entity crime within the past 36 months.
_(2) The entity submitting this sworn statement, or one or more of its officers, directors,
executives, partners, shareholders, employees, members, or agents who are active in the
management of the entity, or any affiliate of the entity has been charged with and convicted of
a public entity crime within the past 36 months.
_(3) The entity submitting this sworn statement, or one or more of its officers, directors,
executives, partners, shareholders, employees, members, or agents who are active in the
management of the entity, or agents who are active in management of the entity, or any affiliate
of the entity has been charged with and convicted of a public entity crime within the past 36
months. However, there has been a subsequent proceeding before a Hearing Officers of the
State of Florida, Division of Administrative Hearings and the Final Order by the Hearing
Officer determined that it was not in the public interest to place the entity submitting this sworn
statement on the convicted vendor list. (Attached is a copy of the final order.)
I UNDERSTAND THAT THE SUBMISSION OF THIS FORM TO THE CONTRACTING
OFFICER FOR THE PUBLIC ENTITY IDENTIFIED IN PARAGRAPH I (ONE) ABOVE IS
FOR THE PUBLIC ENTITY ONLY AND, THAT THIS FORM IS VALID THROUGH
DECEMBER 31 OF THE CALENDAR YEAR IN WHICH IT IS FILED AND FOR THE
PERIOD OF THE CONTRACT ENTERED INTO, WHICHEVER PERIOD IS LONGER. I
ALSO UNDERSTAND THAT I AM REQUIRED TO INFORM THE PUBLIC ENTITY
PRIOR TO ENTERING INTO A CONTRACT IN EXCESS OF THE THRESHOLD
AMOUNT PROVIDED IN SECTION 287.017, FLORIDA STATUTES FOR THE
CATEGORY TWO OF ANY CHANGE IN THE INFORMATION CONTAINED IN THIS
FORM.

Our open space design concept integrates the City Hall site and adjacent restaurant into a cohesive urban setting.
A large fountain embraces the council chambers, providing a continuous seating area for passersby and employees
alike, terminating at a small courtyard adjacent to the library. The plaza was designed to expand north as part of a
future City Hall expansion project. The interplay of the shimmering water and lights on the blue mosaic wall creates a
civic nighttime display. $750,000,

South Pointe Park is designed as a dramatic, ecologically sensitive park at the south end of Miami Beach. The design
is programmed to accomodate both active and passive recreation, with play fields, dune and hammock zones, a
playground, and a 20 ft. wide baywalk. An important goal in the Master Plan process was to integrate the park into
the urban fabric of the city by strengthening and improving the two major street axes which penetrate the park space.
SMDS provided consultation for Master Site Planning, paving materials and site furniture selection, and was the
primary landscape architect for the park's planting and irrigation improvements. The fast-track design process began
with Master Planning in April 2005 and construction completed in March 2009. 420 million

The design concept for Johnson & Wales University was to reflect the primary function of the university as a culinary
institute. Traditional forms of cultivation, i.e, the orchard, grove, and garden were designed to integrate with the
buildings' architectural elements to symbolize the grid-like use patterns of agriculture, providing a continuous supply
of fresh produce for the school's kitchen. The design also addressed streetscape improvements which integrated
the campus into the urban fabric. Native wetland and coastal hammock plantings were used along the banks of Little
Arch Creek, a state natural water and manatee zone. Other site design elements include lighting, seating, paving, and
irrigation. $500,000. ..

SMDS provided Site Master Plan, Schematic Design Documents through Construction Administration, for planting,
paving, irrigation, site lighting and fountain features. Conceived as an organic space carved into the rock and lagoon,
the design proposed a "natural" waterfall outcropping, stream cascade and lime-stone terraces for entertainment,
reflection and the enjoyment of nature. The system of water flow worked to improve the ecology of the site. Native!
subtropical vegetation and local stone were used to reflect the South Florida environment. Limestone terraces,
retaining walls and aquatic plants helped to control erosion and provide wildlife habitat. $200,000
