The firm was established in 1976 by founding Principal Rolando Silva. From this beginning, the firm expanded and became a thriving practice with a commitment to design excellence, sustainability, and personalized client contact. Our projects range from small renovations done for public agencies to corporate interiors to $50 million public high schools. Our firm prides itself on a commitment to sustainable design. We were the AlE of Record on Miami-Dade County Public Schools' first green high school, which is pending final LEED certification. The project is anticipated to receive a LEED Gold rating. The Silva Architects / Fraga Engineers office was the first project in Coral Gables to receive a LEED Gold rating for new construction of any type. Over the years, our firm has grown and become a specialist in public sector, open end / miscellaneous contract work, and are extremely well qualified to perform this work for the City of Sunny Isles Beach. Silva Architects has extensive experience in all aspects of planning and design. Planning Et Design of Building Renovations and/or Alterations Silva Architects has completed numerous complicated building renovation and alterations projects and bring an unparalleled experience in this field to the City of Sunny Isles Beach. The Miami Killian High School General Rehabilitation and Remodeling project for M-DCPS is a recently completed (2008) example. This project was a $14 million complete rehabilitation for an existing high school. Working hand in hand with a public agency, the Silva Architects team created a highly detailed phasing plan that allowed for minimal disruption to students and teachers. The scope of work for the project involved a complete re-roofing, re-painting, new fire alarm, and HVAC work. New finishes were provided in various classrooms, with new lighting and fire sprinkler work also completed. The existing Gymnasium and Auditorium were also completely gutted and re-built, with new state of the art systems. The architect chosen to work for the City of Sunny Isles Beach may well be required to provide complicated building renovations and/or alterations within an occupied building. The work at Miami Killian was a prime example of how the 2 SIL~ ~CHirECTS jllCf City of Sunny Isles Beach RFQ No. 10-04-02 Professional Architectural Services Silva Architects team can work with a public agency on a building renovation requiring work from all AlE disciplines and provide for an excellent finished product while taking care to provide minimal disruption to the building's occupants. The Concourse E Life Safety Upgrades project is another project that showcases the Silva Architects team's ability to work in an extremely demanding and complicated environment. This $4.5 million project involves upgrading the fire alarm and fire sprinkler work at Miami International Airport's Concourse E. Silva Architects worked with Airport Operations personnel to create a phasing plan to allow for work in every sector, on every level, of Concourse E to provide for minimal disruption of everyday Concourse E activities. This project is currently under construction, and is in budget. The construction, reparation of finishes, and testing of all systems is underway and has not impacted the terminal and concourse operations. This highly technical and complex coordination (including coordination with the US Department of Homeland Security for the highly restricted US Customs areas) was accomplished successfully due to the Silva Architects team. The City of Sunny Isles Beach can be confident that no matter how complicated or sensitive a project will be, Silva Architects can complete it successfully. The Silva Architects / Fraga Engineers Office project is another example of a building alteration project. This 3100 square foot interior build-out took place in an occupied building. The project was further complicated by the fact that the project was designed and built to become LEED certified. The project was the first of its kind in the City of Coral Gables to be awarded LEED Gold certification by the USGBC. The City of Sunny Isles Beach can draw on this valuable experience in constructing and/or renovating any of its own office spaces in the future with the Silva Architects team. Sustainable Design Et LEED Silva Architects has always believed in a strong commitment to the environment and sustainable design. As such, our firm took the initiative when it came time to design our own new home, and decided to pursue LEED certification. The Silva Architects / Fraga Engineers office project is a 3100 sf interior office build-out in the City of Coral Gables. Early design decisions and careful monitoring during the construction led to the successful certification of the space by the USGBC in 2009. The interior renovation was the first of its kind to achieve LEED Gold certification in the City of Coral Gables, and our firm stands behind our new home as a concrete example of our dedication to sustainable design. State School YYY-1 (TERRA Environmental Research Institute) is a new 178,000 gsf public high school for M-DCPS. The educational program for the project was conceived as a magnet high school for grades 9-12, with program elements including Classrooms, Computer Labs, Administration, Media Center, Science rooms, and Art Labs. A Gymnasium, PE lockers & support areas, Music Suite, and Cafetorium were also provided. The program required three unique specialty Vocational Labs custom designed for the project: Robotics & Engineering Lab, Environmental Studies Lab, and Biomedical Lab. Early on in the design process, the decision was made to include a more sustainable scope and submit for LEED certification. Silva Architects was a key component of the project team as AlE of Record, and led the way to various sustainable solutions that enabled the project to target LEED certification. While the original target was set at basic certification, we are proud to announce that the project is currently anticipating a LEED Gold rating. Silva Architects is leading the way in the field of sustainability once again with the soon to be first LEED certified public high school in South Florida. The City of Sunny Isles Beach's efforts in this field makes Silva Architects an excellent partner as the City continues to strive for a sustainable future. 3 SIL~ ~CHirECTS t"f: If City of Sunny Isles Beach RFQ No. 10-04-02 Professional Architectural Services Park Design Silva Architects has extensive Parks Design experience. Most recently, we completed the fourth baseball field and additional dugouts at Kendall Indian Hammocks Park (a Miami-Dade County Parks and Recreation Department Park). The scope of this work, completed in 2009, was approximately $1 million. Our landscape architecture consultants, Curtis + Rogers Design Studio, the AlA's 2009 Landscape Architecture Firm of the Year, have completed a multitude of parks design and planning projects for Miami-Dade County, Broward County, Palm Beach County, City of Miami, and numerous other counties. Fraga Engineers, our MEP consultants, are also the Engineer of Record for the City of Miami's new Museum Park project, slated to be one of the City's finest parks once completed. Together, this team can provide the City of Sunny Isles Beach an award-winning sustainable parks design team. Park Master Planning Along with parks design experience, Silva Architects has recently worked closely with Miami-Dade County Department of Parks & Recreation in developing a master plan for Kendall Indian Hammocks Park. The TERRA Environmental Research Institute (State School YYY-1) project, a new $35 million M-DCPS high school, is located on a property bounded on three sides by Miami-Dade County Parks & Recreation's Kendall Indian Hammocks Park, and various portions of the M-DCPS property are leased to the Parks Department. During the design period, there were three existing softball fields and two existing soccer fields that were leased to M-DPRD. Silva Architects, M-DCPS, and M-DPRD worked together to not only continue the lease agreement, but to add a baseball field, student parking, and Gymnasium that would be constructed by M-DCPS to a new Joint Use Agreement, thus ensuring maximum use of the Park & school site by the community. M-DPRD's long range plan for Kendall Indian Hammock Park also included a future Aquatics Facility on the southeastern edge of the property. This Aquatics Facility would require both access and parking once it was built. Since M-DCPS required an access road and Student Parking for the TERRA project, Silva Architects worked closely with both agencies to create a plan that provided for appropriate access road and parking lot for both facilities while minimizing construction in the Park. M-DCPS & M-DPRD both agreed to provide a single parking lot and access road to be built with the school. While both the access road and the parking lot would be constructed on Parks property, they will both serve the future Aquatics facility once it is completed. M-DPRD's concerns also extended to an existing warehouse facility on SW 84th Street. This facility was critical to Parks operations, and was planned to share the vehicular entrance from SW 84th Street with the proposed Bus Drop-Off for TERRA. It was agreed to improve the entrance and vehicular circulation for this area to conserve an existing natural hammock on either side of the facility. This cooperation resulted in better operations for both TERRA and the Parks Department warehouse staff, and resulted in an 2009 APA (American Planning Association) award for Silva Architects & M-DCPS. Design/Build Bid Process Silva Architects has experience in Design/Build projects from both sides of the equation. Our firm has recently served as the DCP (Design Criteria Professional) for the $5 million Miami-Dade Fire Rescue Logistics Facility. Silva Architects was responsible for creating a Schematic Design, a Design Criteria Package, and functioning as an Owner's Representative during the bidding, award, design, and construction process for this 65,000 gsf Fire Rescue and Logistics facility with an Emergency Management Operations Center, completed in 2008. A Continuing Services Contract with Miami-Dade Fire Rescue Department also led to Silva Architects serving as DCP for five new approximately 4,300 gsf Fire Rescue Stations. All of these projects were turned in on time and in budget. Silva Architects is also experienced as a Design/Builder. Working with Betancourt, Castellon, Associates, Silva Architects has completed over $60 million worth of facilities for M-DCPS since 2005, including a new middle school (State School SS-1) and a new high school (State School FFF), both state of the art facilities, and again, both turned in on-time and in budget. Having experience on both sides of the Design/Build table allows Silva Architects to understand the pitfalls and possible problems that arise from miscommunication and unclear documents. It also allows us to understand the advantages that come from such an arrangement, including faster project turnaround. Our firm knows what the critical issues are in a Design Criteria and will ensure that, should the City of Sunny Isles Beach choose Design/Build as a project delivery method, it is provided with an airtight Design Criteria that will allow for smooth project delivery with good quality design, in budget, and no change orders. Preparation of Construction Documents Having been in business for over 30 years, Silva Architects is extremely capable in the preparation of Construction Documents and Specifications. Our track record in this area speaks for itself; once we are given an opportunity to work for a Client, that Client is always satisfied with our service, and results in a Contract extension or additional work. We have, for example, worked continuously for M-DCPS since 1981, which speaks volumes of our commitment and dedication to Client service and professional Construction Documents and Specifications. Our office has aided M-DCPS in reviewing and revising their District General Criteria and Master Specifications, an experience that would prove invaluable to the City of Sunny Isles Beach should they require this service. Space Planning and Reconfiguration Programming and Space Planning is another valuable service provided by Silva Architects. Our firm was proud to be one of four architectural firms to be selected by M-DCPS to completely re-visit their Educational Facilities. Our firm was commissioned to design a prototype Early Childhood Center, and Re-thinking, Re-interpretation, Re-examination, and Renewal are the four principles that guided this project from its conception. Before work began on the design of the prototype facility, the Silva Architects, along with the other three firms commissioned by M-DCPS, embarked on an intensive research period. This research period yielded in-depth knowledge of innovative new educational concepts and the latest trends in school design. The design process of the Early Childhood Center prototype began by taking all the research and applying it to the basic building block of a school; the classroom. Careful analysis of everyday classroom life informed the design of the ECC throughout the process. The program for this prototypical early childhood center was decided early in the process to be a small school for Pre-K through second grade, with a maximum capacity of 396 students. The project was to provide a small administration area, classrooms, and a small Cafeteria. A dedicated parent drop-off, parking, and playfields were also part of the program. The facility is meant to function as a prototypical "kit of parts" and be repeated on different sites. This prototype was built on three different sites concurrently. Silva Architects would bring this disciplined, intensive approach to programming to the City of Sunny Isles Beach and ensure that any programming would be based on the City's actual needs through careful analysis. Cost Estimating Because of our invaluable experience as a Design/Builder, Silva Architects understands the current market conditions and local contractor and subcontractor markets. Review of Developers' Plans for the City Silva Architects has extensive experience in reviewing plans and providing feedback to an Owner. As a Design Criteria Professional for the Miami-Dade Fire Rescue Department, our firm evaluated proposals and reviewed design submittals from Proposers and the eventual AlE Design/Builder, providing comments and invaluable feedback to M-DFRD. Careful review of plans led to no gaps in the Owner's expectations for the project and what was being delivered by the Design/Builder. Silva Architects would ensure Developer's Plans were in compliance with all City requirements and would be compatible with the architectural character of the City. Open End Contracts Silva Architects has become a specialist in the open-end contract field, having performed numerous contracts for various governmental agencies, including Miami-Dade County HUD, Miami-Dade County GSA, Miami-Dade County Fire Rescue Department, and US Postal Service. Our firm was awarded a Continuing Services contract with Miami-Dade County HUD that was used to provide over $10 million of construction work, including Re-roofing, window & door replacements, and ADA upgrades. A Continuing Services contract with Miami-Dade Fire Rescue Department yielded a total constructed value of over $4 million, with our firm acting as DCP for the Saga Bay Fire Rescue Station, Honey Hill Fire Rescue Station, West Kendall Fire Rescue Station, Uleta Fire Rescue Station, and the Hialeah Gardens Fire Rescue Station. Silva Architects was also awarded a Continuing Services contract with Miami-Dade County GSA, which was used to provide over $6 million of construction work, including Re-roofing, window and door replacements, and ADA upgrades.
